Buxton Public Services Director Jay Lowder Finance Manager/Comptroller Lisa Stout Deputy Finance Manager Camille Cook Recreation Manager Edd Bridge Community and Economic Development Deputy Manager Brandon Cooper Human Resources Manager Shawn Choate Planning Manager Greg Montgomery Deputy City Recorder Abbie Zampedri The purpose of the Joint Study Session is to review the South River Development Agreement Amendment, to review agenda items for the Redevelopment Agency and Special City Council meetings, which begin at 6:00 p.m., and to discuss Board and Council Business. Agenda Review Board Administrator Cook and other members of Board staff briefly reviewed the items listed on the regular Redevelopment Agency and Special City Council meetings. Mr. Cook also reviewed the items listed on the agenda for the Council Work Session meeting scheduled to follow the meetings. Council Business Mr. Cook reviewed the Council calendar for the remainder of the month of December, with a brief focus on items listed on meeting agendas for December 15, 2015. South River Development Agreement Amendment Planning Manager Montgomery explained the developer, South River, LLC, has submitted a proposal to amend the mixed use zone development agreement for the Townhomes at South River. The amendments are specific to three elements of the plan. The first is a change to the site plan. The change would amend the placement and type of townhomes to be constructed in phase four. The “L” shaped townhome floorplan was approved with the second amendment to the development agreement approved by the Board in April of 2015. The proposal would incorporate the “L” shaped townhome into phase four of the plan. The second change is related to the “L” townhome, to the floorplan of the unit and the exterior of the unit. Due to the changes in the floorplan, some exterior features need to be amended to accommodate additional exterior wall space. The amendment would add exterior features to the “L” shaped unit to break up the extended wall surface. The last change to the agreement is specific to the landscaping plan and would add benches to the landscaping along the curved walkway. Mr. Montgomery reviewed the site plan and highlighted the amendments to the building layout that are being proposed. The front and rear appearances of the buildings have changed to accommodate new spaces for mechanical equipment and storage.  Vice Chair White asked if the amendment will increase the number of units at the development. Mr. Montgomery stated it will increase the number of units by one, but the square footage of other units will increase. Board member Stephens inquired if the units on Park Boulevard consist of two levels. Mr. Montgomery noted they actually consist of three levels. He added the developer will be present at the meeting and can address any additional questions the Board may have.
