Detail of the Request:
Consider a request by Reynon Roque, applicant for a Specific Use Permit on Lots 13-
16, Block 2, College Campus. The site is zoned Light Commercial (LC) and occupied by
a commercial development uses. Land use in the general area consists of Retail
development to the south, north and west, and a religious institution and daycare to the
east.
A site plan has been prepared indicating the location of the said Repair and Rebuilding
Garage within a commercial development. The proposed repair and rebuilding garage
will have a total floor area of approximately 6,000 sq. ft. and is required to have 6
vehicle parking spaces. The site plan shows 5 vehicle parking spaces.
The proposed current project location does not meet the requirements for a repair and
rebuilding garage due to lack of parking as well as insufficient information was provided
in regard to required parking and vehicle storage location and fencing.
Prior to this case moving forward, Staff recommends a pre-development meeting with
the applicant in order to obtain the above information for the repair and rebuilding
garage. This should include an updated site plan indicating the location of the
additional parking and vehicle storage location with a fenced area and a privacy
screening fence with sliding gate to provide buffering from the church and day care to
the east.
Staff recommends to TABLE this Specific Use permit until additional information related
to the project is provided.

CRMWD:
The District has reviewed the sketch plat for Shiloh 5th & 6th Filing. As noted by LCA,
the plat shows our 33” water transmission pipeline running thru a portion of this plat.
Prior to finalizing the plat, the developer shall determine the locations of the CRMWD
pipelines. If needed, the existing CRMWD easements shall be adjusted on the new
plat so that the existing pipelines are within the easement. District personnel shall be
notified prior to excavation of pipelines.
Our pipelines and easements carry certain restrictions prohibiting the construction of
habitable structures as well as other features designed to protect the pipelines. It is
also worth noting that the pipelines may be relatively shallow, which may impact
streets, drainage ways, pipelines or other improvements planned to cross the District’s
line. The developer shall determine the amount of cover existing over the pipelines to
determine their potential impact on planned improvements. All proposed crossing
utilities must cross under the pipeline with a minimum clearance of two feet and be
encased throughout the easement. District personnel shall be notified prior to
excavation of pipelines or any work on the easement.
In order to help ensure the integrity of these pipelines, CRMWD requests that a copy
of the proposed construction plans be provided for review. This review will allow
CRMWD the opportunity to provide comments prior to issuance of the final
construction plans and will help to make the construction process go smoother.

ECTOR COUNTY 911:
2023-96-P – Prosper Square should not have the “Square” street suffix.
Recommendation if for consideration to be given to assign Prosper Square a different
street suffix that more accurately describes what type of road it is (ex. Prosper
Avenue). The “square” street suffix is generally reserved for a roadway that has four
sides that join at ninety-degree corners to form a square shape around a structure.
Changing the street suffix would avoid any potential confusion or delays for emergency
response teams.
PUBLIC WORKS:
City utilities are existing.

Prosper Square (is it Drive or Street?) will be a city street. Submit plans for review and
acceptance.
Lots and blocks should be numbered consecutively with previous filings. No
