CALL TO ORDER/ PLEDGE OF ALLEGIANCE
Mayor Stephen Wright called the meeting to order at 7:00 p.m., and led in the pledge ot
allegiance.

APPROVAL OF CONSENT AGENDA
Approval of minutes
March 28, 2022 - Regular Session
(distributed to each Board member for review prior to meeting)
Motion was made by Alderman Lockhart, seconded by Alderman Cramer, to approve the
consent agenda. Motion carried 6-0.
MAYOR'S REPORT
Mayor Wright stated that he appreciates the work on the 2021 Odessa Police Department
Annual report. He stated that it was well put together and very informative.
ALDERMEN REPORTS
Alderman Barner thanked Alderman Ron Finn for his last two years of service with
the City of Odessa. He went on to thank Donna Ehlert, Odessa Faith Alliance,
Rotary, and others for organizing the Ukraine event that was held at Railroad Park.
It was a great success.
Alderman Barner congratulated the Odessa Concert Band for their Outstanding
Rating in prepared pieces, while receiving the highest rating of exemplary in site
reading. He also congratulated the Symphonic Band on receiving the highest rating
in both prepared pieces and reading. Congratulations to all Odessa High School
Bands!
Alderman Barner also thanked the Police Dept. for their annual report. He stated,
that it is absolutely clear that the Odessa Police Dept. is doing an outstanding job
keeping the citizens of Odessa safe. The City is fortune to have Hawke our Police
K9 in department. There was a total of $21,410.00 in Grant money was rewarded
to the Police Department.
Alderman Cramer thanked the Police Department, the Ukraine Event was moving,
and he went on to thank the citizens of Odessa for the election process. Alderman
Cramer thanked The Odessan for the coverage on the election.
Alderman Lockhart thanked Alderman Ron Finn for his years of service, he will be
deeply missed and thanked him for everything he does for the community.
Alderman Lockhart thanked everyone that participated in the Ukraine event and in
the American First event.
Alderwoman Starr stated that she received a call from a resident that stated that
they enjoy the basketball court that was installed at Chestnut Park. They enjoy
watching the kids play ball. Alderwoman Starr requested that staff put a write-up
in the City Newsletter about where to store trash cans once they have been
emptied.
Alderman Finn stated that it was a pleasure representing the citizens in Ward 2,
and went on to thank all the City staff for the work that they do.
Alderman Stevens thanked Alderman Finn for his service, and for all of the
activities he helps support within the city throughout the year. Alderman Stevens
thanked the Partners for Parks for donating and installing the new Pickle Ball Court
located to the east of the entrance of Dyer Park. He stated that there will also be
additional shade structures put on the small ball field.

Mr. Hilburn stated that Sept 20, 2019 he had solar panels installed, and he also believes
that something wasn't right with the Net Metering calculations. Mr. Hilburn requested that
City staff take a look at his account. Mayor Wright stated that City staff will review his
account.

Bill No. 2022-09 (1 st reading) - Accepting the results of the April 5, 2022, General
Municipal Election
Mayor Wright read the proposed ordinance accepting the results of the April 5, 2022,
General Municipal Election as provided by the Lafayette County Clerk, first reading.
Discussion: None
Motion was made by Alderman Barner, to accept the results of the April 5, 2022, General
Municipal Election as provided by the Lafayette County Clerk, seconded by Alderman
Lockhart, to approve Bill No. 2022-09 first reading.
Motion carried 6-0.
Bill No. 2022-09 (2 nd reading) - Accepting the results of the April 5, 2022, General
Municipal Election
Mayor Wright read the proposed ordinance accepting the results of the April 5, 2022,
General Municipal Election as provided by the Lafayette County Clerk, second reading.
Motion was made by Alderman Lockhart, to accept the results of the April 5, 2022,
General Municipal Election as provided by the Lafayette County Clerk, seconded by
Alderman Barner, to approve Bill No. 2022-09 second reading.

RECOGNIZE ALDERMAN WARD 2 RON FINN
Mayor Wright presented Alderman Ron Finn with a plaque recognizing his two (2) years
of dedication and service to the City of Odessa, and the citizens in Ward 2.

