CITY COUNCIL MINUTES CITY OF ODESSA, TEXAS October 29, 2024 On October 29, 2024, a meeting of the Odessa City Council was held at 3:00 p.m. in the Council Chambers, 5th floor, City Hall, 411 W. 8th, Odessa, Texas. City Council present: Mayor Javier Joven; Council members: Denise Swanner, At-Large; Mark Matta, District One; Steven P. Thompson, District Two; Gilbert Vasquez, District Three; Greg Connell, District Four; and Chris Hanie, District Five. Staff present: Norma Aguilar, City Secretary; John Beckmeyer, City Manager; Eric Robicheaux, Assistant City Attorney; and other members of City staff. A quorum being present, Mayor Joven called the meeting to order, and the following proceedings were held: Roll call. Ms. Aguilar conducted the roll call for the City Council. Resolution No. 2024R-130 – Appropriate for needs-based staffing across various departments. Ms. Banda stated that positions included Fire, Odessa Police Department, Animal Services, Streets, and Utilities. The total cost for the General Fund was $3,965,130 and Water Sewer Fund was $92,764. Mayor asked that the list of positions be available to the public. Council member Hanie arrived. Ms. Banda provided an aggregate total. Mr. Beckmeyer stated that the departments would be given time to hire the people and identify any issues if not filled. Motion was made by Council member Matta and seconded by Council member Connell to approve the resolution. The motion was approved by the following vote: Aye: Joven, Matta, Thompson, Vasquez, Connell, Hanie, and Swanner Nay: None Motion was made by Council member Swanner and seconded by Council member Vasquez to adjourn the meeting. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ODESSA, TEXAS: Section 1. That the statements of fact in the preamble are found to be true and correct and are approved as findings. Section 2. That the City Council hereby approves the appropriation of funds in the amount of $4,057,894.89 for needs-based staffing across various departments and funds. Specifically, $3,965,130.79 in the General Fund, $92,764.10 in the Water and Sewer Fund. Section 3. That the City Manager or his designee is hereby authorized to execute any documents necessary to implement this resolution. Section 4. That this resolution shall be effective at the time of its adoption.
