Chairman Douglas called the Protection & Welfare Committee Meeting to order at 5:49 PM.
Committee Business
a. Consider/recommend Approving New Passenger Transportation Vehicle License for Thirsty
Bird Saloon and Taxi Driver License for T. Schaefgen
The Committee discussed the proposed route, disturbances to the residents along South St and
Worthington St, safety concerns, congestion along City Beach and approving the license only
through the end of the year. Todd Schaefgen offered to change the route and was agreeable to the
license being approved for the remainder of the year.
Motion to recommend approving the new Passenger Transportation Vehicle License for Thirsty Bird
Saloon through December 31, 2023, incorporating a route change with a right turn from South St
onto the Campus Parking Lot exiting right onto Wisconsin Ave and approving the Taxi Driver License
for Todd Schaefgen made by Rosek and seconded by Schellpeper.
Motion carried 3-0-0.

RELATES TO THE STRATEGIC PLAN
Strategic Goal – Focus on Economic Development
BACKGROUND
On September 5, 2023, Council considered the renewal Quadricycle License for Vino Etc. Due to continued
violations of parking and route deviation Council took no action to renew the license, therefore it expired at 11:59
PM on September 5.
The City has received a new application from the Thirsty Bird Saloon, owner Todd Schaefgen, located at 119 S.
Main Street for a Passenger Transportation Vehicle License to take over the Vino Quadricycle operation. The
license will expire on June 30, 2024, however per our code, the Police Chief can revoke the license at any time.
The Plan of Operation and Route Map are attached and the new licensee has made no changes to the route from
the previously approved license. The Plan of Operation also remains the same for days/hours of operation, stops
along the route, and licensed drivers with the addition of Todd Schaefgen as a driver.
The loading and unloading of the quadricycle will take place at Wingers as well as the vehicle will continue to be
parked at Wingers as it has been for the last few months.
ADDITIONAL ANALYSIS
The pedal tavern is very popular and provides revenue to downtown businesses. It was reported to the City on
Sept. 7 that 93 rides have been scheduled through Nov 15th which would generate $37,200 in pedal tavern sales
and $27,900 projected sales to local businesses. On average the pedal tavern stops at three other businesses
along the route during the 2-hour ride.
The vehicle used for this new license is the same quadricycle Vino has used in 2023 and it already passed the
Police Dept. inspection earlier this year, therefore a new inspection is not necessary. If this license is approved,
the new licensee will provide the City with a Certificate of Insurance before the license is issued by the Clerk.

Protection and Welfare: Motion to recommend approval of the Passenger Transportation Vehicle License for
the Commercial Quadricycle for Thirsty Bird Saloon expiring June 30, 2024 and a Taxi Driver License for Todd
Schaefgen.
