Welcome. 2. Roll Call. 2.1. Approval of minutes from 4/14/2021, 5/12/2021 and 6/9/2021. a. There was not a quorum to approve – moved to August meeting. 3. New Business. 3.1. Commissioner check-in (Chair Shinoda – 10 minutes). a. Brief conversation was held among commissioners. 3.2. Speaker - Youth Impact – (Juan Martinez and Pete Martinez - 15 minutes) a. Pete Martinez and Juan Martinez presented on their summer programing which involves 120 children ages 5-17. Youth Impact offers transportation to the center, breakfast, lunch and activities (movies, swimming pools, sports, welding, splash pads, community service, culinary training). During the school year Youth Impact brings children from 31 schools to the center to help them with homework, mentor  them, provide a warm meal and take them home. The center offers a STEM and arts/crafts room. Youth Impact has nine vans for transportation and they host a food pantry averaging 40 boxes of food a week for families to pick up. They partner with Workforce Services and Weber Human Services to provide workshops on resume writing, housing applications, substance abuse and parenting. Weber County is the target group of which 80 percent of the kids are from Ogden. b. CJ Hernandez and Commissioner Szalay asked how people find out about the program, how participants are selected and how they work with similar organizations like Boys and Girls Club. Commissioner Bernal asked if they accommodate disabled and LGBTQ+ youth and how the commission can help. Commissioner Shinoda asked what families pay for the services. c. Youth Impact receives referrals through Youth Futures, YCC, Lantern House, Weber Human Services, schools and word of mouth. They do accommodate for LGBTQ+ and disabled youth and teach anti-bullying. They could use the commission’s help on fundraising (gala, golf tournament, car show, chili cook off). There is zero cost to participants as they receive donations and community support. Youth Impact coordinates with other organizations and focuses on the most disadvantaged groups. 3.3. Don Rimx Murals (Christy McBride and Lorie Buckley Ogden ACE– 10 minutes) a. ACE support Youth Impact with arts grants (welding and street art programs). b. Lorie provided a summary of the public art process and how the funding works. This project started in 2018, through the suggestion form on the Arts webpage. Once the grant was approved, there was a public art call through www.entry.org. They received 154 submissions from across the US and one from China and Australia. Commissioner Knuth and Viviana Felix sat on the review panel – reviewed, scored and graded the submission. The panel looked at past work, letter of interest, qualifications, diversity and community. c. David “Don Rimx” Sepulveda stood out. He quizzed community member through public input discussions. He then provided five mural suggestions based on a timeline starting with Native Americans (with Shoshone approval). The second  panel showed workers – immigrants (Chinese, Mexican, African Americans). The third panel is the train representing “Junction City”. The fourth “rodeo” mural is a nod to the people today, while the last panel is Joe MacQueen representing Ogden’s musical culture. Don did limited hand signed mural prints; ten percent of proceeds go toward advancing arts. d. ACE will forward public links for the OCA interview to the commission and requested ideas for public art. 3.4. Ride along with Ogden City Police (CJ Hernandez and Diana Lopez– 10 minutes) a. CJ provided a read out of her July 1 OPD ride along. She explained the types of shifts patrol officer work, their average wage, highlights of the work and challenging calls to include homicides in a homeless camp and being dragged at 60 miles an hour by a car. She explained how the calls are prioritized and how officers respond depending upon area and experience. CJ mentioned to contact Diana Lopez to schedule a ride along. b. Commissioner Bernal asked who can ride along and if they are vetted. Commissioner Szalay asked if the commission could do a video story about what it is like to be a police officer to share on the commission’s Facebook page. c. Diana answered that they are selective and do background checks, no minors. She will check with Chief Young about the interview idea. 3.5. Vaccination messaging – present Ogden’s “pop-up” clinics (Management Services Director Mara Brown – 5 minutes) a. Mara summarized Ogden City’s efforts to offer vaccination clinics. Ogden city employees, friends and families have had opportunities for shots. Pop up clinics include West Ogden, the church at 3755 Porter, Pioneer Days, and the Marshall White Center. McKay Dee is providing shots during the farmer’s market on Saturday as well. No insurance, ID or appointment is needed. Pfizer vaccinations are available for people ages twelve and older. Weber-Morgan Health Department has information on its website in English and Spanish.  