Election of Chairman for Planning and Zoning Commission; Mr. Peacock ask if we have a ballet or another way of electing. Ms. Connie Coots nominates Jimmy Peacock for Chairman, seconded by Commissioner Craig Stoker, with the vote being a unanimous “aye”. (Generally located on north side of W C R 122, approximately 1,700-feet east of Paseo La Estancia – Council District 2) Recommended Planning and Zoning Commission Action: ___X___ Approved ______ Deny ______Directional/Informational Detail of the Request: The owner is DJK, Inc., and the applicant is LCA. The purpose of the plat is to create five hundred and seventy-seven (577) single-family residential lots for ownership purposes. Current Zoning: FD, Future Development District, with an associated Zone Change in process (2024-04- Z). This request has been routed to all respective departments for internal review. The comments are below: PLANNING: Submit a revised plat to the Planning Manager for recordation showing: - Bankhead is a thru street, Lots 1 and 2, Block 3 will need to be removed. - PD allows for 40 ft. lot width, allow for properties with less than 40 ft. width to extend setback line further into lot until 40 ft. width is met. - Add correction to setback exhibit to indicate 20 ft. setback instead of 25 ft. - PD lot area requires 5,000 sq. ft. Revise plat to ensure each lot is a minimum of 5,000 sq. ft. - Provide a turnaround after every 600 ft. in length. - Provide Drill Site release. ECTOR COUNTY 911:. Submit a revised plat to the Planning Manager for recordation addressing Ector County 911 comments: - Dasher Court should be renamed to Blitzen Street. - Sven Street is similar in name to the existing 7th Street in the city of Odessa. - Melanie Lane is identical in name to the existing Melanie Lane in the city of Odessa. - Recommendation is for consideration to be given to rename Dasher Court to Blitzen Street so as not to have the street change names in the middle of an intersection. - Recommendation is for consideration to be given to assign a unique street name to the unnamed north-to-south street connecting Faline Lane and Blitzen Street on Page 1. - Also, recommendation is for consideration to be given to assign a unique street name to the unnamed east-to-west street connecting Faline Lane and Mission Boulevard on Page 2. - We take back our recommendation regarding renaming Melanie Lane. I had failed to see it was connected to the existing Melanie Lane. It should stay named Melanie Lane. (comment updated on 3/7/24 PUBLIC WORKS: - Water and sewer are available for extension. No prorate is due. - This tract is not in a special flood hazard area. - Drainage for this area needs to be thoroughly addressed prior to moving forward with this plat. Issues include drainage from the north, street flows, needed channelization through the site, flow routing, volume needed for the basin, sizes needed for drainage easements, interconnection of drainage basins along Bankhead, etc. - Why is Bankhead part of this plat? County will have to sign the plat since it's their property. - More connectivity to the west needs to be provided. Mission Blvd. is the only street connecting to the west. - Add a note: No direct access to Mission Boulevard. - Show the existing streets south of Bankhead. Connecting streets from the north may need to be adjusted to prevent offset intersections. - There is a drill site off of Bankhead. Requesting status of drill site. - Bambi and Melanie cross TXU right of way. Provide an access agreement from TXU allowing this access. - Water, sewer, paving & drainage plans need to be submitted and accepted prior to final plat. - An Improvements Agreement will be required. - Any work in the right of way or easements will require a permit from the Engineering Division and must comply with current City Ordinances and policies. - More comments may be forthcoming after further review. GIS: No comments. TxDOT: - This development does not abut a TxDOT facility, but I believe the ultimate drainage from this area does route to and across BI 20. Post-development drainage/runoff.should not exceed pre-development conditions. I believe Midland County also has a drainage study that includes this area to evaluate the drainage issues. Current Zoning: (LC) Light Commercial District and (FD) Future Development This request has been routed to all respective departments for internal review. The comments are below: PLANNING: - Tax Statement is required. - Submit for annexation if Bass Pro Shop Blvd. will be incorporated into the city. - Bass Pro Shop Blvd width needs to be shown on the plat. ECTOR COUNTY 911: - Recommendation is for consideration to be given to assign Bass Pro Shop Boulevard a different street suffix that more accurately describes the size of the street (ex. Bass Pro Shop Drive). The street suffix of Boulevard is traditionally reserved for major arterial roads. Keeping it Boulevard could cause confusion or delays for emergency response teams. PUBLIC WORKS: - Drainage report has been submitted and needs to be discussed. - Provide description of DJK property in West Terminal Addition. Ownership is not clear. - Additional signature blocks are needed: Kinder Morgan, RSS Rentals, DJK. - Correct Public Works signature block. - Submit Water & Sewer (if extended in the roadways, needs to be discussed), and Paving & Drainage plans for review and acceptance prior to filing the plat. - A portion of Dr. Emmitt Headlee Road, Crossbow Road, and Bass Pro Blvd. is not within the city limits. This should be annexed for City maintenance. - Any work in the right of way or easements will require a permit from the Engineering. - Division and must comply with current City Ordinances and policies.
