The purpose of the joint work session includes presentations and discussions regarding:
Agenda review for the Special City Council and Special Redevelopment Agency meetings;
Council/Board Training;
o Preventing Harassment and Discrimination
o Cyber Liability
Waste Transfer Station Zone Text Amendment;
Council/Board business; and
Council/Board comments.
Any items not fully addressed prior to the Special City Council and Special Redevelopment Agency meetings,
which begin at 6:00 p.m., may be addressed immediately following those meetings.

3. Common Consent: (Voice vote)
a. Native American Heritage Month. Joint Proclamation declaring November 2018 “Native American Heritage Month”
in Ogden City. (Adopt joint proclamation)
b. Board of Zoning Adjustments. Consideration of the reappointment of Stephanie Nix and Dustin Chapman and the
appointment of Judy Elsley and Eric Bernkopf to the Ogden City Board of Zoning Adjustments. (Approve
reappointments/appointments)
c. Christmas Village Committee. Consideration of the appointment of Jacob Chadwick to the Christmas Village
Committee. (Approve appointment)
d. Housing Affordability. Joint Resolution 2018-7 regarding housing affordability and Utah’s housing needs. (Adopt
joint resolution)

4. Reports from Planning Commission:
a. Proposed Rezone at 424 Washington Boulevard. Proposed Ordinance 2018-29 amending the Zoning Map of Ogden
City by reclassifying property located at 424 North Washington Boulevard as Community Commercial Conditional
Overlay Zone (C2/CO). (Receive public input; adopt/not adopt ordinance – roll call vote)
b. Mountain View Community Plan amendment and rezone of property at 18th Street and Washington Boulevard:
i. Presentation;
ii. Receive public input;
1. Proposed Ordinance 2018-30 amending the City’s General Plan by amending the Mountain View
Community Plan to allow limited commercial use on the southwest corner of 18th Street and Washington
Boulevard. (Adopt/not adopt ordinance – roll call vote)
2. Proposed Ordinance 2018-31 amending the Zoning Map of Ogden City to reclassify 1825 Washington
Boulevard as Community Commercial Zone/Conditional Overlay Zone (C2/CO). (Adopt/not adopt
ordinance – roll call vote)
5. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be
considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are
to state their name for the record. Comments, which cannot be made within these limits, should be submitted in writing
to the City Council Office (citycouncil@ogdencity.com).
The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an
agenda item that includes a public hearing or public input should be given during the meeting as that item is discussed.

a. Participation and Incentive Agreement with 2461 Adams Avenue, LLC (Peery Apartments). Proposed Resolution
2018-10 approving the Executive Director to execute a participation and incentive agreement with 2461 Adams
Avenue, LLC for the renovation of the Peery Apartment Building into residential dwelling units. (Receive public
input; Adopt/not adopt resolution – roll call vote)
3. Public Comments. This is an opportunity to address the Board regarding concerns or ideas on any topic. To be
considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are

Continuation of Joint Work Session if Necessary
Public meetings may be held electronically in accordance with Utah Code Annotated 52-4-207 to allow Council/Board members to
participate via teleconference. The anchor location for the meeting shall be on the 3rd Floor of the Ogden Municipal Building, 2549
Washington Blvd., Ogden Utah.
