. City of Margaret April 26, 2021 6:05 P.M. In attendance: Councilman Jonathan Ray, Councilman Justice Carter, Councilman James Chapman, Councilman Matthew Tortorice, Mayor Pro-Tem Daryl McIntyre, and Mayor Jeffrey Wilson Absent: Prayer: Mr. Barker Mayor Wilson called Meeting to order Discussion Mayor Jeffrey Wilson asked the Council to approve Minutes for April 6, 2021 Meeting. Mayor Pro-Tem Daryl McIntyre made the Motion to approve Minutes Councilman Justice Carter seconded the Motion. Motion passed unanimously. Mayor Jeffrey Wilson asked the Council to approve the Workshop Minutes for April 6, 2021. Councilman James Chapman made the Motion to approve the Workshop Minutes for April 6, 2021. Mayor Pro-Tem Daryl McIntyre seconded the Motion. Motion passed unanimously. Mayor Jeffrey Wilson asked the Council to approve the Special Meeting Minutes for April 8, 2021. Councilman James Chapman made the Motion to approve the Special Meeting Minutes for April 8, 2021. Councilman Matthew Tortorice seconded the Motion. Motion passed unanimously. Employee raises was discussed next, Councilman Jonathan Ray made a Motion to make an exception to the discussed raise for Mr. Barker. Councilman Jonathan Ray would like Mr. Barker to be increased to $20.00/HR instead of $19.00/Hr. which was discussed in the April 6, 2021 Workshop. Mayor Pro-Tem McIntyre seconded the Motion. Motion pass unanimously. Councilman James made the Motion to approve raises no. 2 to No. 11 as discussed in the April 6, 2021 Workshop. Councilman Matthew Tortorice seconded the Motion. Motion passed unanimously. Mr. Barker informed the Council that he does not agree with the new building material called thermoply that the builders are proposing to use instead of the OSB Board. Mr. Barker feels that the material is very thin, even though it has a fire rating of 1 hour, supposed to be better than OSB, and is approved by the ICC. Councilman Matthew Tortorice feels that the Council should at least consider the possibility of requiring bricking with this material. Mr. Barker and Mayor Jeffrey Wilson will meet with the representative of Ox Engineered Products to gain more knowledge about the thermoply product. Councilman James Chapman made the Motion to suspend the regular rules of the Meeting in order to consider the CCR reports. Councilman Matthew Tortorice seconded the Motion. Motion passed unanimously. Mayor Pro-Tem McIntyre made the Motion to allow Guardian System to do the CCR reports for the Margaret Water Works Department. Councilman Justice Carter seconded the Motion. The Motion passed unanimously. Mayor Jeffrey Wilson explained to the Council that we could not increase our rental taxes because the or based on personal and tangible items. And also, that a Lodging Tax could only be imposed on short-term lease that are for 6 months or less. Mayor Pro-Tem McIntyre made a Motion to table the discussion of Lodging Taxes until the next Council Meeting. Councilman Justice Carter seconded the Motion. Motion passed unanimously. Mayor Wilson asked for anymore comments: Councilman Jonathan Ray informed the Council of a drainage issue at 180 Parkwood Way. Mayor Jeffrey Wilson will get with the Public Works Department to get them to check it out. Mr. Barker stated that a cross drain would have to be put in right at 180 Parkwood Way. Councilman Jonathan Ray made the Motion to get quotes on putting pipe in at 180 Parkwood Way and that Mayor Wilson has the right to proceed with the lowest quote. Mayor Pro-Tem McIntyre seconded the Motion. Motion passed unanimously. Councilman Matthew Tortorice informed the Council that the Brookhaven HOA is looking into putting gutters on Brookhaven Dr. Mr. Barker informed the Council that Harvey McWhorter is looking into a timber company to come and harvest the timber on backside of  Brookhaven Lane. Both Councilman Jonathan Ray and Councilman Matthew Tortorice feels that the timber company needs to pay a road bond in order to preserve the roads that they will be traveling. Councilman Jonathan Ray also thinks that Hunter’s Crossings roads need a bond as well. Councilman Jonathan Ray thinks that the Public Works Department needs to look into Heavy Equipment Operators Class offered at Jefferson State Community College in CenterPoint. Mayor Pro-Tem Daryl McIntyre inquired about the progression of the sidewalk at the South Hillcrest Storm Shelter. Mr. Barker stated that the cost would be $3500 to install sidewalks at the storm shelter. Mayor Pro- Tem McIntyre made the Motion to pay the $3500 to install the sidewalk at the storm shelter located on South Hillcrest. The sidewalk will be poured by Gary Mills. Councilman Matthew Tortorice seconded the Motion. Motion passed unanimously. Councilman Justice Carter informed the Council that the road at Moonlite is coming apart due to construction. Councilman James Chapman informed the Council that the dirt is gone from the pipe located on County Rd. 12 located by the Park and the City needs to get the County to look into it. Mayor Jeffrey Wilson informed the Council that the walking track located at Wilson Park needs to be repaved. Councilman Justice Carter suggested getting the basketball courts redone as well. Mr. Barker will get quotes by the next Council Meeting. Councilman Jonathan Ray made the Motion to adjourn. Councilman James Chapman seconded the Motion.
