In attendance: Councilman Darius Crump., Councilwoman Sandra Cook,
Councilman Matthew Tortorice, Councilman Jonathan Ray, Mayor
Pro-Tem James Chapman, and Mayor Daryl McIntyre
Absent:

A quorum was declared.
Adoption of Agenda
Councilwoman Sandra Cook moved to approve the agenda.
Councilman James Chapman seconded the Motion. The Motion
passed four yeses and two noes.
Discussion:
Councilman Matthew Tortorice moved to raise council pay to $1000.00
month for the mayor, $450.00 for the mayor pro-tem, and $350.00 per
month for council members, plus $100.00 per month for attendance of
regular or special meetings with deductions, $100 per month for
professional development, and $50.00 per month for additional
certifications. Councilman Jonathan Ray seconded the Motion. The
Motion was not passed with two yeses and four noes.
Councilman Matthew Tortorice moved to raise council pay to $1000.00
month for the mayor, $450.00 for the mayor pro-tem, $350.00 per
month for council members, $100 for professional development,
and an additional $50.00 for certifications. Councilman
Jonathan Ray seconded the Motion. The Motion was not passed with two
yeses and four noes.
Councilman Matthew Tortorice moved to raise council pay to $1500.00 per
month for the mayor, $500.00 per month for the mayor pro-tem, and
$400.00 per month for council members with no additional bonuses. The
Motion dies due to lack of a second.
Councilman Matthew Tortorice moved to raise council pay to $1250.00 per
month for the mayor, $450.00 per month for the mayor pro-tem, $300.00
per month for council members. Councilman Jonathan Ray seconded the
Motion. The Motion was not passed with two yeses and four noes.
Councilman Matthew Tortorice moved to raise the council pay to $1200.00
per month for the mayor, $400.00 per month for the mayor pro-tem, and
$300.00 per month for council members. Councilman Jonathan Ray
seconded the Motion. The Motion did not pass with two yeses and four
noes.
Councilman Darius Crump made the Motion for the council pay to remain
the same. The current council pay is $250.00 per month for the mayor, and
$100.00 per month for council members. Councilman James Chapman
seconded the Motion. The Motion passed with four yeses and two noes.
Councilwoman Sandra Cook moved to pay Brandon Frazier $61,000.00
per year as the fire chief with an overtime rate of $35.19 for hours over
one hundred in two weeks of 50 hours each week. Councilman Darius
Crump seconded the Motion.
Councilwoman Sandra Cook amended her previous Motion. Councilman
Sandra Cook moved to pay Brandon Frazier $61,000.00 per year as fire
chief, with overtime starting at anything over one hundred hours at an
overtime rate of 1.5 times the hours over one hundred in a two-week
period. Councilman Darius Crump seconded the Motion. The Motion
passed with five yeses and one no.
Councilman James Chapman moved to approve the residential and
commercial five-year water rate increase as presented by Public Works
Manager Dakota Wideman and suggested by City Engineer Keith Hager.
The increase is to be adjusted yearly. Councilwoman Sandra Cook
seconded the Motion. The Motion passed with five yeses and one no.
Councilman James Chapman moved to approve the minutes once the
spelling of his last name was corrected (change name from Chapmad
to Chapman). Mayor Daryl McIntyre seconded the Motion. The Motion
passed with four yeses and two noes.
Brett Gray informed the Council of the 5K run sponsored by North Valley
on March 29, 2025.
Fire Chief Brandon Frazier presented the Council with radio quotes from
Kenwood and Motorola. Fire department radios are $94,285.36, and police
department radios are $115,472.94 for Motorola. The fire department
radios are $48,426.64 and $44,217.56 for Kenwood. Chief Frazier will look
into borrowing Kenwood radios to see how they work.
Councilwoman Sandra Cook moved to adjourn. Councilman James
Chapman seconded the Motion. The meeting adjourned at 7:03 PM.
