Motion carried 6-0 MAYOR’S REPORT Mayor Wright celebrated Marjorie Naomi Williams' 108th birthday by reading a proclamation. He also thanked the Puddle Jumper Days Committee for hosting a great community event, and reminded everyone to slow down and watch out for students as school resumes. ALDERMEN REPORTS ● Alderman Barner - No Report ● Alderman Carey thanked the Police Department for their hard work keeping the citizens of Odessa safe. Odessa was ranked 12th out of 1,067 cities as the Safest City in the State. ● Alderwoman Ehlert thanked Republic Trash Service for assisting those with disabilities who can’t otherwise walk their trash containers to the street. Republic has been kind enough to take care of those needs in Odessa. ● Alderwoman Polson – No Report ● Alderwoman Starr thanked the Puddle Jumper Committee for hosting a wonderful event. ● Alderman Cramer thanked the Puddle Jumper Committee and the Police Department for a successful non-incidental event. PUBLIC COMMENTS None OLD BUSINESS None NEW BUSINESS Staff Introduction – Ben Bromley, Building Maintenance Shawna Davis introduced Ben Bromley, Building Maintenance worker for the City of Odessa. Ben is an Odessa resident who graduated from Odessa High School. Ben and his wife have three boys who attend Odessa School District. He has already made building improvements to the Community Building and Police Department, and now he will be working on beautifying the City Reservoir. Welcome Ben Bromley! Special Event Permit “Grab Life by the Handlebars” Cassie Reeves and Elvis Rice are requesting permission to park motorcycles along the entire east side of 2nd Street from 2:00pm to 11:00pm on Sunday, August 20, 2022, for their annual fundraising event. They also request a police escort through downtown from the east on-ramp, stopping at Broken Dollar Saloon. Motion to approve the Special Event Permit for the “Grab Life by the Handlebars” annual fundraising event by Alderwoman Ehlert, seconded by Alderman Barner. Motion carried 6-0. Bill No. 2023-18 Introduction and 1st Reading - Conflict of Interest Mayor Wright read the proposed Ordinance repealing Ordinance 3047 in its entirety: adopt an ordinance to establish a procedure to disclose potential conflicts of interest and substantial interest for certain municipal officials. Motion was made by Alderman Barner, to approve Bill No. 2023-18 upon its first reading and proceed with the second reading. Motion seconded by Alderwoman Starr. Motion carried 6-0. Bill No. 2023-18 became Ordinance No. 3104 Resolution 2023-28 - Socket Pole Attachment Amendment Mayor Wright read the proposed Resolution allowing an amendment to Socket Telecommunications, LLC Pole Attachment Agreement (Resolution No. 2023-15) for the exchange of Pole and GIS data. Motion was made by Alderman Cramer, to approve Resolution 2023-28 to amend Socket Telecommunications, LLC Pole Attachment Agreement (Resolution No. 2023-15) for the exchange of Pole and GIS data, seconded by Alderwoman Starr. Motion carried 6-0. Resolution 2023-29 - Agreement for Professional Services Mayor Wright read the proposed Resolution allowing an agreement between Allstate Consultants, LLC and the City of Odessa, Missouri, for engineering design, bidding, construction observation, and additional services for the downtown waterline project and authorization to expend the project in the current fiscal year. Motion was made by Alderman Barner, to approve Resolution 2023-29 allowing the City of Odesa to enter into an agreement with Allstate Consultants, LLC for the engineering design, bidding, construction observation, and additional services for the downtown waterline project and authorization to expend the project in the current fiscal year, seconded by Alderwoman Polson. Motion carried 6-0. Bill No. 2023-19 Introduction and 1st Reading - MoDOT Strategic Highway Safety Plan Program Agreement Mayor Wright read the proposed Ordinance approving a Strategic Highway Safety Plan Program Agreement with the Missouri Highways and Transportation Commission. Motion was made by Alderman Carey, to approve Bill No. 2023-19 upon its first reading and proceed with the second reading. Motion seconded by Alderwoman Starr. Motion carried 6-0. The tax rates are set to produce the revenues which the budget for the fiscal year beginning April 1, 2023, shows to be required from the property tax. Each tax rate is determined by dividing the amount of revenue needed by the current assessed valuation. The result is multiplied by 100 so the tax rate will be expressed in cents per $100 valuation. BACKGROUND: In accordance with RSMo. Section 67.110 1. Each political subdivision in the state shall fix its ad valorem property tax rates as provided in this section no later than September 1st for entry in the tax books. 2. The governing body shall hold at least one public hearing on the proposed rates of taxes at which citizens shall be heard prior to their approval. A Public Hearing was held during the Monday, August 28, 2023 Board of Aldermen meeting. The proposed Ordinance sets the tax levy for the year 2023 for the City of Odessa, Missouri and designates the amount to use for general and park purposes. The tax levy for year 2023 is as follows: General - $0.5658 on a $100 valuation on real and personal property. Park - $0.1493 on a $100 valuation on real and personal property. Total - $0.7151 on a $100 valuation on real and personal property. Staff recommends completion of the first and second reading of this ordinance to comply with the requirements of RSMo 37.110 as outlined above. That the tax levy for the Park Revenue and Expenditure purposes for the City of Odessa, Missouri, for the year 2023 shall be and the same is hereby fixed at Fourteen and 93/100 Cents (14.93¢) on the One Hundred Dollars ($100) valuation on real and personal property in the City of Odessa, Missouri. That the total levy for all purposes herein above set out for the City of Odessa, Missouri, for the year 2023 shall be and the same is hereby fixed at the sum of Seventy-One and 51/100 Cents (71.51¢) on the One Hundred Dollars ($100) valuation on real and personal property in the City of Odessa, Missouri. Section 2. All ordinances or parts of ordinances in conflict herewith are hereby repealed. Section 3. It is intended that the provisions of Section One of this ordinance be incorporated into the Code of Ordinances of the City of Odessa. Section 4.
