CITY COUNCIL WORK SESSION MINUTES CITY OF ODESSA, TEXAS July 25, 2023 On July 25, 2023, a work session meeting of the Odessa City Council was held at 3:02 p.m., Council Chamber, fifth floor, City Hall, 411 W. 8th St., Odessa, Texas. City Council present: Mayor Javier Joven; Council members: Mark Matta, District One; Steven P. Thompson, District Two; Greg Connell, District Four; Chris Hanie, District Five; and Denise Swanner, At-Large. City Council absent: Council member Gilbert Vasquez, District Two. Staff present: Norma Aguilar-Grimaldo, City Secretary; Agapito Bernal, Interim City Manager; Dan Jones, City Attorney; and other members of City staff. A quorum being present, Mayor Joven called the meeting to order, and the following proceedings were held: Council member Thompson gave the invocation. Discover Odessa’s quarterly report. Monica Tschauner, Discover Odessa, provided the quarterly report from April - June 2023. Total economic impact was $4,816,876 with 46 groups assisted and 34,088 total attendees. There were 5,084 hotel nights. She reviewed the groups assisted and highlighted the groups. Mrs. Tschauner reviewed the upcoming groups and events for the rest of the year. The marketing was growing in Twitter and Instagram. The kiosk at the conference center was increasing in usage. She highlighted the top blogs and visited pages. She reviewed the advertising for digital advertisements. She reported 531 total sales calls, 48 meetings, and 21 events. The Sports Event Recruitment Program had a remaining balance of $4,303 out of the $80,000 budget. Odessa was named as the site for the solar eclipse for October 14, 2023. Marketing would be done for this event. Glasses would be provided at the hotels. Discuss an economic development agreement between the Odessa Development Corporation (ODC) and Standard Industrial Manufacturing Partners, LLC. Tom Manskey, Chamber Economic Development Director, stated that the economic development agreement had one change to adjust the earning of a minimum of $80,000. All jobs would not be a minimum of $80,000. The ODC approved grant was for five years for $900,551.82. The capital investment was $2.565,000. Twenty-two new jobs would be added. Discuss an economic development agreement between the Odessa Development Corporation and GCC Permian, LLC. Mr. Manskey stated that GCC would have a $400 million expansion and modernization. Five new jobs would be added in five years. A third kiln would be added that would increase the daily cement tonnage. A clause on the taxable property was added with a minimum of taxable assessed value which would grow economic development. Discuss, review and approval of the City of Odessa’s program year 2023 Action Plan. Merita Sandoval, Director of Community Services, stated that the 2023 Action Plan outlined the activities that were funded with the CDBG and HOME funds. Council Work Session Minutes July 25, 2023 Page 2 Discuss energy efficiency and conservation block grant allocation. Seth Boles, Interim Director of Finance, stated that the City of Odessa was allocated a $165,070 grant for energy efficiency under the infrastructure law. The grant application deadline was July 31, 2023. The Council had a consensus to move forward to apply for the grant. Discuss the purchase of 2025 Volvo VHD w/Galbreath roll off hoist truck for Solid Waste. Chris Adams, Director of Equipment Services, stated that Solid Waste would replace the roll off truck as the repairs were expensive. The Volvo truck had a better life span that would be purchased. The cost was $224,249 for the 2025 model. The replaced truck would be sold in auction. Discuss purchase of automotive vehicles for Building Services and Traffic Departments. Mr. Adams stated that the vehicles would be purchased from Sewell for $286,102.92 Motion was made by Council member Swanner and seconded by Council member Hanie to adjourn the meeting.
