CITY OF ODESSA, TEXAS
January 11, 2024
A regular meeting of the Odessa Development Corporation (ODC) was held on January
11, 2024, at 2:03 p.m. in the Council Chambers, 5th floor, City Hall, 411 W. 8th St.
Odessa, Texas.
Members present: David Boutin, Kris Crow, Larry Robinson, James Kirk, and Jeff
Russell.
Member absent: Ismael “Mikky” Navarette, Melanie Hollmann
Others present:
Dan Jones, City Attorney; John Beckmeyer, City Manager; Christina Burns, Asst.
City Manager; Christina Buhnerkempe, Legal Assistant; Kaylie Banda, Director of
Finance; Elizabeth Prieto, Downtown Executive Director; and

A quorum being present, Mr. Crow called the meeting to order, and the following
proceedings were held:
Larry Robinson gave the invocation. The Pledge of Allegiance and Texas Pledge were
recited.
December 14, 2023 meeting minutes. David Boutin stated missing punctuation on
page 3. Motion was made by David Boutin and seconded by Dr. Kirk to approve the
minutes as amended. The motion was approved by unanimous vote.
December 18, 2023 special meeting minutes. Motion was made by David Boutin and
seconded by Dr. Kirk to approve the minutes as amended. The motion was approved by
unanimous vote.
Contractors’ reports: Economic Development Department, Current Media
Partners, Black Chamber of Commerce, UTPB-America’s SBDC, MOTRAN, and
City administrative support: financials. Mr. Manskey discussed the upcoming
Workforce Summit on January 18th from 8:00 a.m. until 2:00 p.m. at Odessa College and
distributed hard copies of the agenda for the summit. Current Media Partners has
reached out to the media. The current RSVP count is 68. ECISD, Medical Center
Hospital, and ORMC are all involved. Mrs. Jones and Mr. Manskey visited GCC and
conducted a BRE survey. GCC listed specific training issues and knew Odessa College
offered training opportunities, however, didn’t know where to start and who to reach out
to. A meeting has been set up next week with Odessa College, Economic Development,
and GCC to discuss training needs. David Boutin had a question regarding the
roundtables. Mr. Manskey stated that logistical instructions will be given at the beginning

of the summit explaining how the round table discussions will work. The roundtable
discussions will address issues and solutions. Housing, childcare, workforce etc. Mr.
Russell stated he would like to see some action items to work on and come up with
solutions. Drew Scheberle, who is the Texas Chamber of Commerce Executives Senior
Advisor Texas Association of Business will be the moderator for the workforce summit.
Mr. Manskey discussed a zoom call with the Governor’s Office on Economic
Development and the electric vehicle battery manufacturer’s and received some issues
to address. The department is currently working on issues regarding the site they have
chosen and availability to get to the site in the future, which could include an overpass
over a railroad crossing. Mr. Russell asked about the status of an update on the direct
air capture plant from 1PointFive representatives. Mr. Crow would like to receive an
update at the February ODC Board meeting. Mr. Manskey will contact 1PointFive.
Mrs. Callicoate reported the Target Analysis is now in phase II, they will be doing the
one-on-one interviews. They are adding the utilities section to the interview list. The
interview will continue for the next two weeks. Lead forensics had approximately 2,700
different contacts. Tom and Tracy review the forensic information for BRE visits or calls.
Digital campaigns were up in December, which was attributed to new content,
particularly workforce and BR&E. Digital campaigns are still at a reduced budget. The
plan is to put a lot of funds behind workforce issues after the ODC workforce summit.
There will be a video person and photographer at the workforce summit. Jeff Russell
would like to see if they can live stream the workforce summit. Mrs Callicoate will be
checking in to live streaming. Current Media will be expanding a section on the website
focusing on workforce information after the summit. They will be looking at new and
different creative ideas for 2024 to stand out from other cities. Would like to take things
to the next level.
Tyler Patton summarized SBDC’s last quarter of 2023. Lending has slowed due to
higher interest rates however the number of clients has increased during the month of
December. There were 324 counseling sessions for 214 hours. The number of seminars
for the quarter is eleven. In December the two seminars were “How to Start a Business
in Texas” and “Access to Capital”. There was good attendance at both seminars. Alamo
Kitchen from San Antonio had a seminar specific to restaurants, food trucks anything
food related with 24 attendees participating. The other seminar was “How to Create a
Business Plan” with 54 attendees. A Government Contracting seminar was held earlier
in the week with 14 attending. Upcoming seminars: A Capability Statement Workshop
will be on February 14th via zoom. SBDC will have a “Meet the Buyer”, this will be a first
ever workshop of its kind here. SBDC will have people who are trying to get government
contracts with people who basically buy products for the government. Last quarter SBDC
assisted four new businesses. There has been an influx of new jobs, most of those came
from a restaurant, trucking company, a machine shop, and other small businesses.
There will be a workshop for franchising in February. SBDC will be starting a profit lab
program which will focus on financial literacy. This is a five-class program, ten weeks
total. Total number of clients for 2023 increased by 24% year over year and total
number of new clients increased by 17%. SBA award nominations, SBDC made three
nominations, two from Odessa. The Odessa companies SBDC nominated for minority
owned business of the year are Doctor Frio AC and Heating and veteran owned
business of the year Scout Aviation.
Mr. Crow stated James Beauchamp’s request to highlight the Motran monthly financials
as well as the monthly report in the board packet and the Permian Basin Energy
Epicenter brochure.

