A moment of silence was observed. Proposed Joint Resolution 2015-4 recognizing the “Be A Friend Program” for servings as an invaluable resource to Ogden School District Junior High and High School Students A joint resolution regarding the Be A Friend Program came before the Council for consideration. Council member Stephens read the joint resolution, after which COUNCIL MEMBER STEPHENS MOVED TO APPROVE THE JOINT RESOLUTION. MOTION WAS SECONDED BY COUNCIL MEMBER GARNER, ALL VOTING AYE. Chair Hyer was not present when this vote was taken. Council member Stephens indicated that though the resolution has been written to apply to junior high and senior high students, he feels it applies to all youth and the Be A Friend Program should be a tool to them. He thanked Council staff, the Ogden School District, and the Police Department for giving students a vehicle by which to address bullying. He encouraged other communities to adopt similar resolutions to improve quality of life and safety for students. Council member Garner then presented the joint resolution to Joyce Wilson and Chris Zimmerman representing the Ogden School Board. Ms. Wilson stated safety is always one of the top priorities of the School Board and this tool will help to make students in the District feel much safer. Proposed Joint Resolution 2015-6 recognizing the Ogden High Mountain Bike Team for its exceptional performance at state A joint resolution regarding the Ogden High Mountain Bike Team came before the Council for consideration. Council member Blair read the joint resolution, after which COUNCIL MEMBER BLAIR MOVED TO APPROVE THE JOINT RESOLUTION. MOTION WAS SECONDED BY COUNCIL MEMBER GOCHNOUR, ALL VOTING AYE. Chair Hyer was not present when this vote was taken.  Council member Blair then presented the joint resolution to Ogden High Mountain Bike Team’s Head Coach Heather Williams. He noted Coach Williams was recently awarded the National Interscholastic Cycling (NIC) Association’s National Coach of the Year Award. This is the highest honor a NIC coach can receive and is awarded to one coach out of several hundred nationwide each year. Ms. Williams stated she and her team are very proud to accept this recognition; the sport has grown so fast in this area and she is extremely proud of her team for working so hard at their school work. She stated she is inspired by the team each year and she encouraged everyone to be a spectator at a future race to be inspired as well. Introduction of Boy Scouts Acting Chair White welcomed the following Boy Scouts present who were working on their Communications Merit Badge: Camden Anderson, Tyler Godfrey, Richard Humphries, Hunter Gilbertson, and Ty Swell. Joint Proclamation declaring February 8-15, 2015 as “Idle-free Week” in Ogden City A joint proclamation regarding Idle-free Week came before the Council for consideration. Council member Gochnour read the joint proclamation, after which COUNCIL MEMBER GOCHNOUR MOVED TO APPROVE THE JOINT PROCLAMATION. MOTION WAS SECONDED BY COUNCIL MEMBER WICKS, ALL VOTING AYE. Chair Hyer was not present when this vote was taken. Council member Gochnour stated Idle-free Week is in its third year in Ogden City; there is definitely growing awareness in the community as proven by Bank of Utah and Zion’s Bank posting notices in their drive thru window areas asking that their patrons ‘turn the key to be idle-free’. Weber State University has also erected signs asking people to “turn their key” because the campus is idle-free. The partnership the City has enjoyed with the Weber Morgan Health Department has helped to enhance awareness of the program. Council member Garner accepted the joint proclamation on behalf of the Weber Morgan Health Department Board of Directors. At this time, Council member Wicks left the meeting. Presentation of sunset report; and proposed Ordinance 2015-2 amending Section 3-16-5 of the Ogden Municipal Code to extend the sunset provision for the Ogden City Arts Committee to December 31, 2017 Christy McBride, Special Events and Arts Coordinator, and Teri Zenger, Co-Chair of the Ogden City Arts Committee, presented the sunset report for the Ogden City Arts Committee. Ms. Zenger reviewed the roster of Committee members and reviewed the Percent for Arts installations completed in Ogden between 2012 and 2014. She also reviewed grants for the past three years and noted that each year the Committee has been able to grant $50,000 to various organizations for a total of $150,000 spent towards arts in Ogden. The Committee was able to award Mayors awards to eight, six, and six recipients in 2012, 2013, and 214 respectively. The Committee is excited to begin working on the goals the have set for the next three years, which include:  Creating a master calendar for all Art Committee programs and functions  Being more active in promoting and supporting First