Minutes of Work Session of the Ogden City Landmarks Commission January 18, 2024 Page 1 Minutes of the Work Session of the Ogden City Landmarks Commission held on Thursday, January 18, 2024, at 5:08pm, in Room 310 and via electronic means on the third floor of the Municipal Building, 2549 Washington Boulevard, Ogden City, Weber County, Utah. Members Present: Mary McMillen, Chair Sarah Langsdon, Vice Chair Judy Mitchell Tom Moore Tony Pantone (via zoom) Mandy Shale Sue Wilkerson Members Excused: Carver Shaw James Wilson Staff Present: Barton Brierley, Planning Manager Brandon Rypien, Senior Panner Haylie Hale, Planner Marqae Martinson, Administrative Assistant II James Tanner, Assistant City Attorney Proposals for 2024-2025 CLG Grant Mr. Brandon Rypien explained that CLG Grants are offered through the Utah State Historic Preservation Office (SHPO) and are available to cities that are CLGs (Certified Local Governments). He explained the process for applying for the grant, stating that a 50/50 match is required. The city received a CLG grant in 2021-2022, which was used to do the reconnaissance survey for the proposed Marilyn Drive Historic District. Because most of the homes in that area came back as historically significant, and were built prior to 1950, the city would like to move forward with adding it to the local register. Chair McMillen added that when the time comes to add Marilyn Drive to the register that the Commission will need to verify that the homes haven’t had changes that have made them noncontributing. Mr. Rypien reviewed recent changes made by the state legislature regarding how cities may regulate building design elements. Commissioner Langsdon requested more information about why the city was denied the CLG grant. Responding that no explanation was given, Mr. Rypien added that, in the future, the city will focus more on telling the story as to why the area has become so important. Commissioner Moore included that events or notable people who lived in the area should also be taken into consideration and inquired if there is anywhere that information can be obtained. Commissioner Langsdon replied that she would do research to be included in the application for the CLG Grant, which the application states is awarded on appropriateness. Goal Setting/Work Program Chair McMillen indicated that she would like the commission to identify projects to be able to continually add to the local register yearly. She also stated that commissioners learn a lot when they can attend preservation conferences and requested that attendance to those be able to continue. The Commission discussed areas, properties, and buildings for consideration. Notable recommendations Minutes of Work Session of the Ogden City Landmarks Commission January 18, 2024 Page 2 included the Creative Art District, Marilyn Drive, 17th Street, the Forest Service Building, the trolley barns on 17th Street between Lincoln and Wall Avenues, and the Crossroads of the West buildings. Mr. Brierley stated that the Landmarks Ordinance will be updated the commission will be involved in the process. Ms. Hale asked the commission for input on potential incentives and opportunities to assist with the restoration of historic resources. Discussion included options of offering low interest loans or expanding the existing HELP loan program, educating people on tax incentives, and education on proper care and restoration of historic properties. Discussion continued about the processed and need of updating the demolition by neglect ordinance. Ms. Hale requested feedback on addition policies the commission would like to add and noted the special standards for historic districts found in code 17-4-2. Commissioner Moore voiced concern for the protection of historic trees, notably the sycamores on Eccles Circle and the tree located at the LDS Church on the northeast corner of Jackson Avenue and 26th Street. Chair McMillen suggested requesting the City Arborist to add a plaque to protected trees. Ms. Hale presented research into what cities across the country require to nominate properties to the local register. She suggested that property owners, their agent, or the Landmarks Commission may make individual nominations. Regarding the nominations of districts, she recommended that a reconnaissance level survey be required when submitting for the nomination. Commissioner Moore recommended that designated meetings be set for considering nominations. Commissioner Wilkerson recommended using the term “recommendation” in place of “nomination” when referring to districts being submitted for consideration. Discussion continued with ideas including the creation of instructional videos, highlights of buildings saved and success stories. It was also suggested that the Landmarks Commission partner with Visit Ogden and the Weber County Heritage Foundation. Chair McMillen requested that quarterly work sessions be scheduled. Commission Moore added the request of staff to provide training during work sessions. Mr. Brierley stated that there would not be a meeting on January 25, due to there being no items on the agenda.
