Chairman Douglas called the Protection & Welfare Committee Meeting to order at 7:20 PM.
Committee Business
a. Consider/recommend Resolution 23-R3148 Granting New 2023-2024 "Class B" Intoxicating
Liquor/Fermented Malt Beverage License to Links and Drinks, LLC
Motion to recommend Resolution 23-R3148 granting a new 2023-2024 "Class B" Intoxicating
Liquor/Fermented Malt Beverage License to Links and Drinks, LLC on the condition the Clerk not
issue the license until occupancy is granted no later than September 30, 2023 made by Rosek and
seconded by Schellpeper.
Motion carried 3-0-0.

Notice is hereby given that a majority of the Common Council will be present at the above scheduled meeting to gather information
about a subject over which they have decision-making responsibility. This constitutes a meeting of the Common Council pursuant to
State ex rel. Badke v. Greendale Village Board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as such, although the
Common Council will not take any formal action at this meeting.

Re: “Class B” Intoxicating Liquor/Fermented Malt Beverage License – Links and Drinks, LLC
RELATES TO THE STRATEGIC PLAN

BACKGROUND
The City has received an application for a “Class B” Intoxicating Liquor/Fermented Malt Beverage license from
Links and Drinks, LLC, Scott Paar, Agent, to sell intoxicating liquor/fermented malt beverages at 1087 Summit
Avenue for a new entertainment venue to be known as “Links and Drinks”. The applicant meets all Chapter 12
and State licensing requirements. The applicant has also provided the attached floor plan and Best and Highest
Use Criteria list and anticipates having a soft opening on August 14th.
There are many factors that affect the opening date of new buildouts such as contractor scheduling, supply
shortages, delivery issues, etc. therefore, I recommend that if the license is granted, a condition be made that the
Clerk not issue the license until the owner confirms their opening date but no later than September 30, 2023 and
that occupancy has been granted. If the opening does not occur by the end of September, the license will not be
issued, and the applicant would have to come back to Council for reapproval.
ADDITIONAL ANALYSIS
“Class B” licenses are restricted by quota and alcohol must be consumed on the premise. If this license is
granted, the City will have no Regular ($600) licenses and 9 Reserve ($10K) “Class B” licenses available.

RECOMMENDATION
Protection & Welfare Recommendation: Move to recommend granting the “Class B” Intoxicating
Liquor/Fermented Malt Beverage license to Links and Drinks, LLC on the condition that occupancy is granted no
later than September 30, 2023.

Council Recommendation: Move to adopt Resolution 23-R3148 granting a new “Class B” Intoxicating
Liquor/Fermented Malt Beverage license to Links and Drinks, LLC on the condition that occupancy is granted no
later than September 30, 2023.

RESOLUTION NO. 23-R3148
RESOLUTION GRANTING NEW 2023 - 2024 “CLASS B” INTOXICATING LIQUOR/
FERMENTED MALT BEVERAGE LICENSE TO LINKS AND DRINKS, LLC
WHEREAS, an application for the following new license has been made, necessary fees
deposited and all legal procedures have been taken, as per ordinance of the City of
Oconomowoc.
NOW THEREFORE, BE IT RESOLVED by the Common Council of the City of Oconomowoc
that the following license be granted (will expire on June 30, 2024):
“Class B” License
(serve intoxicating liquor/fermented malt beverages)
Links and Drinks, LLC
1087 E. Summit Avenue
Scott Paar, Agent
527 Cassie Lynn Lane, Oconomowoc
BE IT FURTHER RESOLVED the Clerk will not issue the license until occupancy has been
granted by the City of Oconomowoc Building Inspector but no later than September 30,
2023 at which time if occupancy has not been granted, the applicant would be required to
come back to Council for reapproval.