Friday Art Stroll  Being more active in promoting and cross promotion of arts events and activities  Completing Ogden City Art Inventory  Completing Ogden City Art Master Plan  Establishing working sub-committees for programs and functions Ms. McBride noted that she and Ms. Zenger, on behalf of the Arts Committee, recommend that the City Council adopt the proposed ordinance to extend the sunset provision to allow the Arts Committee to continue through December 31, 2017. Acting Chair White introduced in writing proposed Ordinance 2015-2, entitled: “An ordinance of Ogden City, Utah, amending Section 3-16-5 of the Ogden Municipal Code to extend the sunset provision for the Ogden City Arts Committee to December 31, 2017; and by providing that this ordinance shall become effective immediately upon publication after final passage.” A copy of the proposed ordinance was deposited with the City Recorder and ordered that the City Recorder have at least one copy available for public inspection in her office during all business hours. ON A MOTION BY COUNCIL MEMBER GARNER AND SECONDED BY COUNCIL MEMBER STEPHENS, ORDINANCE WAS PASSED AND ADOPTED AS OGDEN CITY ORDINANCE 2015-2 AND ORDERED POSTED AS REQUIRED BY LAW UPON THE FOLLOWING ROLL CALL VOTE: VOTING AYE– COUNCIL MEMBERS BLAIR, GARNER, GOCHNOUR, AND ACTING CHAIR WHITE. VOTING NO – NONE. Council member Wicks and Chair Hyer were not present when this vote was taken. The Chair signed the ordinance as passed and adopted and the Chair’s signature was attested by the City Recorder. The authenticated ordinance was then filed with the City Recorder for transmittal to the Mayor for review and consideration. Council member Gochnour thanked and recognized the Arts Committee for everything they do to provide a great vibe in Ogden City. Council member Stephens stated the Arts Committee adds a great deal to the community and has set the standard high.  Council member Garner stated it is possible to see the influence of the Arts Committee all around the City. Acting Chair White stated that people notice the uniqueness of the arts installations in the City and those are the things that make them want to come back again and again. Consideration of appointments to the Ogden City Arts Committee A letter from Mayor Caldwell requesting consideration of the appointments of Alicia Washington, Kase Johnstun, and Jane Font to the Ogden City Arts Committee came before the Council for consideration. COUNCIL MEMBER GOCHNOUR MOVED TO APPROVE THE APPOINTMENTS OF ALICIA WASHINGTON AND KASE JOHNSTUN TO THE OGDEN CITY ARTS COMMITTEE, WITH THEIR TERMS TO EXPIRE JULY 13, 2018 AND JANE FONT, WITH HER TERM TO EXPIRE JULY 13, 2016. MOTION WAS SECONDED BY COUNCIL MEMBER GARNER, ALL VOTING AYE. Council member Wicks and Chair Hyer were not present when this vote was taken. Cancellation of Meetings Council Executive Director Cook explained that originally there was no business to be conducted at the February 17 and March 3, 2015 meetings and a suggestion was made to cancel those meetings. However, it has become apparent that there will be business to conduct on February 17, 2015 and he recommended that only the March 3, 2015 meeting be cancelled. COUNCIL MEMBER GOCHNOUR MOVED THAT THE REGULAR MEETING SCHEDULED TO BE HELD ON TUESDAY, MARCH 3, 2015 BE CANCELLED. MOTION WAS SECONDED BY COUNCIL MEMBER GARNER, ALL VOTING AYE. Council member Wicks and Chair Hyer were not present when this vote was taken. Proposed Joint Resolution 2015-5 adopting the 2014 Water Conservation Plan A memo from the Public Services Department came before the Council to consider a joint resolution adopting the 2014 Water Conservation Plan. The memo stated the purpose of this action is to update the 2009 Water Conservation Plan. A Water Conservation Plan is required by the State of Utah and an update is required every five years. This plan is required to be voted on by the agency's governing body. The 2014 Water Conservation Plan accounts for current efforts being used by Ogden City. It also outlines the future efforts that are planned. The plan is broken down into seven main sections. Each section contains information that provides background on the City's history with conservation and its plan going forward. These seven sections are: Introduction, History of Ogden's Water System, Description of Ogden and its Water System, Population Growth and Continual Water Conservation, Internal Conservation Measures, External Conservation Measures and Water Conservation Goals. Included in the Plan is an outline of ongoing measures, measures being developed and planned future measures. Many of these measures have been occurring for some time. The new water conservation coordinator has helped speed along the development of these measures. The memo concluded staff proposes the City Council adopt the 2014 update of the Water Conservation