New Business • Reading of Recommendation Letter to the Mayor and City Council – Sabrina Lee  Sabrina Lee read the final draft of the recommendation letter. • Committee Discussion Recommendation Letter  Committee had an open discussion about the letter and no edits were made from this discussion. • VCBO Presentation of Design Concepts – Brent Tippet  3 rough design concepts were presented by VCBO, the committee provided feedback to VCBO and discussed the design aspects and what these designs offered regarding programming and community space. White Advisory Committee 222 28th St Ogden, Utah 84403 June 7th, 2021 Mayor Caldwell, Ogden City Council and Community 2549 Washington Boulevard Suite 340 Ogden, UT 84401 Mayor, Ogden City Council and Community, As the Marshall N. White Center Advisory Committee, on behalf of the greater Ogden community, affiliated committees, stakeholders, and in conjunction with VCBO Architecture, it is with great honor that we have been given this opportunity to provide you with a letter of recommendation and concept design regarding the future development of the Marshall N. White Community Center located at 222 28th St, Ogden UT 84401. The members of the Marshall N. White Center Advisory Committee have been tasked with assisting VCBO Architecture in constructing a facility analysis by acting as a representative for Ogden and the surrounding community. To ensure that our recommendation accurately reflects the point-of-view of all participating individuals, as well as partnering committees that serve to support and advocate for the needs of all, a comprehensive survey was given to the Ogden City residents and surrounding areas during the month of February 2021. Stakeholder meetings of vested interest groups were also interviewed by VCBO Architecture to fully understand the needs of the community in regard to the Marshall N. White Center. The Marshall N. White Center Advisory Committee would like to recommend, based on the community survey, the following design features for the redevelopment concepts. We wish to accommodate the wide range of needs and desires the community voiced in the survey and to preserve the legacy of the Marshall N. White Center. We understand there are a variety of topics the community has voiced; we feel it is important to do our best to provide the best quality recommendation that will fill their needs and continue to be a support to our community. We recommend that each space is developed for multi- functional use as much as possible, and that we keep providing affordable pricing for the different programs and events within the center. Safety We recommend in the development of the Marshall White Center that we provide a safe area for families to bring their children. The center has always been a place where children and families are able to go and spend time with one another while developing healthy lifestyles. We need to make sure the center is safe and secure with updated systems and space. This would include adequate parking space for patrons, lighting within the parking lots and surrounding area, security cameras, and regular patrol units. Legacy Design We recommend that the center keep true to its history in reflection of Marshall N. White and his legacy in the community. We need to keep the spirit of the purpose of the center alive with a welcoming atmosphere which embraces the Ogden arts and natural beauty that surrounds us in our county. We also would like to propose that a designated memorial space be considered within the renovation plans for the Marshall N. White Center. The memorial space will be dedicated to the legacy of Marshall N. White in addition to telling the story of the center. Honoring Marshall N. White’s legacy will ensure that future generations will know his legacy and the impact that he had in this community. Designating a space will also be a way of respecting his contribution to Ogden while providing his family a way to commemorate him. The legacy subcommittee is in the process of interviewing relatives, friend, and possible acquaintances of Marshall N. White to understand his legacy and the importance of the center today. We will ensure that this information will be taken into consideration when making our final recommendation. Sports/Recreation Programs We recommend in providing two gymnasiums for supporting the various sport and recreational activities already available at the center, and for new/future programs. These gymnasiums will support activities such as basketball, fitness classes, soccer, pickleball, and volleyball. We also recommend health and wellness space to provide popular activities for weightlifting, cardio, and a walking/jogging track. We recommend that each space is developed so that it will be used in a multifunctional manner, providing for sport/recreation programming as well as community events. Community Events/Programing We recommend that the center provides access to dedicated meeting spaces to be able to hold large community events, private events, local tournaments, and charity functions. The center has always provided this type of space for community use, and we want these spaces to continue to be provided to our community. For the larger spaces, and to continue with multi- functional use, we recommend the large spaces, such as gyms, have dividers to break the rooms into separate areas for multiple events/uses at once. The committee recommends that smaller space rooms used for programs and community entities include adequate features. These smaller rooms will be used for the class programs, continuing education, and computers for use by the community. These areas would be able to have sink access and become versatile in what classes could be provided through the center. Allowing existing programming to be provided to more people and designed to accommodate new programs. These spaces should be large enough to hold community gatherings up to 25 people. Swimming or Aquatic Programs We recommend in providing space for lap swimming and areas for classes in learning to swim. A pool was provided to the community once before, and the community would like to see an aquatic feature at the Center again. We would like to have space for a zero-level entry/splash pad for children to have better access to entering the pool. Fitness Studios The Committee recommends studios (fitness classroom) spaces with proper flooring and wall paneling or mirrors to provide various changeable programs which have also been popular in the community and survey such as: boxing, martial arts, theater, choir, dance, tumbling and fitness classes. These spaces will need to be large enough to accommodate the movement of people and be multifunctional to provide different classes from the same space. We would like to be able to keep providing programs that have been popular within the community such as theater, music, and dance. These spaces should be designed with that in mind. Other Spaces We would like the Center to provide access to everyone in the community. We want anyone who enters the Center to feel included and accepted. We want to make sure it will provide access to those with disabilities to the different areas of the center and all programs offered. For example, a swing for those in a wheelchair to access and use the pool. We also recommend a space dedicated for those with autism. This will be a center where children to senior citizens will be able to come and enjoy our community. We give these recommendations and the attached concept design with much thought and support through the community’s feedback. We continue to strive for the best possible outcomes that support our community and its needs. Thank you for your time and consideration of this recommendation.
