. City of Margaret September 1, 2020 6:00 P.M. In attendance: Councilman Chapman, Councilman Ray, Councilman Carter, Councilman Perry, Mayor Pro-Tem McIntyre, and Mayor Howard Prayer: Mr. Barker Mayor Howard called Meeting to order Discussion Mayor Howard asked for approval of minutes for August 18, 2020 Councilman Perry made the Motion to approve minutes for August 18, 2020. Councilman Ray seconded the Motion. Motion unanimously. Councilman Chapman arrives at the meeting at 6:03 PM. Pedro Pino address the Council concerning a Blood Drive that the Margaret Lions Club is sponsoring. Mr. Pino would like for the Council to commit to providing the vision screening which cost $152.00. The Margaret Lions Club has waived the membership fee until the first of the Year. The Margret Lions Club is also selling tickets for a 50/50 drawing to held in December. Mr. Barker contacted Alabama Power to see who cuts their utility right of way. Asplundt is who Alabama Power, but they are not currently leasing their equipment. The only person willing to cut the right of way is Kellis Vegetation Management for $14,752.00. Kellis estimates that the job will take approximately 8 days. Councilman inquired whether or not the quote included Brookhaven Dr. This quote does not include County Rd. 6, County Rd. 12 and Brookhaven Dr. Mr. Barker informed Councilman Perry that he could get that taken care of. Mayor Pro-Tem inquired whether or not the quote included Michael St. and South Hillcrest. Mr. Barker stated that it did. Mr. Barker would like to do inspections on M-W- F, so that he can cut the right a way on Tuesday and Thursday. Councilman Ray thinks that it would be beneficial for the City to purchase a new Boom tractor. Kellis would like to spray pesticides, Matthew Tortorice caution against this because of the City’s many water sources. Mr. Barker feels that his M-W-F schedule may cause a problem with developers. Councilman Chapman feels that the developers will be acceptable of any days Mr. Barker does his inspections. Chief Bryan Smith addressed the Council, concerning Flock Cameras. Chief Smith informed the Council that the Flock Cameras would come in handy, when trying to track stolen vehicle and suspects. Chief Smith told the Council that the Flock Cameras are steadily going up. The Flock Cameras would be $2750.00 each, and if financed they would be 687.50 monthly. Councilman Ray asked whether or not a camera can be added in the future. Councilman Perry made the Motion for the City to purchase 3 Flock Cameras for a total of $8250.00. Councilman Ray seconded the Motion. Motion passed unanimously. Councilman Chapman made a Motion to suspend and sign waiver for regular process of first reading, and vote on the Motion to approve Canvass Resolution 2020-0901, which certified the election results for the following candidates: Jeffrey Wilson, Mayor; Justice Carter, Councilman District No. 2; and Matthew Tortorice Councilman District No. 4. Mayor Pro-Tem McIntyre seconded the Motion. The vote was as follows: Councilman Chapman- Yes, Councilman Carter – Yes, Councilman Perry- Yes, Councilman Ray – Yes Mayor Pro-Tem McIntyre – Yes and Mayor Howard – Yes. Next, on the Agenda was discussion to give Tier 2 Retirement employees the same benefits as Tier 1 Retirement by allowing them to contribute to the RSA as Tier 1. Councilman Perry made the Motion to To take Tier 2 employees from their current plan to Tier 1 plan. The Motion was seconded by Councilman Ray. The Motion passed unanimously. Tier 2 employees will now contribute as Tier 1 employees. The Council discussed the requested of Charles Pendley for the City to accept roads in Phase 8 and Phase 9 of the Woodland Ridge Subdivision. Councilman Ray made the Motion to table any further discussion of road acceptance for Phase 8 and Phase 9 of the Woodland Ridge Subdivision. Mayor Pro-Tem McIntyre seconded the Motion. The Motion passed unanimously. Mayor Howard asked for anymore comments:  Councilman Chapman: inquired about street lights and the placement of those lights throughout the City. Mayor Howard suggested that each Councilman make a list of streets in their district where the lights need to be placed. Councilman Ray: informed the Council that Mr. Lovejoy has paved Fallview Lane. And dip has also been removed. Councilman feels the City needs to address potholes. Councilman Carter: Nothing Mayor Pro-Tem McIntyre: informed the Council that there is a problem with the road at the end of Michael St. at the dead end, and the estimated arear is about 6 – 8 feet wide. Councilman Perry: informed the Council that Webb Construction has ordered a replacement “Stop” sign for the one that was damaged. Matthew Tortorice: Nothing Councilman Ray made the Motion to adjourn. Councilman Chapman seconded the Motion. Motion passed unanimously.