b. Commissioner Szalay suggested providing a beer at a Raptor game with a vaccination card and asked if we have an open forum to discuss hesitancy and disinformation, perhaps with Commission sponsorship. c. Diana Lopez offered up a contact for the Raptors for collaboration. Commissioner Shinoda offered to film a spot in Spanish to share. 3.6. Event read out – Juneteenth (Commissioner Szalay – 10 minutes). a. Commissioner Szalay shared a slideshow of event photos. He suggested that the black history museum bus should come back to Ogden. The music was stunning, but it was a small audience. Commissioner Szalay interviewed people about how the Marshall White center affected their lives. 3.7. Upcoming events – Ogden Pride (8/1), Ogden’s Night Out Against Crime (8/3) (Commissioner Szalay, CJ Hernandez and Diana Lopez– 15 minutes). a. Commissioner Szalay emphasized that we need more representation from the Commissioners for tabling. He will create fliers and look into having more exhibits at the table to draw people in. Commissioner Bernal signaled her participation at Pride and Ogden’s Night Out events. b. Diana Lopez mentioned that the flier for Ogden’s Night Out Against Crime is out. The event is August 3, from 5:30-8:00 at the Ogden amphitheater and will focus on improving relationships between the community and law enforcement. Police department representatives will include traffic, detectives, victim’s assistance, strike force and the gang unit. Non-profits and community resources will host booths. There will be free food and drinks and no vendors are allowed. c. Commissioner Szalay raised concerns about the “blue lives matter” flags on the Facebook page and how they may turn off some of the public and questioned if people may be carrying guns at the event. Diana responded that NAACP and BLM are invited and that the picture has been switched out on Facebook. She also mentioned that they haven’t had gun issue at this event in the past. 3.8. Messaging strategy - Talking points/fliers/staffing tables  a. Commissioner Szalay asked if fliers have to be approved by legal. Mara answered that we just need to follow the purchasing policy and we should be within city branding to make sure it is consistent. b. CJ asked is it might be time to do another an assessment from Diversity Commission’s originating group (20-40 people) to see if we are hitting the mark. Mara gave the history of the 16 groups that provided input to formulate the commission which replaced the former multicultural advisory committee. This could be an opportunity to share yearly reports and give an update. c. Commissioner Shinoda mentioned that in the past we had a community dinner in 2018 and suggested a survey and telephone calls. Mara recommended taking a few approaches to include an in-person discussion hosted in the community, perhaps at OTECH. 3.9. Monthly meetings – stay virtual, start a hybrid, or hold in person a. Commissioner Szalay favored in person but want to know that we are all vaccinated. Commissioner Shinoda recommended a hybrid approach for August’s meeting and to move the time to 4:30 p.m. 4. Old Business. 4.1. New Commissioners and onboarding (CJ Hernandez – 5 minutes) a. CJ discussed that Shardae Jones and Kari Harbath were selected from the three candidates offered by the Nomination Committee. Both have been notified and the names have been forwarded for City Council approval, hopefully in August. 4.2 Rules Committee update (Commissioner Darby – 5 minutes). a. Not able to provide an update due to excused absence. 4.3 Strategy plan implementation and status a. CJ will send the 2020-2021 strategy plan out again to the commissions for review and discussion. 5. Comments: 5.1. Commission Staff. – CJ offered that the onboarding process has been welcoming. 5.2. Commission Members. – a. Commissioner Bernal thanked Mara for acknowledging Ms. Gillespie’s funeral.  b. Commissioner Szalay mentioned that Kari Harbath will be a great asset. c. Commissioner Shinoda updated that last night the city council approve Chief Little Soldier Way (part of 2nd street). 5.3.
