Minutes of Joint Session of Council of Ogden City, Utah, February 10, 2015 Page Minutes of the Joint Study Session of the Ogden City Council, also acting as the Redevelopment Agency Board, held on Tuesday, February 10, 2015 at 5:34 p.m., in the Council Work Room on the third floor of the Municipal Building, 2549 Washington Boulevard, Ogden City, Weber County, Utah. Wicks (arrived at 5:35 p.m.) Council Executive Director Bill Cook Council Deputy Director Janene Eller-Smith Council Policy Analyst Glenn Symes Communications Manager Amy Sue Mabey Also present: Chief Administrative Officer Mark Johnson Community and Economic Development Department Director Tom Christopulos Community and Economic Development Department Deputy Manager Brandon Cooper Finance Manager Laurie Johnson City Engineer Justin Anderson Public Utilities Manager Kenton Moffett Deputy City Recorder Julia LaSeure The purpose of the Joint Study Session was to review agenda items for the Special City Council and Redevelopment Agency (RDA) meetings which begin at 6:00 p.m., and to discuss Council and Board business. City Council Agenda Review Council Executive Director Cook and other members of Council staff briefly reviewed the agenda for the meeting to begin at 6:00 p.m. RDA Agenda Review Board Administrator Cook and other members of Board staff briefly reviewed the agenda for the meeting scheduled to follow the special Council meeting. There was brief discussion regarding the manner in which the City will dispose of the railroad ties left in the Ogden Business Exchange Project Area. Board Member Gochnour mentioned the item on the agenda regarding the RDA Annual Report and noted the report indicates that many of the agreements that provide redevelopment money to areas in the downtown are expiring this year and next year. She asked about the Administration’s plan to compensate for those expirations. Community and Economic Development Deputy Manager Cooper stated he is not prepared to talk about those issues in depth tonight, but will be able to address that issue during upcoming RDA budget discussions. Council Business Mr. Cook reviewed the agenda for the work session scheduled to follow the Council and RDA meetings. He also briefly referenced items to be included on upcoming Council agendas. Council Calendar: Council Communications Manager Mabey briefly reviewed the Council calendar for the next several weeks. There was a brief focus on open house events scheduled for the Harrison Boulevard project, with City Engineer Anderson providing an overview of the goals of the open house events.
