In attendance:
Councilman Perry, Councilman Carter, Councilman Chapman,
Councilman Ray and Mayor Howard
Absent: Mayor Pro-Tem McIntyre

Mayor Howard called Meeting to order
Discussion
Mayor Howard asked for approval of minutes for November 5, 2019.
Councilman Perry made the Motion to approve minutes for November 5,
2019. Councilman Carter seconded the Motion. Motion passed
unanimously.
Councilman Perry made the Motion to allow Margaret Youth Association
to purchase apparel from Susan Ragsdale in the amount of $8400.00.
Councilman Carter seconded the Motion. Motion passed unanimously.
Councilman Carter made the Motion to approve Ordinance 2019-1119
which addresses the different fees for Plats:
a) Preliminary Plat Approval $1000.00
b) Final Plat Approval $1000.00
c) Modification of Previous Approved
And Recorded Plats $1000.00
d) Addition of Real Property to Previous
Approved and Recorded Plat $500.00
Councilman Perry seconded the Motion. Motion passed unanimously.
Councilman Perry made the Motion to charge $250.00 a roll for the City
of Margaret tobacco stamps that are to be placed on cigarettes sold in local
stores. Councilman Ray seconded the Motion. Motion passed
unanimously.
Harvey McWhorter updated the Council concerning the Phase 6 Plats.
Mayor Howard is concerned about the water lines. McWhorter plans to
eliminate roads in order to address the water lines. McWhorter also plans
to fix Americana before any building is done.
Councilman Chapman arrives to the meeting 6:15 PM.
Councilman Perry inquired whether or not homes will have double
driveways, because he is worried about the parking situation. Mr.
McWhorter suggested that the Police Department needs to enforce parking
rules on side of the road. Councilman Perry stated that the HOA cannot
enforce fees for violation. McWhorter also stated that all the plots have
been shifted to give people back yards. McWhorter would like to break
ground by December 2, 2019. This ground breaking is more geared toward
prepping site. Mayor Howard needs a right of way for water to loop
around Kincaid to Americana. Mayor Howard also asked Mr. McWhorter
thoughts about building a new fire station in Brookhaven Subdivision. Mr.
McWhorter doesn’t see a fire station in budget right now.
Councilman Perry made the Motion to approve Brookhaven Plat for Phase
6 with the stipulation that “8” piping is used to make a loop to tie into the
current “8” main. Councilman Carter seconded the Motion. Councilman
Chapman stepped away from the Council table at 6:31 PM Councilman
Chapman returns @ 635PM. Motion is passed with Councilman Chapman
abstaining.
Mayor Howard states that the Subdivision Rules and Regulations would
have to be tailored to the City of Margaret.
Mr. Barker gave an update of the new City Hall. Everything is furnished
with the exception of cubicles for the Police Department and Phyllis office
phone jack needs to be reconfigured.
Councilman Chapman had complaints after the accident that happened on
Mustang Dr. No one could get in an out for 30 minutes. Councilman
Chapman feels that something needs to be done. And the City needs to find
an alternate route for exiting if something happens at the school. Mayor
Howard states that the City will create a letter and send to the County
Commission. Councilman Chapman is also concerned about the lack of
presence of Police Department during school traffic.
Councilman Ray would like to replace Hakeem Davis with Devin Looney.
Devin Looney will now open and close the gym during the basketball
season. No one on the Council has a problem with the changes.
Beau, resident of Sunrise Subdivision asked if the City had a stringent rule
concerning roads now. Mayor Howard informed Beau that the City now
has something in place
Councilman Ray made the Motion to adjourn. Councilman Chapman
seconded the Motion. Motion passed unanimously.
Meeting adjourned at 7:19 PM.