Ms. Banda reviewed financials for ODC, June through September. The West Texas
National Bank CD matured in September and auto renewed at 3.96% for 12-months.
Maturity date will be September 14, 2024. Mr. Crow stated three Municipal Securities are
coming up in February. Ms. Banda will be looking at options. Mr. Boutin asked if we are
being notified when CDs are coming up for renewal. Ms. Banda stated looking back at
documentation they did receive a letter regarding the renewal and rate. September
Financials, YTD revenue $17,860,100; $14,405,852 in Sales Tax receipts; and
Expenditures $4,359,797. The marketing budget was $600,000, came in notably under
budget at $368,834. The positive change in fund balance for the year was $13,500,402.
Mr. Russell stated that the financials do not show any infrastructure grants or façade
grants, which he thought was incorrect. Ms. Banda stated she will check into that issue.
Ms. Banda reviewed the Fiscal Year 2023-2024 Sales Tax Revenue. January’s
sales tax received was $1,091,774.77 which is -5.95 from January 2023. Motion was
made by Mr. Boutin and seconded by Mr. Russell to approve the financials as amended.
The motion was approved by unanimous vote.
Resolution No. ODC-2024R-01 – Resolution approving EDA for infrastructure and
façade grants at 423 N. Grant with E&L Home Builders. Mr. Prieto stated the total
amount of the infrastructure is $133,211 and the façade is $25,000 for a total of
$158,211. Mr. Robinson advised that Exhibit A information was incorrect. Dan Jones
stated Exhibit A will be replaced with correct information before going before the city
council. Mr. Crow stated ODC is giving $25,000 out of the $38,000 estimated expenses
for the façade grant.
Motion was made by Mr. Boutin and seconded by Dr. Kirk to approve the resolution. The
motion was approved by unanimous vote.
Resolution No. ODC-2024R-02 – Resolution approving EDA for façade grant at 406
N. Texas Ave. with Amber Young. Ms. Prieto stated they are spending $37,200 and
asking for $25,000.
Motion was made by Mr. Boutin and seconded by Dr. Kirk to approve the resolution. The
motion was approved by unanimous vote.
Resolution No. ODC-2024R-03 – Resolution approving EDA for infrastructure and
facade grants at 801 N. Grant with Scooter’s Coffee. Ms. Prieto stated the total for
infrastructure is $759,886 they are asking for $125,000. They are spending
$73,829.57on the facade and asking for $25,000. Total $150,000.
Motion was made by Mr. Russell and seconded by Dr. Kirk to approve the resolution.
The motion was approved by unanimous vote.
Discuss and take any necessary action regarding EDA for Liberty Oilfield
Services. Mr. Manskey stated there is no action to take. Liberty Oilfield Services will not
be making changes to EDA that was approved by the City Council in October. No action
necessary.
Discuss and take any necessary action regarding an ODC Planning Retreat in the
next two or three months including potential date. Mr. Crow stated the Planning
Retreat will be January 25th at 11:30 a.m. at UTPB. A calendar invite will be sent.

ODC Committee and Officer reports: Partnership, Tax Incentive, Advertising, DOI
Grants Design Review Board, and Compliance. Mr. Crow stated Partnership has not
met but looking at available dates.
Closed Session the board may recess into Executive Session in compliance with
section 551.001 et. Seq. Texas Government Code. Section 551.087, Deliberation
regarding Economic Development negotiations. Motion was made by Dr. Kirk and
seconded by Mr. Russell to recess into Executive Session. The motion was approved by
unanimous vote. Recessed into closed session at 3:23 p.m.

Citizens comments on non-agenda items. No comments.
Upcoming dates for future ODC Board meetings. The ODC Planning Retreat is
scheduled for January 25, 2024.The next ODC meeting is scheduled for February 8,
2024, at 2:00 p.m.
Motion was made by Mr. Russell and seconded by Dr. Kirk to adjourn the meeting. The
motion was approved by unanimous vote. The meeting was adjourned at 4:58 p.m.
