CITY OF ODESSA, TEXAS
May 28, 2024
On May 28, 2024, a regular meeting of the Odessa City Council was held at 6:02 p.m. in the
Council Chambers, 5th floor, City Hall, 411 W. 8th, Odessa, Texas.
City Council present: Mayor Javier Joven; Council members: Mark Matta, District One;
Steven P. Thompson, District Two; Gilbert Vasquez, District Three; Greg Connell, District
Four; Chris Hanie, District Five; and Denise Swanner, At-Large.
Staff present: Norma Aguilar, City Secretary; John Beckmeyer, City Manager; Dan Jones,
City Attorney; and other members of City staff.
A quorum being present, Mayor Joven called the meeting to order, and the following
proceedings were held:
Roll call. Ms. Aguilar conducted the roll call for the City Council.
The invocation was given by Pastor Don Caywood, Odesa Christian Faith Center, and
followed by the Pledge of Allegiance and Texas flags.
Proclamations, Presentations, and Awards. Mayor Joven presented a proclamation for
Junior League Day.
Citizen’s comments on non-agenda items. Mayra De La Canal stated that a U.S.
Commercial Office was in Midland to support sales in the international market by local
companies. The office supported the success of global network of exports. Texas was
ranked number one in the US of exports. Krystina Williams was concerned for the animal
services as three out of ten animals leave alive. She wanted the City to partner with
rescues.
Consent Agenda
1. City Council work session minutes, May 14, 2024;

3. Ordinance No. 2024-24 – Amend Article 6-7 “Tobacco Products”
of the City Code of Ordinances;
4. Ordinance No. 2024-25 – Appoint J. Roxane Blount as Alternate
Judge of the City of Odesa Muncipal Court at $100 per hour for a
term of two years;
5. Purchase water meters from Premier Waterworks for $248,595.65.
Motion was made by Council member Vasquez and seconded by Council member Matta
to approve the consent agenda items. The motion was approved by the following vote:

Purchase 24 white and 1 black 2024 F150 police responder 4X4 trucks. Chris Adams,
Equipment Services Manager, stated that the purchase was for 25 responder trucks to
replace fleet. There would be a cost savings to the City in repairs and maintenance. The
total cost was $1,313,500. The old fleet would be sold at auction. Mr. Adams reported that
there was no bid process as the TIPS contract was utilized. The vendor was Phil Long from
Colorado. Mr. Beckmeyer stated that local vendors did not have all the available trucks. He
stated that an RFP process would be done in the future.
Motion was made by Council member Swanner and seconded by Council member Hanie to
approve the purchase of 24 white and one black 2024 F150 police responder 4X4 trucks for
$1,313,500. The motion was approved by the following vote:

Resolution
Resolution No. 2024R-58 – Authorize the City Manager to approve a new interlocal
contract for licensing software between the City of Odessa and South Central
Planning and Development Commission (SCPDC), the parent company of
MyGovernmentOnline (MGO), and accepting, appropriating, and authorizing
expenditures from the city budget to allow city departments and customers to utilize
MGO software. Jeffrey Fisher, Strategic Development and Policy Manager, stated that the
new agreement with MGO would allow expansion of the software for 15 additional City
departments to utilize the software. It would provide efficiency and streamline the request
process. The cost for the current fiscal year was $200,000. For the following years, the cost
would be incorporated into the budget. Council member Swanner stated that it would
provide for better communication and improvement of the process.
Motion was made by Council member Swanner seconded by Council member Connell to
approve the resolution. The motion was approved by the following vote:

Resolution No. 2024R-59 – Bid award to Dunaway for a new landscape ordinance for
the City of Odessa. Mr. Fisher stated that the current landscape ordinance was outdated.
West Texas had its own sensitivity of trees and shrubs for the area. He recommended
Dunaway to provide a new landscape ordinance that would incorporate a list of
recommended landscaping. Meetings would be held with stakeholders, the public and
Council for input. The cost was $58,000 for the services. Mayor Joven would like to see
the comparison of the existing and proposed language. Council member Thompson had
concerns with enforcement of the ordinance. Mr. Fisher stated it would be more clearly
defined. The time frame for completion was seven months.
Motion was made by Council member Matta and seconded by Council member Thompson
to approve the resolution. The motion was approved by the following vote:

Resolution No. 2024R-60 – Republic Services Disposal agreement. Mr. Beckmeyer
stated that the disposal services contract was for ten years, and it would have a cost
savings to the City.
Motion was made by Council member Vasquez and seconded by Council member Connell
to approve the resolution. The motion was approved by the following vote:
Aye: Joven, Matta, Thompson, Vasquez, Connell, and Swanner
Nay: None
Abstain: Hanie
Resolution No. 2024R-61 – Memorandum of Understanding (MOU) with The Centurion
Foundation, Inc. (lease, financing, and development of the sports complex) and
authorizing the City Manager to execute any necessary documents. Mr. Beckmeyer
stated that the attorneys reviewed the MOU. It would be sent to Centurion and there may
be a few housekeeping items. A termination clause was included that would protect the
City. He stated it was a complicated structure, but the City would not be liable if no
transactions were made.
Motion was made by Council member Matta and seconded by Council member Swanner to
approve the resolution. The motion was approved by the following vote:

Miscellaneous
Appointment of Boards: Board of Survey, Historic Preservation Commission, Housing
Authority of Odessa, Planning and Zoning Commission, Tax Incentive Committee,
Traffic Advisory Committee, and Zoning Board of Adjustment. Motion was made by
Council member Swanner and seconded by Council member Hanie to appoint Marissa
Sierra to the Housing Authority of the City of Odessa. The motion was approved by the
following vote:
Aye: Joven, Matta, Thompson, Vasquez, Connell, Hanie, and Swanner
Nay: None
Motion was made by Council member Swanner and seconded by Council member Vasquez
to adjourn the meeting. The motion was approved by the following vote:

This item would prohibit the use of tobacco products including e-
cigarettes within fifty (50) feet of the entrance to city buildings.
4. Consider the appointment and salary ($100.00 per hour) of J. Roxane Dan C. Jones
Blount as Alternate Judge of the City of Odessa Municipal Court for a
term of two years. (Ordinance - second and final approval)

5. Consider the purchase of water meters. Marisa Rodriquez
Purchase water meters in various sizes for residential and commercial
use.

Replace remainder of police fleet that has reached the end of service
life.
Resolution
7. Consider authorizing the City Manager to approve a new interlocal Jeffrey Fisher
contract for Licensing Software between the City of Odessa and South
Central Planning and Development Commission (SCPDC), the
parent company of MyGovernmentOnline (MGO), and accepting,
appropriating and authorizing expenditures from the city budget to allow

provide disposal services.
10. Consider approving a memorandum of understanding with The John Beckmeyer
Centurion Foundation, Inc. (lease, financing, and development of the
sports complex) and authorizing the City Manager to execute any
necessary documents.
Approving MOU with The Centurion Foundation and authorizing the City
Manager to execute all necessary paperwork.
