. City of Margaret April 6, 2021 6:10 P.M. In attendance: Councilman Ray, Councilman Carter, Councilman Chapman, Matthew Tortorice, Mayor Pro-Tem McIntyre, and Mayor Wilson Absent: Prayer: Councilman Ray Mayor Wilson called Meeting to order Discussion Mayor Wilson asked the Council to approve Minutes for March 16, 2021 Meeting. Councilman Carter made the Motion to approve minutes pending explanation for Councilman Tortorice abstaining during the vote for Resolution 2021-0316 Minutes. Councilman Tortorice seconded the Motion. Motion passed unanimously. Don Smith from the St. Clair Co. EDC addressed the Council. Mr. Smith informed the Council that the EDC is trying to recruit industries Mr. Smith also introduced Jason Roberts who works with workforce development. Mayor Wilson inquired about whether or not Candace Hill, who works with leadership training, can help the City of Margaret with demographics. Mr. Smith stated that the EDC work closely with the department of commerce and that they can do project management as well. Councilman Tortorice suggested that the EDC take advantage of the Revitalize Main Street Program offered by the State. Next, Mayor Wilson informed the Council that Edward Moseley was firm on the price of the land the City wants to purchase. Councilman Ray and Councilman Chapman would like for the City to offer Mr. Moseley $100,000.00 for the land purchase, but that was the first offer Mayor Wilson presented and it was turned down. Councilman Tortorice would like to know which account the money to purchase the land will be deducted from? Mayor Wilson stated either the General Fund or the Public Works Ops and Maint. Account. Councilman Chapman made the Motion to authorize Mayor Wilson to write a check for $115,000.00 to purchase the land from the Mr. Moseley and his wife Joanne if they all agree on that price. And if they do not, then the Council will have a Special Meeting to discuss purchasing the land. Mayor Pro-Tem McIntyre seconded the Motion. The Motion passed unanimously. Mayor Wilson informed the Council that he would like to reuse the money that was reimbursed to the City by State under the CARES ACT. The money would be used to put up two doors in the hallways, so that no one can sneak behind the lady offices; and the rest who be used to change the locking doors into card access doors. Councilman Ray made the Motion to spend up to $9500.00 to put up the two doors and change the doors to card access doors. Mayor Pro-Tem McIntyre seconded the Motion. The Motion passed unanimously. Council will have a workshop on April 20, 2021 at 5:00PM. Councilman Tortorice express concern about a shooting incident that took place in Odenville on March 23, 2021. Jared Owens also had an incident to occur between himself and Officer Davis on March 23,2021. Mr. Owens alleged that he, his wife and 2 kids were ran off the road by a speeding Officer Davis and that Officer Davis did not have any sirens or lights on. Councilman Ray inquired about whether or not officers were trained to turn on lights and sirens when responding to a call? Mayor Wilson apologized to Mr. Owens on the behalf of the City of Margaret. Mr. Owens suggested that more training be implemented. Councilman Chapman states that it does not need to happen again. Mayor Wilson informed Mr. Owens that this matter would be addressed in future training. Miller Street was up for discussion. Councilman Carter asked for a Motion to pay $14,500.00 to Massey Asphalt to pave Miller Street because it is steady declining. The Motion was seconded by Councilman Tortorice. Motion passed unanimously. Mayor Pro-Tem Mcintyre made the Motion to pay Alabama Guardrail $ up to $4500.00 to place a rail in the curve of Miller St. The Motion was seconded by Councilman Ray. Motion passed unanimously. Mayor Wilson discussed about putting a sidewalk around the storm shelter on S. Hillcrest to make it more accessible to wheel chaired residents. Councilman Ray made the Motion to table the sidewalk discuss until next meet to be held on April, 20,2021 in order to get the specs. Councilman Carter seconded the Motion. Motion passed unanimously. Mayor Wilson asked for anymore comments: Councilman Ray would like the City to have more dirt delivered to the  Foxtrot Storm Shelter in Hunter’s Crossing. Councilman Ray also commented that the lights look good on the S. Hillcrest Shelter. Mayor Pro-Tem McIntyre informed the Council that the driveway for the S. Hillcrest Shelter is too high when people are exiting the shelter. Councilman Chapman stated that issues on Rae St. needs to be addressed. Pedro Pino thanked the Council for the use of the council chambers to hold the Margaret Lions Club Meetings and he would like to know what the MCAC is thinking about doing for July 4th. Mayor Wilson stated that the MCAC would like to have a firework show. And that the cost would be $2500.00. Councilman Carter stated that the MCAC would like to have a food truck event during the last weekend of each month. The MCAC will only serve as an advisory committee for the Margaret City Council. Mayor Wilson stated that the City of Margaret will no adopt a mask ordinance, once the statewide ordinance expires. It will be up to the individual to wear a mask if desired. Councilman Chapman made the Motion to adjourn. Mayor Pro-Tem McIntyre seconded the Motion.
