a. Carol Brockman. Recognizing Carol Brockman for dedicating her life to service that has vastly improved
our community and helped shape Ogden into what it is today.
5. Common Consent (voice vote):
a. Proposed Mid-Year Fee Amendments – Security Alarms. Proposed Ordinance 2016-64 amending the
requirements and fees for security alarm permits and false alarm calls that request a police response.
(Public hearing set for January 3, 2017, vote: 7-0)
b. Proposed Mid-Year Fee Amendments – Fee Schedule. Proposed Ordinance 2016-65 amending the
general fee schedule to include security alarm fees and modify the returned check fee. (Public hearing set
for January 3, 2017, vote: 7-0)
6. Request to be on the Agenda:
a. FY2016 Financial Audit Report. Presentation of the Comprehensive Annual Financial Report (CAFR) and
Audit Report for Fiscal Year 2016. (Report accepted for review, vote: 7-0)
7. Public Hearing:
a. Street Vacation of a portion of Childs Avenue. Proposed Ordinance 2016-62 vacating a portion of Childs
Avenue north of 27th Street. (Ordinance adopted, vote: 7-0)
8. Reports from the Planning Commission:
a. Vacation Rentals: (Reconsideration from December 13, 2016)
i. Introduction.
ii. Council deliberation.
iii. Accept public input.
iv. Consideration of proposed Ordinance 2016-63 with Option 1 OR Option 2:
1. Option 1: Allow short-term residential vacation rentals in multi-family zones as either owner-
occupied rentals or non-owner occupied rentals if all permits and requirements are met and in
limited cases in single-family zones where a unit reduction incentive is used. OR
2. Option 2: Allow short-term residential vacation rentals in multi-family zones as owner-occupied or
non-owner occupied rentals if all permits and requirements are met and allow short-term residential
vacation rentals in single-family zones if they are owner-occupied rentals.

v. Proposed Ordinance 2016-63 regarding short-term residential vacation rentals. The Council may:
1. Adopt ordinance with Option 1;
2. Adopt ordinance with Option 2;
3. Deny both options; or
4. Table the proposal for further study/changes.
(Ordinance with Option 2 adopted, vote: 6-1; Motion approved to direct Council staff to further
investigate the possibility of incorporating public recommendations into the adopted ordinance, vote: 7-
0)
9. Public Hearing:
a. Residential Vacation Rental Fees. Proposed Ordinance 2016-61 to revise and establish business
licensing fees and carbon monoxide detector requirements for Residential Vacation Rentals. (Ordinance
adopted, vote: 6-1)
10. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To
be considerate of everyone at this meeting, public comments will be limited to three minutes per
person. Participants are to state their name and address for the record. Comments which cannot be made
within these limits should be submitted in writing to the City Council Office (citycouncil@ogdencity.com).
The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining
to an agenda item that includes a public hearing or public input should be given during the meeting as that item
is discussed.
