CITY COUNCIL MINUTES CITY OF ODESSA, TEXAS March 28, 2023 On March 28, 2023, a regular meeting of the Odessa City Council was held at 6:01 p.m. in the Council Chambers, 5th floor, City Hall, 411 W. 8th, Odessa, Texas. City Council present: Mayor Javier Joven; Council members: Mark Matta, District One; Steven P. Thompson, District Two; Gilbert Vasquez, District Three; Greg Connell, District Four; and Chris Hanie, District Five. City Council absent: Council member Denise Swanner, At-Large. Staff present: Norma Aguilar-Grimaldo, City Secretary; Agapito Bernal, Interim City Manager; Dan Jones, Interim City Attorney; and other members of City staff. A quorum being present, Mayor Joven called the meeting to order, and the following proceedings were held: The invocation was given by Dr. Dawn Weaks, Connection Christian Church, and followed by the Pledge of Allegiance and Texas flags. Proclamations, Presentations and Awards. Mayor Joven presented a proclamation for Cleaning Week. Citizen’s comments on non-agenda items. No comments. Consent Agenda 1. City Council minutes, March 14, 2023; 2. City Council Work Session minutes, March 14, 2023; 3. City Council special meeting minutes, March 14, 2023; 4. City Council special meeting minutes, March 21, 2023; 5. Ordinance No. 2023-07 - Amend the Odessa City Code Chapter 1-7 relating to Board, Commissions and Committees. Motion was made by Council member Thompson and seconded by Council member Matta to approve the consent agenda. The motion was approved by the following vote: Aye: Joven, Matta, Thompson, Vasquez, Connell, and Hanie Nay: None Other Purchase AMR compatible water meters. Michael Bara, Purchasing Manager, stated that the purchase was for water meters and endpoints. The total cost was $799,850. The electronic meters would have a six to eight month delivery. Motion was made by Council member Matta and seconded by Council member Thompson to approve the water meters as recommended. The motion was approved by the following Council Minutes March 28, 2023 Page 2 vote: Aye: Joven, Matta, Thompson, Vasquez, Connell, and Hanie Nay: None Resolution Resolution No. 2023R-21 - Authorize the City of Odessa Police Department to accept Texas Law Enforcement Officer Standards Education Funds (LEOSE). Mike Gerke, Police Chief, stated that the Texas Law Enforcement Officer Standards Education funds for $8,193.91 was for law enforcement continuing education. Motion was made by Council member Vasquez and seconded by Council member Connell to approve the resolution. The motion was approved by the following vote: Aye: Joven, Matta, Thompson, Vasquez, Connell, and Hanie Nay: None Resolution No. 2023R-22 - Adopt the revised Master Thoroughfare Plan. Hal Feldman, Traffic Engineer, stated that Dawn Avenue would be eliminated between 61st St. and Yukon and 61st St. would be eliminated from Dawn Avenue to West city limits. Motion was made by Council member Matta and seconded by Council member Thompson to approve the resolution. The motion was approved by the following vote: Aye: Joven, Matta, Thompson, Vasquez, Connell, and Hanie Nay: None Miscellaneous Appointment of Board: Animal Shelter Advisory Committee, Historic Preservation Commission, Midland Odessa Urban Transit District, and Planning and Zoning Commission. No action. Motion was made by Council member Vasquez and seconded by Council member Thompson to adjourn the meeting.
