Main Street Regular Meeting ~ June 13, 2022 | 7:00 p.m. Meeting Minutes CALL TO ORDER / PLEDGE OF ALLEGIANCE Mayor Stephen Wright called the meeting to order at 7:00 p.m., and led in the pledge of allegiance. He went on to thank staff for their due diligence with keeping the budget numbers down even while cost are increasing. Motion was made by Alderman Stevens, seconded by Alderman Cramer, to approve the consent agenda. Motion carried 6-0. MAYOR’S REPORT Mayor Wright thanked the Electric department for handling the recent power outages in a timely fashion. Mayor Wright thanked the Police department for providing an interesting NIBRS Crime Status report. ALDERMEN REPORTS • Alderman Stevens thanked the organizations involved for the Odessa Wine Walk event, and stated that attendance was high. Alderman Stevens went on to thank the Police department with their hard work ranking Odessa the 27th Safest City in Missouri. • Alderman Barner thanked the Police department for their grant efforts, and saving the City money. • Alderman Cramer thanked the Police and the Electric departments for all of their hard work. • Alderman Lockhart – No Report • Alderwoman Starr reminded everyone of the upcoming Rodeo the weekend of June 17th. • Alderwoman Ehlert welcomed newly hired Kate Collins, AP Clerk to the City of Odessa. Alderwoman Ehlert went on to say that she has met with the local Boy Scouts and they will be weed eating the downtown area to help clean it up. PUBLIC HEARING None PUBLIC COMMENTS None OLD BUSINESS None NEW BUSINESS Resolution No. 2022-20 Lafayette County Multi-Jurisdictional Hazard Mitigation Plan Mayor Wright proposed a Resolution approving and adopting a FEMA-approved Lafayette County Multi-Jurisdictional Hazard Mitigation Plan. Discussion: Chief Thompson stated that this is a process that every jurisdiction will go through every five (5) years, should they request FEMA assistance in the case of a natural disaster. There is no cost to the city. The current Lafayette County Hazard Mitigation Plan is posted on the Pioneer Trails website. Once approved the plan will be updated. Motion was made by Alderman Stevens, seconded by Alderwoman Ehlert, to approve Resolution No. 2022-20. Motion carried 6-0. Resolution No. 2022-21 – ARPA Application Designee Mayor Wright proposed a Resolution authorizing the filling of an application with the Missouri Department of Natural Resources Financial Assistance Center’s State ARPA Grant program. Discussion: Shawna Davis, Finance Director, stated that this approval would give the City authorization to submit for those grant dollars. Allstate Engineering will be assisting staff with the application process. Ms. Davis informed the Board that the ARPA funds area located in a separate account fund dedicated to ARPA. The total amount in that account is $530,000.00, and the city will receive a second installment soon. The match the city intends to use is the money that they have received from ARPA to match their ARPA grant. Alderman Lockhart questioned the lead lines. Mayor Wright stated that there are new regulations from DNR about the lead in the older water lines. Ms. Davis stated that this funding would help us complete the inventory or these lines and potentially change out the older lines with more modern lines to meet DNR regulations. The list that was listed in the packet is just a list of items that the City could use the money for. Motion was made by Alderman Stevens, seconded by Alderwoman Ehlert, to approve Resolution No. 2022-21. Motion carried 6-0. Discussion / Motion to Approve City Hall Renovations Mayor Wright stated that there were two (2) drawings in the agenda packet. One had the total upgrade and the other had a moderate upgrade. Alderwoman Ehlert asked for the cost between the two. Mayor Wright stated that the estimated difference is $150,000.00 - $175,000.00. Mayor Wright stated that square footage is 7.6ft. X 40ft. for a total of 300 sq. ft. X $425.00 sq. ft. = $127,500.00. The roof portion of it which would be the flooring, walls, etc. would cost between $150,000.00 - $175,000.00. Alderman Cramer would like to use the building as is until prices go down. Alderman Cramer stated that he would prefer to phase the project. Mayor Wright stated the mobilizing and take off of each phase will cost the city more then what is presented. Alderman Cramer stated that the cost of everything is high and no one knows what the future holds. Alderwoman Ehlert stated that she would like to postpone conversations until she has a better understanding of the entire project and options of cost since she was not on the board during the purchase process. Alderman Stevens seconded Alderwoman Ehlert’s comments. He stated that he would like to tour the building again before bringing it back for a vote. Motion was made by Alderman Barner, to postpone the vote for two weeks. Alderman Cramer stated that he would like to request that it be postponed for a month, due to the fact he will be out of town. Seconded by Alderwoman Ehlert. No vote was taken due to the fact the motion needed clarification. Motion was made by Alderman Barner to postpone the vote to the Monday, July 11, 2022, seconded by Alderman Cramer. The applicant is requesting to plat 0.90 +\- acres of land located at 617 and 621 E Orchard Street. ACTION REQUESTED: Motion/Second to approve Bill No. 2022-14 for the Replat of Lots 6 & 7, East Meadows 2nd Plat, A Replat of Tract A, East Meadows. BACKGROUND: The applicant is requesting to replat property located at 617 & 621 E Orchard Street. The property is owned by Mr. Robert Kolie. The property is zoned R-1, (Single-Family). The applicant is requesting to plat 8.58 +\- acres of land located the southeast corner of Johnson Drive and Main Street. ACTION REQUESTED: Motion/Second to approve Bill No. 2022-15 for Johnson Addition Final Plat. BACKGROUND: The applicant is requesting approval of a final plat for Johnson Addition. The applicant wishes to re-plat the existing two (2) lots as one new residential subdivision containing eight (8) lots fronting Johnson Drive and two (2) tracts of land, Tract 1 containing an existing frame house and metal building and Tract 2 as reserved land. The Planning Commission met on Thursday, June 16, 2022, and recommended unanimous approval of the final plat with conditions. Please see memorandum from Jennifer Reinhardt, Planner, dated June 10, 2022. The Park Board approved the proposed payment in lieu of park open space at their May 24, 2022 meeting. Planning Commission also recommended approval of the request. FINANCIAL CONSIDERATIONS: Park Open Space to be paid by applicant: $11,848.00 The park fee dedication shall be paid at the time of final platting. The Board of Alderman may approve a schedule of deferred payment and may allow payment of fees on unit basis at the time of issuance of building permits. (a) – FIREWORKS USE RESTRICTED, OF THE CITY OF ODESSA CODE OF ORDINANCES FOR THE YEAR OF 2022. WHEREAS, to ensure public safety, regulations are set forth in the code of ordinances as it relates to the specifications of discharging fireworks within the city limits; and WHEREAS, the current ordinance sets forth specific dates when fireworks are allowed to be discharged within the city limits without special permissions granted; and WHEREAS, with the Independence Day holiday falling on a Monday for the calendar year 2022 city staff recommends an amendment to the current ordinance as follows for the 2022 Independence Day Holiday only: (a) It is unlawful for any person to sell, possess or explode or cause to be sold, possessed or exploded, any firecrackers, cannon crackers, torpedoes or fireworks in any form whatever within the city, except on residential property on July 1 through July 3, between the hours of 8:00 a.m. and 11:00 p.m. and on July 4 from the hours of 8:00 am to 12:00 pm, except as provided in this section. NOW THEREFORE BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF ODESSA, MISSOURI, AS FOLLOWS, TO WIT: Section 1 All ordinances or parts of ordinances in conflict herewith are hereby repealed.
