This constitutes a meeting of the Common Council pursuant to State ex rel. Badke v. Greendale Village Board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as such, although the Common Council will not take any formal action at this meeting. 1  MEMORANDUM PARKS, RECREATION & FORESTRY Date: 5-24-23 To: Mayor Magnus and Common Council From: Craig Hoeppner, Director of Parks, Recreation & Forestry Re: Resolution 23-R3130 Granting a new 2023-2024 Fermented Malt Beverage License for Bar Stars Bartending Services, LLC for the Oconomowoc Community Center RELATES TO THE STRATEGIC PLAN N/A BACKGROUND On October 4, 2022, the Common Council unanimously approved hiring Bar Stars Bartending Services, LLC to provide alcohol sales at the Oconomowoc Community Center beginning on July 1, 2023. The City is entering into a 3-year agreement with a mutual option for an additional 3 years. ADDITIONAL ANALYSIS The City has received an application for a Class “B” Fermented Malt Beverage license from Bar Stars Bartending Service, LLC, Janine Y. Rajchel, Agent, to sell fermented malt beverages at the Community Center located at 220 W. Wisconsin Avenue. Bar Stars Bartending Service and the City of Oconomowoc has entered into a Bar Concession Agreement which allows Bar Stars to provide bar service only to individuals or organizations who rent the Community Center for events, receptions, etc. The Department of Revenue will grant an Airport/Public Facility permit to Bar Stars, which allows them to sell/serve intoxicating liquors. The applicant meets all Chapter 12 licensing requirements. RECOMMENDATION Motion to recommend to the Common Council approval of Resolution 23-R3130 granting a new 2023-2024 Class “B” Fermented Malt Beverage license to Bar Stars Bartending Services, LLC. All licensees/premises are current with all obligations to the City and meet all Chapter 12 code and State statutory requirements. ADDITIONAL ANALYSIS Below are the types of alcohol licenses the City issues and number available: These licenses are restricted by quota and alcohol must be consumed on the premise. - “Class B” Intoxicating Liquor/Fermented Malt Beverage Licenses – 2 Regular $600 each - “Class B” Intoxicating Liquor/Fermented Malt Beverage Licenses – 9 Reserve $10,000 + $600 each These licenses are not restricted by quota and alcohol must be consumed on the premise. - Class “B” Fermented Malt Beverage License – $100 each - “Class C” Wine License – This license type must serve food – $100 each These licenses are not restricted by quota, they are a retail purchase, and consumption is away from the premise. - “Class A” Intoxicating Liquor/Fermented Malt Beverage License – $600 each - Class “A” Fermented Malt Beverage License – $100 each FINANCIAL IMPACT N/A 1 4 RECOMMENDATION Protection and Welfare Recommendation: Move to recommend granting renewal 2023-2024 alcohol beverage licenses as presented.
