OGDEN CITY CENTRAL BUSINESS DISTRICT SPECIAL ASSESSMENT AREA NO. 3
June 1, 2016 – 4:00 P.M.

Chair Blair read the following statement:
“The minutes should show that this is the time, date and place set for the second Board of Equalization
hearing regarding the proposed Ogden City Central Business District Special Assessment Area No. 3 (the
“Assessment Area”) conducted by the Ogden City Board of Equalization on Wednesday, June 1, 2016 at
4:00 p.m. on the 3rd Floor of the Ogden City Municipal Building, 2549 Washington Boulevard, Ogden,
Utah. The Ogden City Board of Equalization was duly appointed by the Ogden City Council on April 26,
2016 pursuant to Resolution 2016-12. The purposes of this and the two other public hearings, the first such
hearing was held yesterday on May 31, 2016, and the third and final hearing will be held tomorrow on June
2, 2016, at 4:00 p.m., which purposes are set forth in Section 11-42-403 of the Assessment Area Act, are to:
Hear arguments from any person who claims to be aggrieved, including arguments relating to:
a. the amount of benefits accruing to a tract, block, lot, or parcel of property in the assessment
area; or
b. the amount of the proposed assessment against the tract, block, lot, or parcel.
The related Certificates of Mailing and Proof of Publication, etc., will be made part of the public hearing
record.”
Chair Blair then stated those who wish to address the Board regarding the Special Assessment Area may do so at
this time.

Mr. Fischer requested information regarding the uses of the Assessment, after which Chair Blair read a list of
programs, activities and events that the Assessment supports. He expressed his overall support of the Assessment.
Mr. Fischer then asked if the flowers/beautification of 25th Street is part of the Assessment. Kim Bowsher,
Downtown Alliance, stated that it is separate.
No further persons came forward to be heard, Board member Stephens moved the public hearing be closed. Board
member Nadolski seconded the motion. Chair Blair pointed out this meeting ran the full hour and ended at 5:00 p.m.
BOARD MEMBER STEPHENS MOVED THE MEETING BE ADJOURNED AT 5:00 P.M. MOTION
SECONDED BY BOARD MEMBER NADOLSKI, ALL VOTING AYE.
