CITY OF ODESSA, TEXAS
October 19, 2021
On October 19, 2021, a work session meeting of the Odessa City Council was held at 3:00
p.m., Council Chamber, City Hall, 411 W. 8th St., Odessa, Texas.
City Council present: Mayor Javier Joven; Council members: Mark Matta, District One;
Steven P. Thompson, District Two; Detra White, District Three; Tom Sprawls, District Four;
Mari Willis, District Five; and Denise Swanner, At-Large.
Others present: Michael Marrero, City Manager; Norma Aguilar-Grimaldo, City Secretary;
Natasha Brooks, City Attorney; Cindy Muncy, Assistant City Manager; Phillip Urrutia,
Assistant City Manager; and other members of City staff.
A quorum being present, Mayor Joven called the meeting to order, and the following
proceedings were held:
Council member Matta gave the invocation.
Discover Odessa quarterly report. Monica Tschauner, Discover Odessa Director, provided
a quarterly report from June 2021 – September 2021 for Discover Odessa. She provided
statistical information including the total economic impact as $4,177,797 and total room
nights as 2,757. She stated that there were 51 hotel properties and 4,616 rooms in the
community. She reviewed the groups assisted, upcoming events and activities.
City’s vaccine clinic report. Rodd Huber, Assistant Fire Chief, stated that the City’s vaccine
clinic provided over 1,000 vaccinations. There were many other opportunities to get
vaccinated at pharmacies and clinics. The regeneron infusion center was going well. In
eight weeks, there were 1,800 therapies. The clinic was busy but efficient. Information
could not be provided on patients outside the community but most were local patients. The
State recognized the clinic as one of the top 12 sites in the State.
Discuss the transfer of Rochester property. Jill Miller, Odessa Housing Finance
Corporation (OHFC) Executive Director, reported that the OHFC partnered with the City for
over 20 years in building successful housing. The partnership worked well with over 200
homes built throughout the community. The Rochester property was platted but needed to
be replatted for homes. There were four local banks interested in participating in the project.
She stated that the project would stimulate activity and bring revitalization. The goal was to
contract with Rhodes USA to build 33 homes. OHFC would pay the cost up front and get
reimbursed for infrastructure. Emanual Papas, Rhodes USA, stated that the engineer was
contracted out by either of two Texas based engineers. Council member Thompson asked
about the $84,800 additional cost for site supervision. Mr. Papas would verify the cost.
Council member Thompson asked about the $30,000 per lot. Ms. Miller reported that the
cost could be lower depending on bids. She stated that the cost per square foot had a
narrow margin. Scott Turner, Rhodes USA, stated that the galvanized metal was already
purchased. Ms. Miller reported that there was no application for tax credit as it was difficult
to receive with single family homes. Council member Sprawls stated that the City was
working with OHFC and had nothing to do with the builder. He stated that there was an
advantage of obtaining a new employer in the community. Ms. Miller reviewed the process
for the land transfer of 7.69 acres. Ms. Brooks stated that there was a draft agreement with a

reverter clause. Ms. Miller stated that the homes would be completed less than five years
and no issues in selling the homes.
Purchase traffic signal equipment. Hal Feldman, Traffic Engineer, stated that the
purchase of traffic signal equipment would be for 20 traffic cabinets with 13 replacements
and seven spares. The cost was $263,800. If the traffic boxes were wrapped with art, they
would be rewrapped.
Renew contract with Weaver and Tidwell, LLP., to provide professional auditing
services. Mrs. Muncy stated that the audit services was with Weaver and Tidwell to provide
auditing services. An RFP was done several years ago but would like to continue with
Weaver due to the City’s system conversion process. The cost was $118,000 plus additional
fee of $9,000 for additional services, if needed.
Motion was made by Council member Sprawls and seconded by Council member Swanner
to adjourn the meeting. The motion was approved by the following vote:

INTRODUCTION- DEVELOPER
● OHFC was founded on October 10, 1979and is organized for the purpose of benefiting and accomplishing public purpose of, and on behalf of, the
City, by financing the cost of residential ownership and development that will provide decent, safe and sanitary housing for residents of the City
at prices they can afford.
● The Corporation is managed by a seven-member board of directors, which is appointed by the City Council. The activities of the
corporation are directed by its Executive Director, Jill Miller. Based under statue the Corporation serves low to moderate income families,
however the board of directors has restricted the income limit to not exceed 150% of median income.
● The Corporation participated in the acquisition of a Senior Retirement Facility, known as Lincoln Towers in downtown Odessa, which
was in foreclosure. It was renovated and eventually sold to the management company that continues to manage it today. They also developed
the first 64- bed student Housing on the campus of the University of Texas of the Permian Basin, which allowed the campus to grow into the
large university that it has become.
● The Corporation has participated in the development of approximately 300 homes in Odessa for low to moderate income families. These
developments have meant that families that could not find affordable housing have been given the opportunity to experience the American
Dream. One of the best parts of almost all of these developments is that they have been done in partnership with the City Of Odessa that has
helped with providing the land and the infrastructure cost to help keep the homes affordable. Without this partnership, these developments are
not possible.
● The Corporation currently is developing a 48-acre tract of land in North Odessa that includes a 181-unit LIHTC apartment complex called
eighty-seventh apartments, a Second Work-Force apartment complex and single-family mixed income use housing along with a small retail
space. It will be the first time that affordable housing has been offered to low-income clients in this growing part of the community.
● The Corporation is currently building Vera in Odessa off of Highway 191. It is a 288-unit LIHTC that is located in Midland County but the
City limits of Odessa. The Cities are rapidly growing together and soon it will be hard to tell where one ends and the other begins, however this
complex will be a shining star as you enter Odessa heading west from Midland.
● The Corporation is also working on a project across the Highway to the South that will be known as the Cove in Odessa and will be 200-
units for LIHTC for Seniors. There are currently only 3 other income based senior developments in Odessa and they are desperately needed. We
look forward to providing a wonderful product to our seniors at an affordable rate.

SUMMARY
This purchase is replacing traffic signal cabinets that have served their expected useful life. These
cabinets will be replaced at 13 intersections throughout the city maintained network. Also being purchased
is 7 cabinets for spares. The equipment is being purchased utilizing the BuyBoard state contract.
This purchase will be funded from the additional money allocated to street maintenance for the traffic
signal system.

SUMMARY
In July 2014, an RFP was issued to accept proposals for the Audit of City Financial Statements. City
Council approved a three (3) year contract with Weaver and Tidwell, LLP with the option of two, two year
renewals which carried through fiscal year ended 2020. At the May 18, 2021 work session, discussion was
held with Council to proceed with engaging Weaver again for the fiscal year 2021 audit.
This contract will provide auditing services for the City of Odessa and an engagement for the City to meet
TCEQ requirements for financial reporting of landfill related activity.