Plan and noted there will be no fiscal impact associated with the proposed adoption. Mr. Moffett noted residents can call the Water Utility Division of the City and make an appointment for an audit. The Water Conservation Specialist position is currently vacant, but will be filled soon and residents interesting in working with the Specialist to have an audit will be added to a waiting list. The program has been very well-received to date. Council member Stephens asked if additional measures can be taken relative to landscaping standards in order to improve water conservation. Mr. Moffett stated it would be a great idea to provide waterwise landscaping guidelines for new developments and existing homes. He noted he will work to provide a proposal regarding needed ordinance amendments in the future. Council member Stephens inquired as to the production of the water tanks constructed in the City in the last five to six years. Mr. Moffett stated the five-million gallon reservoir at 36th Street has proven very valuable in terms of meeting demands in different areas of the City because it provides an additional source of water. The pump station constructed nearby has also been very helpful. A new 350,000 gallon tank was also constructed in Taylor Canyon and it serves an area in the foothills that previously dealt with low water pressure. The tank is fed by the Taylor Canyon well, which was constructed at the same time. Two tanks were also constructed near 9th Street and they have proven to be very valuable in providing storage in the northern part of the City; they were also relied upon heavily during the Ogden Canyon waterline project. Council member Stephens stated he appreciates that the tanks are not visible. Mr. Moffett agreed. Council member Gochnour stated all the improvements that have occurred in the Water Utility Division over the past five to six years are remarkable and she thanked Mr. Moffett for his work. Mr. Moffett stated that he has an excellent staff and a great engineering team that has assisted in making great progress in the City. Acting Chair White called for a public hearing on proposed Resolution 2015-5, entitled: “A resolution of the Ogden City Mayor and the Ogden City Council adopting the 2014 Water Conservation Plan as required by Utah Code Section 73-10-32.” The City Recorder presented written notice of said hearing and affidavit of the publication in the Standard-Examiner on the 20th day of January, 2015, specifying the time and place of this meeting as the time and place when and where the proposed resolution would be given a public hearing and be considered for final passage. The proof of publication was accepted and filed. The proposed resolution was read by long title and all persons interested were given full and fair opportunity to be heard. There being no persons appearing to be heard, COUNCIL MEMBER GOCHNOUR MOVED THE PUBLIC HEARING BE CLOSED. THE MOTION WAS SECONDED BY COUNCIL MEMBER GARNER, ALL VOTING AYE. COUNCIL MEMBER BLAIR MOVED THE RESOLUTION BE ADOPTED, AND THE CHAIR BE AUTHORIZED TO SIGN THE SAME. MOTION WAS SECONDED BY COUNCIL MEMBER GARNER, WITH THE FOLLOWING ROLL CALL VOTE: VOTING AYE – COUNCIL MEMBERS BLAIR, GARNER, GOCHNOUR, STEPHENS, AND ACTING CHAIR WHITE. VOTING NO – NONE. Council member Wicks and Chair Hyer were not present when this vote was taken. Public Comments Sylvia Salsbury, 655 14th Street, stated she has been regularly attending County Commission meetings on Tuesday mornings and this month the Commission started the practice of opening their meetings with a prayer. She stated she would like to invite the Ogden City Council to follow that lead. It is important in preservation of liberties in this God-given land that we acknowledge Him and give Him thanks for the blessings that everyone has to live in this wonderful land and in this State and City and also to supplicate Him for guidance in the things that are done. She asked that the Council take her recommendation under consideration. Mayor Comments Mayor Caldwell referenced the recognitions that took place earlier in the meeting and stated that it is important to recognize all residents that volunteer their time and work with the youth; they are amazing people that are part of a very generous community. It is much easier and far more important to raise functional kids than it is to fix broken adults and the coaches and volunteers in the community are extremely important to the community youth. Council member Comments Council member Stephens echoed Mayor Caldwell’s comments and stated many of the local youth programs assist the City very well and provide a resource from which the City can draw strength from. Council member Gochnour reported the Sundance Film Festival is in town this week and there will be showings at the Egyptian Theater, which is one of the best venues in the Festival.
