Be it said and remembered that at 1:30 p.m. on the 16th Day of February 2023, there
came on and was held a Planning and Zoning Commission meeting in the Council
Chambers, 5th Floor, 411 W. 8th St., Odessa, Texas.

The minutes of the of the January 19, 2023 & February 2, 2023, Planning and Zoning
Commission meeting were approved, motion for approval being made by Member,
Tercero seconded by Member Stoker, with the vote being a unanimous “aye”
CASE FILE NO. 2023‐12‐P (Approved with conditions)
Consider approval of the preliminary plat of Saulsbury Industrial, 2nd Filing,
being a 22.72‐acre tract of land situated in Section 30, Block 41, T‐2‐S, T & P
RWY, Co. Survey, City of Odessa, Ector County, Texas (northeast of the
intersection of S John Ben Shepperd Pkwy and E IH 20 Westbound.)
Ms. Quimiro gave the following presentation: The property involved in this
preliminary plat request is located southeast of the intersection of S John Ben
Shepperd Pkwy and E IH 20 Eastbound. The site is zoned Light Industry (LI) and is
currently vacant. Land use in the area consists of industrial development to the north,
and vacant land to south, east and west.
The applicant is Saulsbury Ventures LLC, owner, and Newton Engineering, PC,
consultant and the purpose of the preliminary plat is to create four (4) lots for
industrial development and ownership purposes.

Comments were sent to the consultant for review on February 7, 2023.
Staff Comments:
‐‐ Original tax certificates are needed prior to filing the plat.
‐‐ A Blanket Refuse Collection Easement is noted on the plat.
‐‐ Water and sewer are available for extension. No pro rata is due.
‐‐ Drainage report has been submitted. This tract is not in a special flood hazard
area.
‐‐ Water and sewer plans need to be submitted for review and acceptance.
‐‐ Any work in the right of way or easements will require a permit from the
Engineering Division and must comply with current City Ordinances and
policies.
‐‐ City of Odessa will be the permitting agency for any driveways to the IH 20
frontage road. For a 55 mph frontage road, minimum spacing for 2‐way is
510’ and 1‐way is 425’. (TxDOT)
‐‐ Based on the plat and lots shown, each lot will not be able to obtain their own
access and shared or cross access will be needed. (TxDOT)
‐‐ Will also need to verify that any proposed access points will not conflict with
the ultimate layout for the IH 20 conversion and proposed ramp locations.
‐‐ Recommendation is for developers to use proper existing street names on
plats to avoid any potential confusion during future addressing phases by City
of Odessa Building Inspection or Ector County Engineering Department
Personnel. (Ector County 911)
If the Commission chooses to approve this request, the Planning Staff recommends
adoption of the following conditions:
1. Driveway access needs to be worked out and identified on the plat.

2. An Improvements Agreement will be required.
3. Saulsbury Ave. on the plat is actually S. Saulsbury Ave.
Chairman Peacock inquired if there had been any pushbacks or questions about
requirements from the surrounding property owners. Ms. Quimiro responded stated
no pushbacks or questions regarding requirements.
This was not a public hearing, Acting Chairman, Peacock then asked for discussion or
motion, Member Tercero moved to approve the item as presented.
Member Russell seconded the motion, with vote being unanimous “Aye”.
CASE FILE NO. 2023‐13‐P (ETJ) (approved with conditions)
Open a public hearing to consider the replat of the southwest corner of Lot 4,
Block 17, Westland Subdivision, 2nd Filing, Ector County, Texas. (northwest of
N. Eagle Nest Ave. and W. Bradley Dr.)
Ms. Quimiro gave the following presentation: The property involved in this replat
request is located northwest of N. Eagle Nest Ave. and W. Bradley Dr. The site is
located in the City of Odessa Extra‐Territorial Jurisdiction (ETJ), does not have a
zoning designation and is currently vacant land. Land use in the area consists of
residential development and vacant land.
The applicant is Iran G Carrasco, Owner, and S W Howell, Inc., Consultant and the
purpose of the replat is to create two (2) lots for ownership purposes.
Comments were sent to the consultant for review on February 7, 2023.
Staff Comments:
‐‐ Original tax certificates are needed prior to filing the plat.
‐‐ This tract is outside the City limits and is in the ETJ.
‐‐ Water is available through ECUD. Lots 5 & 6 must connect to ECUD water.
If the Commission chooses to approve this request, the Planning Staff recommends
adoption of the following conditions:
1. Drainage report needs to be submitted. This tract is not in a special flood hazard
area.

