Joint Special Common Council & Western Lakes Fire District Fire Board Meeting Minutes
September 13, 2023
Mayor Magnus called the Special Council meeting to order at 6:00 PM.
Members Present: Ald. Kevin Ellis, Karen Spiegelberg, Matthew Mulder, Charles Schellpeper,
Andy Moroni and Jennifer Aultman-Kloth
Absent: Ald. Christopher Douglas and Matt Rosek
Staff Present: Mayor Magnus, Mark Frye, Laurie Sullivan-Murray and Diane Coenen
Minutes from Joint Owner’s Meeting of March 9, 2022: Motion was made to approve minutes of
July 12th and August 9th, 2023 and seconded. Approved unanimously by the Municipal Owners.
Presentations: Chief Bowen gave PowerPoint presentations on District Updates; 2024 Operating
Budget and 5 Year Capital Improvement Plan. Copies of the packet information were available on
each table. Questions were addressed by Bowen.
Discussion/Action on the 2024 Operating Budget:
Motion by Aultman Kloth to approve the 2024 Operating Budget as presented with a 2%
inflationary increase; second by Schellpeper. Motion carried 5 – 1. Spiegelberg voted no.
Discussion/Action on 5 Year Capital Improvement Plan:
Council had discussion on a proposed 2027 ladder truck budgeted at $1,790,000 and requested
further analysis. Motion by Ellis to approve the 5 Year Capital Improvement Plan for years 2024,
2025 and 2026 only; second by Aultman Kloth.
Discussion/Action on Intermunicipal Agreement Amendment:
No formal action was taken, but Council had no concerns with the proposed amendment to create a
Non-Owner Advisory Committee by allowing one member from each non-owner municipality,
appointed by their respective community who receives Fire and EMS services, to meet when called
upon by the Fire Board President and one member of the Advisory Committee.
Discussion/Action on Fire Board Positions:
No action taken.
The Spring Joint meeting has been scheduled for Wednesday, June 12, 2024 at 6:00 PM, location
to be determined.
Motion by Aultman Kloth to adjourn the Joint Special Common Council and WLFD meeting; second
Ellis. The meeting adjourned at 8:29 PM.
