. City of Margaret August 3, 2021 6:14 P.M. In attendance: Councilman Chapman, Councilman Jonathan Ray, Councilman Matthew Tortorice, and Mayor Jeffrey Wilson Late: Mayor Pro-Tem Daryl McIntyre Prayer: Mr. Barker Mayor Jeffrey Wilson called Meeting to order Discussion Mayor Jeffrey Wilson informed the Council that the minutes that need to be approved could not be approved because none of the minutes have a quorum present. Councilman Matthew Tortorice made a Motion to table all minutes until the next Council Meeting. Councilman James Chapman seconded the Motion. Motion passed unanimously. Mayor Wilson asked for a discussion on a Plat offered by Charles Pendley. The Plat is on the last phase of Black Creek Trail. Mr. Pendley has already paid the Plat fee of $1000.00. Mayor Jeffrey Wilson closed the discussion and asked for a Motion. Councilman Jonathan Ray made a Motion to table the Charles Pendley Plat until the next meeting in order for the Council to have at least 72 hours to review. Councilman Chapman seconded the Motion. The Motion passed unanimously. Mayor Jeffrey Wilson asked for discussion on the C & S Homes Plat. C & S Homes would like to take 20 ft to a lot by subtracting it from another lot. Mayor wilson closed the discussion and ask for a Motion. Councilman James Chapman made the Motion to approve the C & S Homes Plat which allows the increasing one lot to 20 ft by subtracting from another lot. Councilman Matthew Tortorice seconded the Motion. The Motion passed unanimously. Mayor Jeffrey Wilson introduced the Resolutions up for discussion. Councilman Jonathan Ray inquired about the Resolution because he overlooked them in the packet. The City Clerk Teja McIntyre asked Councilman Ray and the Council whether or not they wanted the Resolutions previously discussed in the workshop read aloud. Councilman Jonathan Ray and the Council declined. Mayor Jeffrey Wilson asked for discussion on Resolution 2021-0803ACCT which allows the City Clerk the ability to open up a new City account at Truist Bank formerly known as BB&T Bank dedicated to the American Rescue Plan Fund distribution in the amount of $609,972.92; so, that the City Clerk Teja McIntyre can better account for the monies spent. Mayor Wilson closed the discussion an asked for a Motion. Councilman Matthew made the Motion to allow the city clerk, Teja McIntyre to open up an interest-bearing account with the American Rescue Plan Fund distribution money in the amount of $609,972.92 at Truist Bank formerly known BB&T. Councilman Chapman seconded the Motion. The Motion passed unanimously. Mayor Jeffrey Wilson asked for discussion on Resolution 2021-0803R which allows for the repairing cost of the Police vehicle in order to allow better police protection for the City to be taken out of the American Rescue Plan Fund. Mayor Wilson closed discussion on Resolution 2021-0803R and asked for a Motion. Councilman Jonathan Ray made the Motion to approve Resolution 2021-0803 R which allows for the repairing of two police cars: black Chevy Charger and the Ford Explorer. The repairing of the cars will allow the Police Officers the ability to control violence during the pandemic. Councilman Matthew Tortorice seconded the Motion. Motion passed unanimously. Mayor Jeffrey Wilson asked for discussion on Resolution 2021-0803FT which will allow the Fire Chief David Parrish to purchase a fire truck in the amount of $41,000.00 which allows the Margaret Fire Department to better serve City residents during this pandemic. Mayor Wilson closed the discussion and asked for a Motion. Councilman Chapman made the Motion to table the discussion on Resolution 2021-0803FT because the Council was informed by Chief Parrish that the fire truck quoted a last Council Meeting was sold. Councilman Jonathan Ray seconded the Motion. Motion passed unanimously. Mayor Jeffrey Wilson asked for discussion on Resolution 2021-0803V which allows Chief George Wiggin to order the Police department Level – 3 vests to protect them against violence. Mayor Jeffrey Wilson closed the discussion and asked for a Motion. Councilman Jonathan Ray made the Motion to approve to Resolution 2021-0803V which allows Police Chief George Wiggin to use the American Rescue Plan Fund money to purchase 5-Level 3 police vests in order to allow the Police department to better service the citizens of Margaret from increasing violence. Councilman Matthew Tortorice seconded the Motion. The Motion passed unanimously. Mayor Jeffrey Wilson asked for discussion on Resolution 2021-0803ZD which allows Fire Chief David Parrish to purchase 3-ZOLL X Series defibrillators for the Fire department to better serve the citizens in this pandemic. Mayor Jeffrey Wilson closed the discussion and asked for a Motion. Councilman Ray made the Motion to allow Chief Parrish to use the American Rescue Plan Fund to pay installments on 3-ZOLL X Series defibrillators to equal the amount of $91,000.00. Mayor Jeffrey Wilson brought up the purchase of a projector and screen for the MCAC in order to allow them to have movie night for the citizens of Margaret. Mayor Jeffrey Wilson opened up the discussion on projector and screen for MCAC. Councilman Jonathan Ray feels that the MCAC should be required to raise the money themselves. Councilman James Chapman has no problem with allowing the City to purchase the screen and projector. Mayor Jeffrey Wilson closed the discussion and asked for a Motion. Councilman James Chapman made the Motion to allow the City to budget $2000.00 toward the purchase of the screen and projector. Councilman Jonathan Ray seconded the Motion. The Motion passed unanimously. Chief David Parrish informed the