Peacock opened the public hearing and asked if there were any comments for or
against the request.
With no one coming forward, Acting Chairman Peacock closed the public meeting and
turned to commission and asked for discussion or a motion, Member Tercero moved
the item be approved as presented.
Member Russel seconded the motion, with the vote being a unanimous "aye".

Open a public hearing to consider Grow Odessa Industrial West Park,
2nd Filing a replat of Lots 1,2 and 3, Block 1, Grow Odessa Industrial
West Park, Ector County, Texas. (northeast of the intersection of S.
Meadow Ave. and Trunk St.)
Ms. Quimiro gave the following presentation: The property involved in this replat
request is located southeast of the intersection of S. Meadow Ave. and Trunk St. The
site is located in the City of Odessa Extra‐Territorial Jurisdiction (ETJ), does not have
a zoning designation and is currently vacant land. Land use in the area consists of
vacant land to north and industrial development to the east, south and west.
The applicant is Odessa Industrial Development Corporation, owner, and LCA,
consultant and the purpose of the replat is to combine three (3) lots into one (1) lot
approximately (13.84 ac.) for ownership purposes.
Comments were sent to the consultant for review on February 7, 2023.
Staff Comments:
‐‐ Original tax certificates are needed prior to filing the plat.
‐‐ This tract is outside the City limits and is in the ETJ.
‐‐ Property is within Industrial District 1C.
‐‐ Water and sewer are available through a separate written contract approved
by the City and Company.

against the request.

intersection of N Dogwood Ave. and Cottonwood Rd.)
Ms. Quimiro gave the following presentation: The property involved in this replat
request is located northeast of the intersection of N. Dogwood Ave. and Cottonwood
Rd. The site is located in the City of Odessa Extra‐Territorial Jurisdiction (ETJ), does
not have a zoning designation and is currently occupied by residential development.
Land use in the area consists of residential development and vacant land.
The applicant is Candido & Rosa Mendoza, owner, and S. W. Howell, consultant and
the purpose of the replat is to create three (3) lots for ownership purposes.
Comments were sent to the consultant for review on February 7, 2023.
Staff Comments:
‐‐ Original tax certificates are needed prior to filing the plat.
‐‐ This tract is outside the City limits and is in the ETJ.
‐‐ Water may be available through Greater Gardendale Water Supply

Open a public hearing to consider the short form plat of Corrales
Addition 1st Filing being the 2.00 acre tract in Section 33, Block 43, T‐
2‐S, T & P RY Co. Survey, Ector County, Texas. (southeast of S. Lori Ave.
and W. Tisdale Rd.)
Ms. Quimiro gave the following presentation: The property involved in this short form
plat request is located southeast of S. Lori Ave. and W. Tisdale Rd. The site is located
in the City of Odessa Extra‐Territorial Jurisdiction (ETJ), does not have a zoning
designation and is currently occupied by residential development. Land use in the
area consists of residential development and vacant land to the north and residential
development to the east, west, and south.
The applicants are Antonio & Sonia Corrales‐Carrasco, owners, and LCA, consultant
and the purpose of the short form plat is to create three (3) lots for ownership
purposes.
Platting conference agenda and comments were sent to the consultant on February
7, 2023.
Staff Comments:
‐‐ Original ownership and tax certificates are needed prior to filing the plat.

Ms. Quimiro asked if there were any questions for staff. George Thornley with LCA
stepped to the podium and stated they were made aware last week that another plat
filed with similar name. Mr. Thornley stated they were in the process of obtaining a
new name for the plat from the owner, there will be no changes to the plat only the
name. Chairman Peacock stated he was going to the courthouse after the meeting to
check if another plat had been recorded with same name. Chairman Peacock asked if
the name will be changed, Mr. Thornley stated yes. Member Tercero asked if anything
will be affected by voting on the plat. Ms. Quimiro stated no. Chairman Peacock if the
vote is subject to the change of the plat name.
Acting Chairman Peacock closed the public meeting and turned to commission and
asked for discussion or a motion, Member Tercero moved the item be approved with
the change of name.
Member Stoker seconded the motion, with the vote being a unanimous "aye
There being no further business to come before the Commission, the meeting was
adjourned at 1:42 p.m.
