Minutes of the regular meeting of the Natural Resources and Sustainability Stewardship Advisory Committee held Thursday,
January 26th, 2023, at 4:00 p.m. via electronic web conferencing in accordance with Utah Code 52-4-202.

CALL TO ORDER / WELCOME / ROLL CALL
• Aimee welcomed the committee members and called the meeting to order.
• Meggin called the roll.
APPROVAL OF NOVEMBER 17, 2022, MEETING MINUTES
• Jonathan Melton made a motion to approve the minutes. Aimee seconded the motion. Motion passed.
WELCOME NEW SUSTAINABILITY COORDINATOR
• The Committee welcomed the new Sustainability Coordinator for Ogden City, Lorenzo Long. The Committee is
excited to have him on board.
EV CHARGING REQUIREMENTS PRESENTATION
• Barton Brierly from Ogden City Planning gave a presentation on EV charging requirements for new construction
of multi-family neighborhoods/apartment complexes/businesses. (Please see recording for full presentation)
• The Committee asked for a copy of the proposed ordinances so they could review them before they are sent to
City Council. They would like to conduct a special meeting in February to go through the draft ordinances and
make suggestions for any changes to the Planning Division before City Council votes on the ordinances. Barton
will send those ordinances to Meggin, and she will schedule a special meeting on February 23rd at 4:00 pm for
discussion.
SUBCOMMITTEE UPDATES
• The Committee decided to remove the Sustainability Coordinator subcommittee due to Lorenzo Long being
hired.

HB411 UPDATES
• The timeline for participation in HB411 has slowed down. Currently the Community Renewable Energy Agency
is negotiating with Rocky Mountain Power on the utility agreement part of the program. There will be two more
opportunities for Ogden City Council involvement in that process. Once that agreement is completed, it will go
before all the community agencies that are involved in CREA including Ogden City Council, for approval. It will
then go to the Public Service Commission for review and finalization of the plan for the customers who remain
in the plan. This plan will include all the forms for the opt out portion of the program, as well as any termination
fees, or guidelines for opting back in if a customer opted out. After the plan is approved by the Commission, it
will come back before the Ogden City Council for their approval and decision of remaining in the program or
not. The process could take up to a year to finalize.
• The Committee asked if there were any plans to have a program for low income residents to participate in this
program. Mara reported that as part of the plan that is being negotiated there will be a low-income plan geared
towards programs for lower income customers.
COMMITTEE OPEN DISCUSSION
• The Committee voted on the removal of committee member, Riley Allen, due to her missing several meetings.
All members voted to have her removed. Jonathan Melton made a motion to approve the vote. Dan Bedford
seconded the motion. Motion carried. This will leave a student member vacancy.
• The Committee asked if the Sustainability Committee could be listed on the At Your Service newsletter where
they list all the city Committees. Mara will have Marketing include that in the newsletter moving forward.
• The Committee would like an update on the Flip the Strip program. Jay will send that out when it’s available.
• The Committee asked if the city has plans to continue pushing for water conservation even though we’ve had a
very good winter. The city is still planning on pushing for water conservation because one good year will not
pull us out of a drought.

• With no further business, Aimee adjourned the meeting.

Special Meeting- Thursday, February 23rd, 2023, at 4:00 p.m. virtually via Zoom.
Regular Meeting- March 23rd, 2023, at 4:00 pm via Zoom. The meeting schedule will be every other month.