Election of Mayor Pro-Tem
Mayor Wright asked for nominations for acting president (Mayor Pro-Tern). Alderwoman
Starr nominated Alderman Mike Stevens as acting president (Mayor Pro-Tern) for FY
2022-2023. The nomination was seconded by Alderman Barner.
Motion carried Motion carried 4-Aye, 1-No, 1-Abstain.
Alderman Lockhart made a motion to nominate Alderman Shawn Cramer, but there was
already a motion and a second on the table, and that had to be voted on first. If for some
reason that motion didn't pass, then the board could go ahead and make another motion.
Finance Committee
Mayor Wright requested a volunteer from Ward 2 to sit on the Finance Committee.
Alderwoman Donna Ehlert volunteered. Alderman Barner agreed. Mayor Wright stated
that now there will be an Alderperson from each ward on the Finance Committee.
Special Event Application - Eat in the Street
Rob Waibel, Downtown Odessa, Inc. stated that once a year the Downtown Odessa, Inc.
put on an annual fundraiser called, "Eat in the Street" The funds from the event are used
for the Downtown lights, purchase of a new sound system to be used by all organizations
in the Odessa community. The request is to hold the event at the four-way stop in
Downtown Odessa. Ticket prices will be $65.00 and a steak dinner will be served. There
will be live entertainment by local talents, Ukuladies and Rising Sun Band. The request
is to also serve alcohol at the NE corner of the four-way. The alcohol will be monitored so
that it stays within the perimeter of the event/street closure.
Discussion:
Alderman Stevens asked how the event would be monitored. Mr. Waibel stated that there
will be an announcement of the rules. There will be barriers and trash cans at each exit.
There will be people from the group monitoring the event as well.
Alderman Cramer asked if the Board has the authority to waive open container laws.
Alderman Cramer asked the Police Dept. if they were supporting street closures for back
to back Saturday events. Lieutenant Cody Smith stated they were. Alderman Cramer
asked if the business owners have been contacted.
Ariann Haskin, Merchants of Downtown Odessa, stated that the Merchants and the
Chamber are combining forces and working together, and she stated that the merchants
are aware of both events.
Alderman Lockhart asked if the business hours for the merchants stayed the same. Mr.
Waibel stated that would be up to the business owner.
Joe Lauber, Lauber Law stated that by allowing liquor sales, the Board is not changing
the Ordinance. There is an allowance under state law, called a Festival Permit. That will
need to be applied for, and submitted to the City.
Nici Wilson, City Administrator stated that staff would contact MoDOT to inform them of
the street closure.
Motion was made by Alderman Stevens, to approve the Eat in the Street Special Event
Application as submitted, seconded by Alderman Ehlert.
Motion carried 5-Aye, 1-No.
Special Event Application - 3rd Annual Downtown Wine Walk
Ariann Haskin, Downtown Odessa, Inc. is requesting that the streets be closed as well as
letting shoppers be allowed to carry wine from store to store to get samples of wine. There
will be no alcohol sales on the street, and the event will be monitored. Wine will be sold
by the bottle in the store, but not on the streets.
Alderman Stevens requested that Downtown Odessa, Inc. work closely with the Police
Dept. Alderman Lockhart was not in favor of carrying alcohol on the streets.
Motion was made by Alderman Stevens to approve the 3rd Annual Downtown Wine Walk
Special Event Application as submitted, seconded by Alderman Cramer.
Motion carried 5-Aye, 1-No.
Resolution No. 2022-14 - Comcast Business Internet Service Order Agreement
Mayor Wright read the proposed resolution authorizing the Mayor to enter into a Comcast
Business Internet Service Order Agreement between the City of Odessa and Xfinity
Comcast Internet.
Alderman Cramer asked if there were other choices. Shawna Davis, Finance Director
stated that she didn't think so, but with the upgrade it will significantly increase the speed
and reduce the overall cost.
Motion was made by Alderwoman Ehlert, to authorize the Mayor to enter into a Comcast
Business Internet Service Order Agreement between the City of Odessa and Xfinity
Comcast Internet, seconded by Alderwoman Starr, to approve Resolution No. 2022-14.
Motion carried 6-0.
Bill No. 2022-10 (1 st reading) - Ordinance Amending Chapter 48, Article IV. Division 3,
Section 637 - Net Metering Service and Rider
Mayor Wright read the proposed ordinance amending Chapter 48, Article IV, Division 3,
Section 637 - Net Metering Service and Rider first reading.
Motion was made by Alderwoman Ehlert, to approve the amendment of Chapter 48,
Article IV, Division 3. Section 637 - Net Metering Service and Rider, seconded by
Alderman Cramer, to approve Bill No. 2022-10 first reading.
Motion carried 5-Aye, 1-Abstain.
Discussion: Alderwoman Ehlert stated that as she understands it there was a conflict in
the calculations of the Net Metering, and this Bill will correct the calculations.
Ms. Wilson stated that staff met with MPUA, Legal Counsel and Electrical Engineers and
have cleaned the Ordinance up so the City would be in compliance with the Net Metering
Status. This provides the City with the mechanisms to calculate the meters in the system.
Mr. Byran Barner stated that he was commenting as a citizen and not as an Alderman.
He stated that he is satisfied with how the Ordinance is amended, and he will be
abstaining from voting.
Bill No. 2022-10 (2 nd reading) - Ordinance Amending Chapter 48, Article IV, Division 3,
Section 637 - Net Metering Service and Rider
Mayor Wright read the proposed ordinance amending Chapter 48, Article IV, Division 3,
Section 637 - Net Metering Service and Rider second reading.
Motion was made by Alderman Lockhart, to approve the amendment of Chapter 48,
Article IV, Division 3. Section 637 - Net Metering Service and Rider, seconded by
Alderwoman Starr, to approve Bill No. 2022-10 second reading.
Motion carried 5-Aye, 1-Abstain ..
