The purpose of the joint work session includes presentations and discussions regarding:
Agenda review for the Redevelopment Agency and Special City Council meetings;
Southeast Ogden Accessory Dwelling Unit Amendment;
Community and Economic Development – Minicozzi Report;
Board/Council business; and
Board/Council comments.
Any items not fully addressed prior to the Redevelopment Agency and
Special City Council meetings, which begin at 6:00 p.m.,
may be addressed immediately following that meeting.

5. Public Hearing:
a. Adams Community Reinvestment Project Area:
i. Draft Plan and Budget. Proposed Resolution 2017-11 approving the Community Reinvestment Project Area
Plan and Budget. (Adopt/not adopt resolution – roll call vote)
ii. Interlocal Agreements:
1. Ogden City School District. Proposed Resolution 2018-1 approving an interlocal agreement with Ogden
City School District authorizing tax increment sharing. (Approve/not approve resolution – roll call vote)
2. Ogden City. Proposed Resolution 2018-2 approving an interlocal agreement with Ogden City authorizing
tax increment sharing. (Approve/not approve resolution – roll call vote)

6. Public Comments. This is an opportunity to address the Board regarding concerns or ideas on any topic. To be
considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are
to state their name for the record. Comments, which cannot be made within these limits, should be submitted in writing
to the City Council Office (citycouncil@ogdencity.com).
The Board encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an
agenda item that includes a public hearing or public input should be given during the meeting as that item is discussed.

2. Recognition: (voice vote)
a. Martin Luther King, Jr. Day of Service. Proposed joint proclamation recognizing January 15, 2018 as “Martin Luther
King, Jr. Day of Service” in Ogden City. (Approve/not approve joint proclamation)
3. Request to be on the Agenda:
a. Hof Christmas Village Cottage Donation. Bill Bennet from Alcso, Inc. will review progress on Hof Christmas Village
Cottage and present a check to the City to cover construction materials. Tyler Hollon and Gary Wolmack from
Wadman Corporation, who have donated supplies and labor, and Mark Hilles from Mountain West Architecture,
who, with the assistance of Sarah Carr, completed the design and construction drawings will also be present. (No
action)
4. Approval of Minutes:
a. Closed executive session of October 10, 2017 – Council member Lopez
5. Reports from Administration:
a. Adams Community Reinvestment Project Area:
i. Plan. Proposed Ordinance 2018-1 adopting the Adams Community Reinvestment Project Area Plan dated
January 9, 2018. (Adopt/not adopt ordinance – roll call vote)
ii. Interlocal Agreement with Ogden City. Proposed Resolution 2018-1 approving an interlocal agreement with
Ogden City authorizing tax increment sharing. (Approve/not approve resolution – roll call vote)
6. New Business:
a. 2018 Recreation, Arts, Museum, and Parks (RAMP) Projects. Proposed Resolution 2018- 2 establishing City Council
funding priorities for RAMP tax grant funding. (Approve/not approve resolution– voice vote)

Continuation of Joint Work Session if Necessary
Public meetings may be held electronically in accordance with Utah Code Annotated 52-4-207 to allow Council members to participate
via teleconference. The anchor location for the meeting shall be on the 3rd Floor of the Ogden Municipal Building, 2549 Washington
Blvd., Ogden Utah.