Council of the Public Works department needing to purchase a Chevrolet 2021 3500HD and a Bobcat R-series Compact Excavator. The Truck is listed on State bid in the amount of $46,481.70. and the Bobcat R-series Compact Excavator in the amount of $49,553.44. After a brief discussion Councilman Jonathan Ray made a Motion to table the discussion on the truck. Motion died from lack of second. Mayor Jeffrey Wilson asked for further discussion. Councilman Jonathan Ray made the Motion to purchase Chevrolet 2021 3500HD from State bid up to the amount of $47,000.00. Councilman Matthew Tortorice seconded the Motion. The roll call vote is: Councilman James Chapman – YES Councilman Darius Crump – YES Councilman Matthew Tortorice – YES Councilman Jonathan Ray – YES Motion passed unanimously. Councilman Jonathan Ray made the Motion to purchase a Bobcat R-series Compact Excavator in the amount of $49,553.44 from State Bid. Councilman Matthew Tortorice seconded the Motion. The roll call vote is: Councilman James Chapman – YES Councilman Darius Crump – YES Councilman Matthew Tortorice – YES Councilman Jonathan Ray – YES Motion passed unanimously. Councilman Jonathan Ray made the Motion to purchase a tilt trailer from Big Tex Trailer in the amount of $8350.00. Councilman Tortorice seconded the Motion. The roll call vote is: Councilman James Chapman – YES Councilman Darius Crump – YES Councilman Matthew Tortorice – YES Councilman Jonathan Ray – YES Motion passed unanimously. Police Chief George Wiggin addressed the Council about putting decals on all the police cars so that they could look uniform. Councilman Jonathan Ray made the Motion to table the decaling of police cars until next meeting. Motion died from lack of second. After further discussion Councilman Tortorice made a Motion to table the discussion of decaling vehicles until the are repaired. Councilman Jonathan Ray seconded the Motion. The roll call vote is: Councilman James Chapman – YES Councilman Darius Crump – NO Councilman Matthew Tortorice – YES Councilman Jonathan Ray – YES Motion passed by majority ruled. Mayor Pro-Tem McIntyre arrives 6:52 PM Police Chief George Wiggin addressed the Council about purchasing 2 new vehicles for the Police Department using the American Rescue Plan Fund. Chief Wiggin informed the Council that he wants 2 Dodge Durango for $42,688.79 each. Light package is not included. Mayor Jeffrey Wilson asked for discussion. Mayor Jeffrey Wilson closed the discussion and asked for a Motion. Councilman James Chapman made the Motion to table the 2 police vehicle until Chief Wiggin can get the price of adding cameras to the quoted amount from the dealership. Councilman Jonathan Ray seconded the Motion. The Motion passed unanimously. Chief George Wiggin also approached the Council about a spending limit. Councilman Matthew Tortorice would like Chief Wiggin to get on a net 30 plan with his vendors until a budget is worked out. Mayor Jeffrey Wilson asked for discussion on Parkwood Dr. and Parkwood Way. Mr. Barker presented the Council with 4 bids: Circle C $45,860.00; Ironcross $15,918.88; Johnny Smith $44,076.94; and Andrew Simmons $19,751.47. All the bids are without cost of repairing the road. The representative from Ironcross was present and informed the Council that he could start on the job in 2 weeks. Mayor Pro-Tem Daryl McIntyre made the Motion to let Ironcross do the job on Parkwood Dr for $15,918.88 using concrete and the job on Parkwood Way for $4084.86. Councilman James Chapman – YES Councilman Darius Crump – YES Councilman Matthew Tortorice – YES Councilman Jonathan Ray – YES Mayor Pro-Tem Daryl McIntyre - YES Motion passed unanimously. Chief David Parrish presented the Council with a quote from NAFECO for 2 auto CPR machines for the Fire Department. Councilman Matthew Tortorice made the Motion to table the discussion on CPR machine until Chief Parrish gets more quotes. Mayor Pro-Tem Daryl McIntyre seconded the Motion. Motion passed unanimously. The Council discussed with David Parrish about look over billable items in the Public Works Department in order to increase the prices. Mayor Jeffrey Wilson would like to get laptops for the Council with the American Rescue Plan Fund in order to allow the Council to conduct Zoom meetings if the Pandemic continues. Teja McIntyre will get quotes on Dell and Apple computers. Mayor Jeffrey Wilson asked for anymore comments: Councilman Matthew Tortorice informed the Council of a drainage issue in Magnolia Subdivision. Councilman Matthew Tortorice also suggested that the City needs to hire a City Engineer that sign off on future development Plats in order to avoid some of the drainage issues we are having, now. Mayor Jeffrey Wilson opens the floor to the public: Janice McIntyre, the chairman of the MCAC would like to schedule a Workshop with the Council in order to see what is expected of the MCAC. Mrs. McIntyre would also like for the Council to have a meet-and-greet at The next Margaret Food Truck Event to be held on 8/28/2021. Mrs. McIntyre asked the Council to promote events of MCAC on their media pages for their districts. Mr. Boragera of the Black Creek Subdivision informed the Council of Equipment opportunities at the Redstone Arsenal. Pedro Pino informed the Council that the Margaret’s Lion Club would like to present a plaque to the Council for “Outstanding” Club. Mr. Pino also informed the Council that the Club has been in existence for 6 years. And he would also like the Council to approve placing a Margaret Lion’s Club sign in front of the City Hall. Councilman James Chapman made the Motion to adjourn. Mayor Pro- Tem Daryl McIntyre seconded the Motion.
