Minutes of Regular Meeting of Council of Ogden City, Utah, August 18, 2015 Page Minutes of the Regular Meeting of the Ogden City Council held on Tuesday, August 18, 2015 at 6:02 p.m., in the Council Chambers on the third floor of the Municipal Building, 2549 Washington Boulevard, Ogden City, Weber County, Utah. Present: Chair Richard A. Hyer Vice Chair Marcia L. White Council members Bart E. Blair Neil K. Garner Caitlin K. Gochnour Doug Stephens Amy L. Buxton Comptroller Lisa Stout Fire Chief Mike Mathieu Planning Manager Greg Montgomery Deputy City Recorder Abbie Zampedri At the request of the Chair, all present stood and recited the Pledge of Allegiance led by Vice Chair White. Vice Chair White welcomed the following Boy Scouts present from Troop #225, who were working on their Citizenship in the Community and Communications Merit Badges: Tyler Hansen, Bryce Hansen, and Caleb Sears. A moment of silence was observed. Proposed Joint Resolution 2015-22 honoring Lincoln Elementary Principal Ross Lunceford for being named Utah’s 2015 National Distinguished Principal A joint resolution honoring Ross Lunceford for being named Utah’s 2015 National Distinguished Principal came before the Council for consideration. Council member Wicks read the joint resolution, after which COUNCIL MEMBER WICKS MOVED TO ADOPT THE JOINT RESOLUTION. MOTION WAS SECONDED BY COUNCIL MEMBER BLAIR, ALL VOTING AYE. Chair Hyer presented the joint resolution to Mr. Lunceford. Mr. Lunceford thanked the Mayor and Council for this recognition and stated that this will help to provide recognition for Ogden City schools and the work the entire District has been doing. He stated his goal is to always be the best. He wants local schools and students to be the best and it has been found that can be done even in the high poverty areas. He added that the next school year starts next Wednesday and he is very excited about another great year. He again thanked the Council for this great honor. Chair Hyer then recognized the Ogden School District Superintendent and members of the School Board in attendance. Proposed Joint Resolution 2015-23 honoring Ogden School District Counselor Jennifer Godin for being named Utah’s 2015 Elementary Counselor of the Year A joint resolution recognizing Jennifer Godin for being named Utah’s 2015 Elementary Counselor of the Year came before the Council for consideration. Council member Gochnour read the joint resolution, after which COUNCIL MEMBER GOCHNOUR MOVED TO ADOPT THE JOINT RESOLUTION. MOTION WAS SECONDED BY COUNCIL MEMBER GARNER, ALL VOTING AYE. Chair Hyer presented the resolution to Ms. Godin. Ms. Godin thanked the Mayor and Council for this recognition. She noted she would not choose to be working in any other District; she has always loved Ogden City schools, the students, and their families. She also thanked the principal of her school for all he has done to support her and the rest of the school’s staff. Approval of Minutes Council member Blair stated he had reviewed the minutes of the Regular Meeting of May 26, 2015 and found them to be accurate to the best of his recollection.  Council member Garner stated he had reviewed the minutes of the Work Session of May 26, 2015 and the Regular Meeting of June 2, 2015 and found them to be accurate to the best of his recollection. Council member Gochnour stated she had reviewed the minutes of the Work Session of June 11, 2015 and the Closed Session of May 26, 2015 and found them to be accurate to the best of her recollection. Council member Stephens stated he had reviewed the minutes of the Study Session of May 26, 2015 and found them to be accurate to the best of his recollection. Council member Wicks stated she had reviewed the minutes of the Work Session of June 9, 2015 and found them to be accurate to the best of her recollection. COUNCIL MEMBER WICKS THEN MOVED TO APPROVE THE MINUTES AS PRESENTED. MOTION WAS SECONDED BY COUNCIL MEMBER STEPHENS, ALL VOTING AYE. Consideration of reappointments and appointments to the Ogden City Arts Committee A letter from Mayor Caldwell requesting consideration of the re-appointments of Scott Patria, Debra Muller, Bryan Smith, Teri Zenger, Sheila Favero, and the appointments of Russ Adams, R. Brandon Long, and Shane Osguthorpe to the Ogden City Arts Committee came before the Council for consideration. COUNCIL MEMBER GARNER MOVED TO APPROVE THE RE-APPOINTMENTS OF SCOTT PATIRA, DEBRA MULLER, BRYAN