. City of Margaret March 15, 2022 6:02 P.M. In attendance: Councilman James Chapman, Councilman Matthew Tortorice, Councilman Darius Crump, Councilman Jonathan Ray, Mayor Pro-Tem Daryl McIntyre and Mayor Jeffrey Wilson Absent: Prayer: Mr. Barker Pledge of Alliances Mayor Wilson called Meeting to order Discussion Mayor Jeffrey Wilson asked for the approval of Council Meeting Minutes from 3-1-2022. Councilman Matthew Tortorice made the Motion to table the minutes from the 3-1-2022 meeting because the discussion on Impact Fees was left out. Councilman Darius Crump seconded the Motion. Motion passed unanimously. Mayor Jeffrey Wilson asked for a Motion to approve minutes for the Special Session that was called in order to have the Council sign off on the Margaret Sewer purchase. The Council didn’t consider that a real meeting because they only signed paperwork. Joe Chapman from Cork, Hill & Company presented the financial from the audit to the Council. Joe and Mr. Cork think that Teja and Amanda are doing a great job. Councilman Matthew Tortorice would like a quote from Cork, Hill & Associates to do a budget training class for department heads. Jonathan and Debbie Ryer have 20 acres just past the Margaret City limits in Woodland Ridge subdivision and they would like to be annexed into the City of Margaret. The Ryers would also like a copy of the City’s building codes. The City Clerk will email the Ryers an annexation application. Tyler from Eddleman Homes would like the Council to approve a final plat for Sterling Place Section 1 Phase 3. Tyler informed the Council that the setback on the lots will be 50ft, 27 ft curb and gutters, and the lots in curve will measure 48ft from inside the curve. Councilman Jonathan Ray made the Motion to accept the Sterling Place Section 1 Phase 3 Plat as presented. Councilman Darius Crump seconded the Motion. Mayor JeffreyWilson called for a roll call vote: Councilman James Chapman- YES Councilman Matthew Tortorice - YES Councilman Darius Crump – YES Mayor Pro-Tem Daryl McIntyre – YES Councilman Jonathan Ray- YES Mayor Jeffrey Wilson - YES Mayor Jeffrey Wilson informed the Council that there may be a problem with the $1500.00 Impact Fee. Councilman James Chapman Made a Motion to table the discussion of the Impact Fee. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed with Councilman Jonathan Ray voting “NO”. Councilman Matthew Tortorice feels that the Council needs to address a maintenance bond for the roads. Representative from Adams Homes addressed the Council about withholding COs until the road is fixed. Mr. Barker informed them that Prominence Homes is aware of the withholding of the COs as well. Harvey McWhorter informed the Council that an Impact Fee and Maintenance Bond are two different things and cannot be combined. Harvey McWhorter suggests that Prominence Homes pays 50% of the repair cost of Brookhaven Dr. and the City and Brookhaven partners split the different. Adams Homes will add an addendum to the closing contract of the person that owns home on the damaged road, which releases the City of Margaret from any damages sustained while traveling the damage road if a CO is released. Councilman James Chapman made the Motion to suspend the Motion for immediate consideration of repairing damage on Brookhaven Dr. that is causing the withholding of the CO. Mayor Pro-Tem Daryl McIntyre seconded the Motion. Mayor Wilson called for a roll call vote: Councilman James Chapman- YES Councilman Matthew Tortorice - YES Councilman Darius Crump – YES Mayor Pro-Tem Daryl McIntyre – YES Councilman Jonathan Ray- YES Mayor Jeffrey Wilson - YES Councilman James Chapman made the Motion to allow the City of Margaret to pay $25,000.00, Brookhaven Development Partners pay $25,000.00, and Prominence Homes pay the balance. And if any money is recouped from B&B Smith and Daryl Pittard, it be split between the City and Brookhaven Development Partners. Mayor Pro-Tem Daryl McIntyre seconded the Motion. Mayor Jeffrey Wilson called for a roll call vote: Councilman James Chapman- YES Councilman Matthew Tortorice - YES Councilman Darius Crump – YES Mayor Pro-Tem Daryl McIntyre – YES Councilman Jonathan Ray- YES Mayor Jeffrey Wilson - YES Councilman James Chapman made a Motion to table the discussion on the PA System until next Council Meeting. Motion seconded by Mayor Pro-Tem Daryl McIntyre. Motion passed with Councilman Jonathan Ray and Councilman Matthew Tortorice voting “NO”. Mayor Jefferey Wilson asked for comments: Councilman Matthew Tortorice – wants increase the pay for the Police Department. Mayor Jeffrey Wilson feels that the increase should be employee wide. Councilman Jonathan Ray would like to table the rates until he can come up with additional information. Councilman James Chapman seconded the Motion. Motion passed unanimously. Councilman Matthew Tortorice will bring someone to the next Council Meeting to discuss promoting business growth. Councilman James Chapman – nothing Councilman Darius Crump - nothing Pedro Pino would like the donated Christmas tree to the City back, so that the Margaret Lions Club can take care of it. Councilman James Chapman made the Motion to adjourn. Mayor Pro- Tem Daryl McIntyre seconded the Motion. Motion passed unanimously.
