. City of Margaret January 7, 2020 6:00 P.M. In attendance: Councilman Carter, Councilman Chapman, Councilman Ray, Councilman Perry, Mayor Pro-Tem McIntyre, and Mayor Howard Prayer: Mr. Barker Mayor Howard called Meeting to order Discussion This was the first meeting in the new city hall. Mayor Howard asked for the approval of changes to Brookhaven Plats for Phase 11. Councilman Perry made the Motion to approve the changes to Brookhaven Plats for Phase 11. Councilman Carter seconded the Motion. The Motion passed unanimously. The quote for the blinds from Kevin Metty of American Blinds which is $3586.00 and the quotes for window tint. Councilman Perry would like to revisit the window tint at a later date. A representative from Lightwave Solution was in attendance at the meeting. There were 2 quotes submitted for the window tint. Solar Reflections quote was $1672.00 and Lightwave Solutions was $5335.00. The representative for Lightwave Solutions explained to the Council that the invoice presented include 3 different quotes and it all three were added by mistake. Councilman Perry made a Motion to accept the bid for $1695.00 from Lightwave Solutions to tint the windows at the City hall. Mayor Pro-Tem McIntyre seconded the Motion. The Motion passed unanimously. Councilman Ray made the Motion to pay up to $3600.00 for the blinds in the new City Hall. The Motion was seconded by Councilman Chapman. Motion passed unanimously. Teja Peeples was asked to get in touch with Alabama Blinds Company to see when they can start? Mayor Howard asked for approval of minutes for December 10, 2019. Councilman Chapman made the Motion to approve minutes for December 10, 2019. Mayor Pro-Tem McIntyre seconded the Motion. Motion passed with Councilman Perry and Councilman Ray abstaining because they  were not present. Next on the Agenda was amending the Ordinance concerning tobacco stamps. setting the penalties for not purchasing tobacco stamps. Tobacco Stamps Penalties: 1st offense $250.00 and must purchase tobacco stamps 2nd offense is $500.00 and must purchase tobacco stamps 3rd offense is an automatic court appearance. Councilman Chapman made the Motion to accept the proposed penalties for non-purchase of tobacco stamps. And that the Tobacco Ordinance and Penalties be a standing ordinance. Councilman Perry seconded the Motion. Motion passed unanimously. The setting of the Council and Mayor pay was next. Councilman Perry made a Motion to suspend regular process of first reading and vote on the Motion to set Mayor and Council pay. Councilman Ray seconded the Motion. The vote as as follows: Councilman Chapman- Yes Councilman Perry- Yes Councilman Carter- Yes Councilman Ray – Yes Mayor Pro-Tem McIntyre – Yes and Mayor Howard – Yes. Councilman Perry thinks that the Mayor and Councils salary need to be kept at the current rate. Mayor Howard states that it is whatever the Council’s pleasure. Councilman Ray feels that Council pay should increase because of pay in other surrounding cities. Councilman Perry made the Motion to keep the current pay of the present Council. Councilman Chapman seconded the Motion. Motion passed with Councilman Ray abstaining. Councilman Perry informed the Council that Brookhaven residents are have a screw and nail problem because of new construction. Councilman Chapman would like the thoughts of the Council concerning golf carts in subdivisions. Mayor Howard informed the Council that the issue was addressed in the past. And golf carts were deemed illegal. Council asked that Chief Smith research issue of golf carts. Public Works manager David Parrish asked the Council about the road condition issues because the builder lacks 7 or 8 lots before completing section of Sterling Place. Mayor Howard informed Council that nothing could be done because Sterling Place has a $30 Million dollar bond in place and City doesn’t own roads in Sterling place. Phase 11 in Brookhaven Subdivision will be offering bigger lot, which will mean less homes. All new subdivision plans will start requiring a cash bond. Councilman Ray feels that the City of Margaret doesn’t offer new families anything. Councilman Chapman made the Motion to adjourn. Mayor Pro-Tem Mcintyre seconded the Motion.
