Mayor Stephen Wright called the meeting to order at 7:00 p.m., and led in the pledge of

Alderwoman Ehlert moved to approve the consent agenda and meeting minutes for
March 25, 2024, seconded by Alderman Carey.
Motion carried 6-0
MAYOR REPORT
Mayor Wright reminded everyone of the Odessa Clean Up event that is scheduled for
Saturday, April 13th and I LOVE ODESSA event scheduled for Friday, April 12th and
Saturday, April 13th. He also went on to remind residents of the importance of the LEAD
Survey. He encouraged residents to fill out the survey as soon as possible. This is a State
of Missouri mandate not a City mandate.

General Election.

Resolution No. 2024-11 “Economic Development Incentives Policies and
Procedures”
Mayor Wright read the proposed Resolution repealing Resolution No 2014-08 of the City
of Odessa, and Amend and Adopt the Economic Development Incentives Policies and
Procedures.
Motion was made by Alderwoman Ehlert, to approve Resolution No. 2024-11 Amending

by Alderman Cramer, and carried with the following vote.
Motion carried 6-0.

o DRYDEN : 2nd Street alleyway east of City Hall to Russell (Carnival)
o FIRST: Dryden to alleyway south of Methodist Church (Carnival)
● · Thursday August 1st (starting at noon)
o SECOND : Cobb Avenue to alleyway by Jones Funeral Home
o DRYDEN : 3rd Street to 2nd Street
o MASON : 3rd Street to 1st Street
o FIRST: church alleyway to Orchard (Carnival)
(First St. will be open to church parking lot)
** at 5pm the south 2nd Street roadblock will extend to Orchard St.
● · Roadblocks at Railroad Street & 2nd and at Main Street & 2nd
o Will still allow access for pharmacy during business hours
o Move roadblock up to alleyway after business hours
● Citizens will still have access to Post Office from 1st Street, north of Dryden

ACTION REQUESTED: Motion of approval accepting the results of the April 2, 2024,
General Election that was held in the City of Odessa to elect municipal officers and
provided notice to the general public.
BACKGROUND:
The Board of Aldermen of the City of Odessa, Missouri did in compliance with Chapter 1,
Section 1,401-1 of the Code of Ordinance of the City of Odessa, call for an election to be
held on the 2nd day of April 2024 for the purpose of submitting to the qualified voters the

AN ORDINANCE OF THE CITY OF ODESSA, MISSOURI, DECLARING THE RESULTS OF
THE GENERAL ELECTION HELD IN THE CITY OF ODESSA, MISSOURI, ON THE 2nd DAY
OF APRIL 2024.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF ODESSA, MISSOURI,
AS FOLLOWS, TO WIT:
WHEREAS, the Board of Aldermen of the City of Odessa, Missouri, did in compliance with Chapter 1,
Section 1.401-1 of the Code of Ordinances of the City of Odessa, call for an election to be held on the 2nd
day of April 2024, for the purpose of submitting to the qualified voters the election of Mayor, Alderman in
the First Ward, Alderman in the Second Ward, and Alderman in the Third Ward within the City of Odessa,
Missouri; and
WHEREAS, as provided by the election laws of this City, the General Election was held on the 2nd day of
April 2024; and
WHEREAS, the results of said election have been certified by the Lafayette County Clerk to the Board of
Aldermen; and
WHEREAS, the County Clerk has examined the election returns of said General Election and Certification
of Election Results made by the County Clerk shows the following results, to-wit:

Proclamation
WHEREAS, the National Day of Prayer has been a part of our country’s heritage since it was
declared by the First Continental Congress in 1775; and
WHEREAS, leaders of our nation have relied upon the power of prayer throughout American
history; and
WHEREAS, Prayer is a sacred right protected by free speech and religious liberty enshrined in
our Constitution, and it continues to lift our spirits as we navigate the challenges of our time;
and
WHEREAS, Across our diverse and cherished beliefs, no matter how or whether we pray, we are
all called to look outside ourselves. Let us find in our hearts and prayers the determination to put
aside our differences, come together, and truly see one another as fellow Americans; and
WHEREAS, we as a nation and a state give thanks for the freedoms we enjoy and pray that the
City of Odessa and its people will continue to be blessed and protected from those who threaten
democracy; and
WHEREAS, the 73rd annual observance of the National Day of Prayer will be held May 2, 2024,
as mandated by both houses of Congress and by our President; and
NOW, THEREFORE, I, Bryan D. Barner, by virtue of the authority vested in me as Mayor of the
City of Odessa, Missouri, do hereby proclaim May 2, 2024, as the
Odessa National Day of Prayer
And encourage all citizens to give thanks, in accordance with their own faith, for our many
freedoms and blessings, and I invite all people of faith to join me in asking for God’s continued
guidance, mercy, and protection.
