Mayor Wilson called Meeting to order
Discussion
Mayor Jeffrey Wilson asked for the approval of Council Meeting Minutes
from 12-07-2021. Councilman Jonathan Ray made the Motion to amend
the minutes to adjust the hire date of Nathan Arledge by the Margaret
Police Department. Motion died from a lack of second. Councilman
Matthew Tortorice made the Motion to approve the minutes from the 12-
07-2021 meeting. Councilman Darius Crump seconded the Motion.
Motion passed with Mayor Pro-Tem Daryl McIntyre abstaining because of
his absence from that meeting and Councilman Jonathan Ray voting “no”.
Keith Hager presented the Council with a plat from Brookhaven
Development Partners for Phase 13- Brookhaven. The Plat showed the curb
and gutters, 2” base with 1” bind and sealer, drains and retention ponds.
The house sill be 800 plus sq. footage. Mayor Jeffrey Wilson stated that
The plat will come up for vote at next Council Meeting. Harvey pointed out
to the Council that some of the areas in the plat could be used for senior
living, starter homes and enclosed communities.
Councilman Matthew Tortorice made the Motion to suspend the
regular rules in order to consider Ordinance 2021-1221 Sewer which
allows the City of Margaret the approval to purchase sewer system from
City of Moody for 5,130,000.00 which includes upgrades to sewer.
Councilman Darius Crump seconded the Motion. Roll call

Councilman Matthew Tortorice made the Motion to approve Ordinance
2021-1221 Sewer which grants the City of Margaret approval to purchase
the sewer system from the City of Moody and allow for upgrades to the
sewer. Councilman Darius Crump seconded the Motion. Roll call vote:

Magen Thompson asked the Council whether or not her company
Structured Engineering approval to go ahead with putting WIFI in the City
of Margaret. Councilman Matthew Tortorice would like to look into a
imposing franchise fee, first.
Chief Parrish asked the Council about considering ordinance that
allows Fire Consultant Billing to collect payment from insurance
companies for fire services rendered by the Fire Department. Councilman
Matthew Tortorice would like to suspend the rules to consider
Fire Department ordinance. Suspending the rules died from a lack of
unanimous consent.
Chief Parrish asked the Council about his proposal to purchase fire
equipment from last meeting. Councilman Matthew Tortorice made a
Motion to table discussion. Motion died from lack of second.
Councilman Jonathan Ray asked about grants to help Fire Department.
Councilman James Chapman made a Motion to table discussion on
purchasing air packs for Fire Department. Mayor Pro-Tem Daryl McIntyre
seconded the Motion. Motion passed unanimously.
Mayor Pro-Tem McIntyre made the Motion to allow City to purchase a
Compressor for the Fire Department in the amount of $30,959.00 using the
American Rescue Plan Fund. Councilman Darius Crump seconded the
Motion. The Motion carried with Councilman Jonathan Ray voting “no”.
Councilman James Chapman made a Motion to table a fire hose purchase
for the Fire Department. Councilman Darius Crump seconded the Motion.
The Motion carried with Councilman Jonathan Ray voting “no”.

Mayor Pro-Tem Daryl McIntyre made the Motion to purchase a garage door
for Fire Station 2 in the amount of $1814.00 out of the General Fund.
Councilman James Chapman seconded the Motion.
Councilman Matthew Tortorice made the Motion to suspend rules to
consider charging a$150.00 fee for a flood plan development permit. Roll
call vote:

Councilman James Chapman made the Motion to charge a fee of $150.00
for a flood plan development permit
Garbage bids were opened. Councilman Matthew Tortorice made the Motion
to award the garbage contract to Waste Management. The contract will
allow for 2 8 cubic ft dumpsters at the City Hall and Annex Bldg, garbage
can at all the City properties, 2 annual dump passes and dumpster for City
events at the City’s request. Councilman Jonathan Ray seconded the
Motion. Motion passed unanimously.
Councilman Jonathan Ray made the Motion to table the PA system
discussion. Councilman James Chapman seconded the Motion. Motion
passed unanimously.
Mayor Wilson asked for comments:
Keith Hager, City Engineer suggest a Special Meeting for Subdivision Rules
and Regulations for the First of the Year.
Councilman Jonathan Ray stated parks need pine shavings
Mayor Pro-Ten Daryl McIntyre wants Mr. Barker to get a quote for damage
at the end of Michael Street.
Councilman James Chapman made the Motion to adjourn. Councilman
Darius Crump seconded the Motion.
Meeting adjourned at 7:05 PM.
