Minutes of the Joint Study Session of the Ogden City Council, also acting as the Redevelopment Agency, held on
Tuesday, July 7, 2015 at 5:30 p.m., in the Council Work Room on the third floor of the Municipal Building, 2549 Washington
Boulevard, Ogden City, Weber County, Utah.

The purpose of the Joint Study Session is to discuss agenda items for the City Council and Special Redevelopment
Agency meetings, which begin at 6:00 p.m., to discuss a drought resiliency grant, and to discuss Council and Board business.
Council Agenda Review
Council Executive Director Cook and other members of Council staff briefly reviewed the items listed on the agenda for
the Council meeting scheduled to begin at 6:00 p.m.
There was a brief general discussion regarding the proposed budget opening to transfer $1 million in Business Depot
Ogden (BDO) lease revenues to the Redevelopment Agency (RDA) budget, with Council Deputy Director Eller-Smith noting that
Community and Economic Development staff has indicated that the transfer is necessary to show investors that the City is invested
in a particular project.
The Council and staff briefly focused on the agenda item dealing with amendments to the ordinance regulating road cuts
and patches. Council member Gochnour asked if City crews will be held to same standard of work as contractors who are cutting
into City roads. Mr. Anderson answered yes. Council member Wicks asked when the area near the intersection of 26th Street and
Van Buren will be repaired, to which Mr. Anderson answered next week.
Special Redevelopment Agency Agenda Review
Board Administrator Cook and other members of Board staff briefly reviewed the items listed on the agenda for the
special Redevelopment Agency meeting scheduled to follow the Council meeting.
Drought Resiliency Grant
Ms. Eller-Smith explained City Administration has forwarded a joint resolution to the Council which would support the
City’s application for $300,000 in grant funding from the U.S. Bureau of Reclamation. The grant funding is part of the Bureau’s
Drought Resiliency Grant Program and would be used in conjunction with the City’s Remote Meter Reading effort as identified in
Capital Improvement Plan (CIP) project WU069. The grant requires the City to pledge matching funds of up to $300,000. The
current CIP plan indicates funding for the Remote Meter Reading project at $500,000. This money qualifies as the City’s match. In
order to apply for the grant funds, the City Council and Mayor must approve a joint resolution showing support for the project and
identifying the pledged matching funds.
Council Business
Mr. Cook briefly reviewed the calendar of upcoming events as well as the schedule of Council meetings for the remainder
of July and for the month of August.

Notice is hereby given that the Ogden City Council, also acting as the Redevelopment
Agency, will meet in a joint study session on Tuesday, July 7, 2015 at 5:30 p.m., in the
Council Work Room, on the third floor of the Municipal Building, 2549 Washington
Boulevard, in Ogden City, Weber County, Utah.
The purpose of the joint study session is to discuss the agenda items for the City Council
and Special Redevelopment Agency meetings, which begin at 6:00 p.m., to discuss ***a
