In attendance: Councilman James Chapman, Councilman Matthew Tortorice,
Councilman Darius Crump, Mayor Pro-Tem Daryl McIntyre and
Mayor Jeffrey Wilson

Mayor Wilson called Meeting to order
Discussion
Mayor Jeffrey Wilson asked for the approval of Council Meeting Minutes
from 2-15-2022. Mayor Pro-Tem McIntyre made the Motion to approve the
minutes from the 2-15-2022 meeting. Councilman Darius Crump seconded
the Motion. Motion passed unanimously.
The Council sign off on Resolution 2022-0301 which authorized the Council
to pay for an air compressor for Fire Department out of the American
Rescue Plan money. The amount of the air compressor is $30,845.61. This
was previous passed in the 12-21-2021 meeting.
Councilman James Chapman made a Motion to table the discussion of
improvements to both fire stations, in order for Chief Parrish to get more
quotes.
Chief Parrish informed the Council that he could get some AR Mueller
water meters for wholesale price of $200.00 per meters. Councilman James
Chapman would like for Chief Parrish to try and negotiate a lower price.
Councilman James Chapman made a Motion to suspend the rules for
immediate consideration for the purchase of the meters. Mayor Pro-Tem
Daryl McIntyre seconded the Motion. The Motion passed unanimously.
Councilman James Chapman made the Motion to allow Chief Parrish to
purchase 200 Mueller AR water meters for up to $40,000. Mayor Pro-Tem
Daryl McIntyre seconded the Motion. The Motion passed unanimously.
Councilman James Chapman made a Motion to allow Public Works
Department to purchase an altitude valve in the amount of $11,503.53.
Mayor Pro-Tem Daryl McIntyre seconded the Motion. Motion passed
unanimously.
The Council addressed the Centerville Everson’s family request to rename
Duke St. Everson St in honor of their father because he is a lifelong resident
of City of Margaret. Mayor Pro-Tem Daryl McIntyre made the Motion to
allow Everson St. to replace Duke St. Councilman Darius Crump seconded
the Motion. The Motion passed unanimously.
The Council talked about the impact fee. Councilman Matthew Tortorice
stated that the builders had suggested impact be $500.00. Councilman
Chapman stated that $500.00 was not the agreement of the whole Council.
And that $500.00 impact fee was not enough for damaged roads. Mayor
Jeffrey Wilson asked for a Motion on impact fees. Councilman James
Chapman made the Motion to set impact fees at $1500.00. And impact fees
will take in effect as of 3/1/2022. Mayor Pro-Tem Daryl McIntyre seconded
the Motion. Motion passed unanimously.
The Council agreed to bid out the upkeep of the Austin Olds Cemetery,
Macedonia Cemetery, and Dillard Park out for bids.
Mayor Jefferey Wilson asked for comments:
Councilman Matthew Tortorice – wants increase the pay for the Police
Department.
Mayor Jeffrey Wilson feels that the increase should be employee wide.
Councilman Matthew Tortorice feels that the employee rates should be on a
range basis.
Chief of Police George Wiggin will get some numbers and bring back to the
Council.
Councilman Matthew Tortorice would like for Chief Parrish to place
concrete barriers on Brookhaven Drive. Chief Parrish will gather quotes.
Councilman James Chapman – nothing
Councilman Darius Crump - nothing
Mayor Pro-Ten Daryl McIntyre – need to get quotes on refencing Austin
Olds Cemetery.
Mayor Pro-Tem Daryl Mcintyre made the Motion to adjourn. Councilman
Darius Crump seconded the Motion.
Meeting adjourned at 7:24 PM.
