Minutes of the regular meeting of the Natural Resources and Sustainability Stewardship Advisory Committee held Thursday, October 28th,
2021, at 4:00 p.m. at the Ogden City Municipal Building, 2549 Washington Blvd., 7 th floor conference room, Ogden, Weber County, Utah and
via electronic web conferencing in accordance with Utah Code 52-4-202.

CALL TO ORDER / WELCOME / ROLL CALL
Adam welcomed the committee members and called the meeting to order.
Meggin called the roll.
APPROVAL OF SEPTEMBER 23RD MEETING MINUTES
Bill made a motion to approve the minutes and Heather seconded the motion. Motion passed unanimously.
INTRODUCTION OF NEW COMMITTEE MEMBER
New committee member, Jonathan Melton, introduced himself to the committee. The Committee welcomed
him as a new member.
STRATEGIC PLAN UPDATE
Bill reported that he went through the survey that was sent out to all committee members to give input for their
ideas on strategic goals and pulled out three main goals that could be used for the strategic plan. These goals
are:
o Climate
o Connection
Connection with Ogden City administration (Mayor, CAO, & City Council)
Connection with Weber State University
Connection with citizens
Connection with Ogden City businesses
o Sustainability staff person/manager for Ogden City
There was a brief discussion regarding these goals and the committee decided these would be the goals used
for the strategic plan. Heather made a motion to adopt these goals and have Bill put them in a written
document and Bonnie seconded. Motion passed unanimously. Bill will put these goals into a written document
SUBCOMMITTEE RESTRUCTURING DISCUSSION
A brief discussion was conducted regarding subcommittee restructuring. The committee decided that they
would have three subcommittees based on the strategic goals that were approved.
o Climate subcommittee

o Connection/outreach subcommittee
o Ogden City Sustainability Staff Member subcommittee
Adam will create a survey to send out to committee members to find out which members want to be on what
Bonnie made a motion to adopt these three subcommittees. Heather seconded the motion. Motion passed
unanimously.
HB 411 UPDATES
Mara, Jay, and Ross gave an update to the committee regarding HB 411. The date for the City Council to vote
on HB 411 has been extended to April so the City Council has more time to conduct a survey on HB 411.
Qualtrics will no longer be used as the survey company because they only offer emailed surveys and were quite
expensive. The City has survey software called Survey 123 in place that could be used to conduct a survey with
Ogden City residents. Everything is still in the planning phase and there are no definitive answers right now.

Aimee asked if the committee could be involved to knock on doors to support the survey initiative. Heather and
could be swayed. Also, the survey needs to be conducted by people who are trained in conducting surveys, so
the results are accurate.
COMMITTEE OPEN DISCUSSION
Jay and Mara informed the committee that Ogden City had received the Legacy Blue Sky Award from Rocky
Mountain Power for switching out all their Christmas Village lights to LED and switching out most of the lights
in the City to LED. This award is quite an accomplishment and honor for Ogden City.
The Committee had a brief discussion on tasks that each subcommittee could work on. These include water
conservation and air quality recommendations to City Council. Heather asked Ross where the City Council was
on the clean air recommendations that Bonnie sent them. Ross said the committee should narrow the items
down and make a specific ask, instead of several general recommendations. The subcommittees can discuss
this and decide what items should be submitted.

With no further business, Adam adjourned the meeting at 5:30 p.m.
