January 25, 2021
Call to Order
• George Morris called the meeting to order at 4:00 p.m. Board members present were George
Morris, Jeff Roemer, Kent Lorenz, Bill Riemenschneider, Lisa Mellone, Mike Tompkins, and
Jimi Hall. Also, in attendance were Chief Brad Bowen, Assistant Chiefs Matt Haerter, Tom
Schuetz, and Bill Lincoln, Deputy Chiefs Tim Meyer, Brad Ingersoll, and Adam May, and
Division Chief Alex Konen. Chief Hartert from Summit Police Department was also in
attendance.
Proof of Notice
• Chief Bowen announced that the notice was posted January 21st to the district web site,
newspapers and at stations 1, 2, 3, 5 and 6.
Pledge of Allegiance
• Summit Police Chief Hartert led the group in the Pledge of Allegiance.
Announcement of Closed Session
• George Morris announced that the board would convene into closed session pursuant to section
19.85(1)(c)(e). The fire board would not reconvene into open session at the conclusion of the
closed session.
Public Comment
• George Morris opened the meeting to comments from the public, of which there was none.
Consent Agenda
• Items listed under the Consent Agenda are considered in one motion unless a Fire Board
Member requests that an item be removed from the Consent Agenda

• A motion was made by Jeff Roemer and seconded by Kent Lorenz to accept the Consent
Agenda items. Motion carried.
Swearing in of new Full-time Firefighter/Paramedics
• Chief Bowen opened up the swearing in ceremony by introducing the new employees to the
Fire Board. He discussed with the Board the process, and number of exceptional candidates the
District had to choose from. Friends and family of the new full-time employees were invited to
the ceremony and there was a brief reception following the ceremony.
• The following were sworn in:
o Firefighter/Paramedic Hannah Buchholtz
o Firefighter/Paramedic Thomas Switalski
o Firefighter/Paramedic Kelly Monahan
o Firefighter/Paramedic Michael Jessen
• President Morris completed the swearing in. At the completion of the swearing in ceremony,
each of the employees were officially pinned with their new badge by a family member or
friend.

COVID
• The District has successfully ordered over 5,800 1 st dose COVID Vaccines. This has been done due to the
spirit of cooperation between the Waukesha County Fire Chiefs and Departments. The Fire Departments
successfully administered over 4,500 of these vaccines, and supported Jefferson and Waukesha County
Health Departments by obtaining vaccines for their clinics.
• The District has received over 4,500 2nd dose vaccines from the original 5,800 and will receive the remainder
in the coming weeks. The team of Fire Departments, and Health Departments are about 75% of the way
through the 2nd dose vaccination process.
• THANK YOU to the WLFD EMPLOYEES that stepped up to work and support these clinics. In addition to
WLFD Staff the clinics have been supported by a variety of other Fire Departments helping make these
clinics run smooth and efficiently.
• Moving forward the Fire based clinics are slowing down, as Public Health opens up mass clinics. We will
continue to order and coordinate vaccines, but will not be hosting multiple clinics a week. There will
continue to be focused clinics at the FD's, for groups that Public Health needs our help with.
Joint Emergency Operations Center- Office of Emergency Management
• Weekly meetings continue with the EOC team, sharing information on the COVID Pandemic and Vaccine
Efforts.
• AC Haerter is completing the revised Emergency Management plan which will be reviewed by the EM
Board.
Staffing and Operational Changes
• The new full-time employees are now working their regularly scheduled shifts.
• The process continues for the remaining full-time hires scheduled for 2020, and conditional offers will be
made in March for the next positions.
• The Administrative changes with Human Resources, Finance, and Billing are ongoing but going extremely
well. The reorganization has made process more efficient, and we look forward to the ongoing positive
changes.
• Staffing continues to be the District's biggest challenge. The Standards of Cover and 7-Year Staffing Plan
will continue to be instrumental to the District's ability to provide services to the communities it serves. The
continued growth of the communities and increasing call volume will continue to require additional staff.

SUBJECT: 2020 CIP BUDGET CARRYOVER RESOLUTION

As part of the 2020 CIP replacement of the District's current rehab trailer unit was included. This project was
approved as part of the 2020 CIP and staff are at a point of moving forward with this project now that the other CIP projects
and operational items are completed. A budget amendment was made to change the scope of the project to refurbish the
current dive truck into the new rehab unit. This was approved by the Fire Board and Owner Municipalities.
Due to the COVID Pandemic in 2020 this Capital Project was not able to be completed in fiscal year 2020. The
pandemic caused supply chain delays for manufacturers which resulted in the delayed delivery of the new dive unit purchased
by the Okauchee Fire Department. As a result the current unit could not be refurbished into the rehab unit.
The District anticipating delivery of the new dive unit in March of 2021, and would then proceed with refurbishing
the proposed truck into the rehab unit. Due to the funds being unused in FY 2020, a carryover resolution has been introduced
to carry these funds over into the 2021 budget year.
In addition to the rehab unit, a piece of equipment for Engine 63 which was included in the 2020 CIP was not able to
be purchased due to supply chain delays due to the pandemic. This is the VHF radio that will go in the new Engine 63 which
is expected to arrive in April of 2021. The VHF radio is a critical piece of equipment and the 2020 CIP had the remaining
funds for this equipment, but could not be purchased prior to the end of FY 2020.
The resolution is to carryover $43,800 from FY 2020, that were allocated for these projects but not expended due to
the COVID Pandemic. Of these funds $40,000 is allocated for the rehab unit and $3,800 is allocated for Engine 63's VHF
Radio.
