January 13, 2025
A Odessa Development Corporation (ODC) orientation meeting was held on
January 13, 2025, at 11:40 a.m. in the Odessa Chamber of Commerce Offices,
2nd floor, Dan Hemphill Conference Room, 700 N. Grant, Odessa, Texas.
Members present: David Boutin, Ronnie Phillips, Peggy Dean, Tim Edgmon and
Thomas Blackstone.
Members absent: Gaven Norris
Others present: Kathi Vaughn, Office of Economic Development; Lindsay
Simpkins, Office of Economic Development; Tracy Jones, Office of Economic
Development; Renee Earls, Odessa Chamber of Commerce; Stephanie Garay,
Deputy City Secretary; and Tom Manskey, Office of Economic Development.
Others: other interested citizens.
Lunch was served. A quorum being present, Mr. Manskey called the meeting to
order, and introductions were made.
Mr. Manskey shared a presentation reviewing the Economic Development
Department.
Ms. Earls discussed the Odessa Chamber of Commerce and its operations.
Mr. Manskey presented 4A Sales Tax and information on attending a sales tax
workshop in Lubbock.
Ms. Jones discussed scoring matrix guidelines and compliance.
The meeting was adjourned at 12:55 p.m.

Development Corporation (“ODC”) will meet on Monday, January 13, 2025, at
11:30 a.m. at Odessa Chamber of Commerce, Dan Hemphill Conference Room, 2nd
floor, 700 N. Grant, Odessa, Texas for the following purpose:

This Notice is being posted on the south door of City Hall and on the bulletin
board of the first floor of City Hall, Odessa, Texas, on the City of Odessa’s website
www.odesa-tx.gov, and on the Odessa Development Corporation’s website
www.odessatex.com, this the ______ day of January 2025 at _______ ____.m.,
said time being more than seventy-two hours prior to the time at which the subject
meeting will be convened and called to order.
The meeting is available to all persons regardless of disability. Individuals
