In attendance:
Councilman Carter, Councilman Chapman, Councilman Ray,
Councilman Perry, Mayor Pro-Tem McIntyre, and Mayor Howard

Mayor Howard called Meeting to order
Discussion
Mayor Howard asked for approval of minutes for January 7,2020 meeting.
Councilman Carter made the Motion to approve minutes for January 7,
2020. Councilman Perry seconded the Motion. Motion passed
unanimously.
Mayor Howard informed the Council that AMIC would only give the City
$9800.00 for the wrecked police car. Mayor Howard also informed the
Council that the new police car is on hold. Councilman Ray stated that he
heard that the new Tahoe’s do not come with a police interceptor package.
Mayor Howard will verify Councilman Ray concerns with Chief Smith.
Councilman Chapman asked about the blinds. Councilman Chapman was
informed that the blinds were ordered.
The Mayor and Council discussed the landscaping for the new city hall.
Mr. Barker informed the Council of a quote he received. Councilman
Perry wanted Mr. Barker to make sure what mix of seed being used on
hillside. Mr. Barker will check and see what seed mixture is used.
Councilman Ray would like Mr. Barker to get more seal bids for the
landscaping. All seal bids will be opened on 2/25/2020 @ the City Council
Meeting.
Mr. Barker informed the Council that Mr. Pendley will fix the rocks
landslide at the City Hall.
Mayor Howard suggests that we sod all the front of City Hall and
hydro-seed the bank. Councilman Ray would like to include bushes for
front as well.
Mayor Pro-Tem McIntyre arrives for meeting @ 6:14 PM.
Mr. Barker gave his report:
Electrical $765.00
Plumbing $870.00
Mechanical $225.00
Building $4911.00
YTD Total: $242,568.20
Mayor Howard informed the Council that the City has a drainage problem
in the Sunrise Subdivision. 890 Moonlite had a cross drain cave in,
causing underneath the asphalt to give away. Mr. Barker and the Public
Works Department filled the hold with riff raff. The County Engineer
recommends that the City leave alone until the rain subsides. The
Developer dug a well, which caused the problem with the drainage.
Councilman Chapman feels that the drainage is not the City’s problem
but is in agreement that the City does need to fix the road. Mayor Howard
feels that the City should fix the road while staying in the right of way.
Councilman Ray only concern is that if we try to fix the road and the well
fails, the City will be liable. Mayor Howard will consult with the City
Attorney Erskine Funderburg to be advised. Councilman Chapman feels
that the water must somehow be diverted to the well. Sunrise use to have a
feeder road but it got changed.
Mayor Howard informed the Council that the water lines have been
completely ran under the railroad track.
Chief Parrish gave his report for the Fire Department. The Margaret Fire
Department had a total of 45 calls for the month of January.
Golf carts came up for discussion. Mayor Howard informed the Council
that Erskine Funderburg the City Attorney stated that the City would be
assume the liability because golf carts are illegal in the State of Alabama.
Counilman Chapman feels that if its daylight and they are on a private
road then they should be allowed.
Mayor Howard would like for the Council to think about spending
$200,000.00 to $250,000.00 to pave roads because tar and gravel roads are
not working.
Councilman Perry informed the Council that Harvey McWhorter the new
developer has done some repairs to Americana and Lower Roads.
Councilman Chapman would like for each Council Member to get money
to repair roads in each of their district.
Councilman Perry made the Motion to allow Mr. Barker to get quotes on
Colonial Lane in order to repair. Councilman Chapman seconded the
Motion. Motion passed unanimously.
Councilman Chapman made the Motion to adjourn. Councilman Carter
seconded the Motion. Motion passed unanimously.
Meeting adjourned at 7:08PM.