SMITH, TERI ZENGER, SHEILA FAVERO WITH THEIR TERMS TO EXPIRE JULY 13, 2019, AND THE APPOINTMENTS OF RUSS ADAMS, R. BRANDON LONG, AND SHANE OSGUTHORPE WITH THEIR TERMS TO EXPIRE JULY 13, 2016 AND JULY 13, 2017 RESPECTIVELY TO THE OGDEN CITY ARTS COMMITTEE. MOTION WAS SECONDED BY COUNCIL MEMBER STEPHENS, ALL VOTING AYE. Consideration of appointment to the Ogden Parks and Recreation Advisory Committee A letter from Mayor Caldwell requesting consideration of the appointment of Matt Spencer to the Ogden Parks and Recreation Advisory Committee came before the Council for consideration. COUNCIL MEMBER GARNER MOVED TO APPROVE THE APPOINTMENT OF MATT SPENCER TO THE OGDEN PARKS AND RECREATION ADVISORY COMMITTEE, WITH HIS TERM TO EXPIRE MARCH 30, 2017. MOTION WAS SECONDED BY COUNCIL MEMBER STEPHENS, ALL VOTING AYE. Proposed Ordinance 2015-38 amending the budget for the fiscal year July 1, 2015 to June 30, 2016 by increasing the anticipated revenues for a gross increase of $1,234,254 A memo from the Fire Chief regarding funding for Fire Station #3 came before the Council for consideration. The memo stated Capital Improvement Plan (CIP) Project Station #3 was projected to cost $2,636,100. This projection was based on estimates of similarly built fire stations as recent as 3-5 years ago in this area. This estimate was for design, construction, and furnishings. Bids from responsive contractors to award this work have come in close to $3,100,000 for construction without architectural services of $110,000. This does not include any funding for other ancillary costs, furnishings, or contingency. This is a budget opening request for additional funding of $611,017 and the re-appropriation of the $128,985 balance from the remodel of station #2 CIP for a total of $740,002 to complete the project. Chair Hyer then introduced in writing proposed Ordinance 2015-38, entitled: “An ordinance of Ogden City amending the budget for the Fiscal Year July 1, 2015 to June 30, 2016 by increasing the anticipated revenues for a gross increase of $1,234,254 from sources as detailed in the body of his ordinance; and increasing the appropriations for a gross increase of $1,234,254 as detailed in the body of this ordinance; and providing that this ordinance shall become effective immediately upon posting after final passage.” A copy of the proposed ordinance was deposited with the Deputy City Recorder and ordered that the City Recorder have at least one copy available for public inspection in her office during all business hours. The proposed ordinance was then read by long title. COUNCIL MEMBER GARNER MOVED A PUBLIC HEARING ON THE PROPOSED ORDINANCE BE HELD IN THE CITY COUNCIL CHAMBERS ON SEPTEMBER 1, 2015, DURING THE CITY COUNCIL MEETING TO BE HELD AT 6:00 P.M. AND THAT THE CITY RECORDER BE DIRECTED TO PROVIDE NOTICE AS REQUIRED BY LAW. MOTION WAS SECONDED BY COUNCIL MEMBER STEPHENS, ALL VOTING AYE. Public Comments Diane Stern of the Ogden City Arts Committee stated she was happy to recommend the appointments and re-appointments to the Committee. She is eager to welcome new members Russ Adams, Brandon Long, and Shane Osguthorpe. She briefly reviewed the professional background of these individuals and stated they have much offer to the Committee and the community. Mayor Comments Mayor Caldwell expressed his gratitude to those willing to volunteer their time, energy, and resources to make committees in Ogden successful; this is what makes Ogden unique and special as well as one of the better places to live in the United States. He then reported that all major counties along the Wasatch Front agreed to support a ballot issue regarding the local option transportation tax and he thinks that is a great thing. He stated he has two children that will start school next week and he wanted to thank the school administrators and teachers as well as the School Board. They do a great job and it is not possible to thank them enough for the love and energy they put into their craft. Council member Comments Council member Garner stated he had a great opportunity to work with the Catholic Community Services on their back to school backpack drive and he is grateful for the members of the community that take the time to think about those that may be less privileged than themselves and donate to worthy causes. There being no further business to come before the Council, COUNCIL MEMBER GOCHNOUR MOVED THE MEETING ADJOURN AT 6:24 P.M.
