In attendance: Councilman James Chapman, Councilman Matthew Tortorice,
Councilman Darius Crump, Councilman Jonathan Ray, and Mayor
Jeffrey Wilson
Absent: Mayor Pro-Tem Daryl McIntyre

Mayor Wilson called Meeting to order
Discussion
Mayor Jeffrey Wilson asked for the approval of Council Meeting Minutes
from 3-1-2022. Councilman James Chapman made the Motion to approve
e the minutes from the 3-1-2022 meeting. Councilman Matthew Tortorice
seconded the Motion. Motion passed with Councilman Jonathan Ray
abstaining.
Mayor Jeffrey Wilson asked for a Motion to approve minutes 3-15-2022.
Councilman Matthew Tortorice made the Motion to approve minutes for 3-
15-2022 meeting with the correction of Adams Homes to Rausch Coleman.
Councilman Darius Crump seconded the Motion. Motion passed
unanimously.
Councilman Matthew Tortorice made the Motion to approve the financials
as presented by Cork, Hill & Associates. Councilman James Chapman
seconded the Motion. Motion passed unanimously.
Councilman Jonathan Ray made the Motion to adopt the Impact Ordinance
which establishes the impact fee in of $1500.00 on all building permits
commercial and residential. Councilman James Chapman seconded the
Motion. Motion passed unanimously.
Councilman Matthew Tortorice made the Motion to approve special council
meeting on 3-24-2022 with the deletion of the discussion of increase invoice
limit. Councilman James Chapman seconded the Motion. Motion passes
unanimously.
Lee Barnes will not be in attendance to talk to Council about business
growth due to unforeseen circumstances.
Councilman Jonathan Ray made Motion to allow spending up to $3000.00
per emergency occurrence for the Public Works and Sewer department.
Councilman Matthew Tortorice seconded the Motion. Motion passed with
Councilman James Chapman abstaining.
Mayor asked the opinion about placing an information sign on the corner
of Co Rd 6... Councilman James Chapman made the Motion to table sign
discussion. Councilman Darius Crump seconded the Motion. Motion
passed unanimously.
Councilman Matthew Tortorice made the Motion to buy 2 computers for
the Margaret Sewer Plant in the amount of $1525.69 each in order to
allow monitoring of sewer plant. The computers are to be purchased out of
the American Rescue Fund money. Councilman Jonathan Ray seconded
the Motion. Motion passed unanimously.
Keith Hager discussed the subdivision rules and regulations with the
Council. The subdivision rules and regulations will address preliminary
and final plats, engineering, drainage and required bonding. Council
Matthew Tortorice made the Motion to adopt exhibit A- subdivision rules
and regulations. Pages 1-24. Councilman James Chapman seconded the
Motion. Motion passed unanimously.
Councilman Matthew Tortorice made a Motion to accept the PA system
quote for the Council Chambers from BnC Electronics in the amount of
$9365.25. Councilman Jonathan Ray seconded the Motion. Motion passed
unanimously.
Mayor Jeffrey Wilson asked for comments:
Councilman Jonathan Ray would like to discuss pay rate increase on a
later date.
Councilman Matthew Tortorice would like a stop sign on Brookhaven Dr.
Councilman Jonathan Ray made the Motion to adjourn. Councilman
James Chapman seconded the Motion. Motion passed unanimously.
Meeting adjourned at 6:45 PM.
