This constitutes a meeting of the Common Council pursuant to State ex rel. Badke v. Greendale Village Board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as such, although the Common Council will not take any formal action at this meeting. 1  MEMORANDUM CLERK Date: November 12, 2024 To: Protection & Welfare Committee Mayor Magnus From: Diane Coenen, Clerk Re: Taxi Driver License – Rodney Humpal RELATES TO THE STRATEGIC PLAN Strategic Goal – N/A BACKGROUND The City received a Passenger Transportation Vehicle Driver Application from Rodney Humpal for a Taxi Driver License to drive for Silver Streak. As per our Municipal Code 12.12(9) Taxi Driver’s License applications shall be submitted to the Protection and Welfare Committee for approval with a Police Department recommendation. The application has been reviewed and signed off by the Police Department. ADDITIONAL ANALYSIS Previous Passenger Transportation Vehicle Driver Applications have only been presented to Council for approval under the Consent Agenda. While reviewing our code it was determined that Council approval only applies to the license for the vehicle itself to operate in the City and not the driver. Moving forward, to be compliant with our code, Protection and Welfare will approve Taxi Driver Licenses. FINANCIAL IMPACT N/A RECOMMENDATION Police Department and staff recommend approval of the Taxi Driver License for Rodney Humpal.
