Minutes of the special meeting of the Natural Resources and Sustainability Stewardship Advisory Committee held Thursday, February 23rd, 2023, at 4:00 p.m. via electronic web conferencing in accordance with Utah Code 52-4-202. ELECTRIC VEHICLE PARKING DISCUSSION • Jonathan presented data that he put together regarding estimated projected electric vehicle (EV) ownership and the ratios of parking spots to charging stations for several jurisdictions around the world. • Dan shared a map of EV charging stations in Ogden City. • The committee discussed what the appropriate ratio of EV charging stations to EVs would be for Ogden City. • The committee debated several different ways of regulating the quantity of EV charging stations in Ogden City. • The current draft ordinance suggests a static ratio of general parking spots to EV charging-capable parking spots. The committee discussed the possibility of recommending that the ordinance instead mandate a variable ratio of general parking spots to EV charging-capable parking spots based on the ratio of registered EVs to gas-powered vehicles in Ogden City or Weber County. This ratio would be adjusted on a regular basis by receiving the updated vehicle registration numbers. • The committee suggested adding language to mandate the adjustment of the required ratio of EV charging- capable parking spots on a regular basis, though the committee did not decide what interval that would be. • The committee discussed the bicycle parking provision of the ordinance. Dan suggested adding specificity to about the required quantity of bikes to be accommodated. The committee discussed whether those who retrofit buildings would be required to implement the new standards, and Jay said that would be consistent with what has been done. • The committee discussed the in-garage EV charging infrastructure requirement, and whether to specify requiring the potential for Level 2 charging infrastructure. • See the full meeting recording to listen to the full discussion. PUBLIC COMMENT 1|Page • Jeremy Shinoda (Ogden resident) commented that he is excited about the future of EV charging stations in Ogden and appreciated that the committee met to discuss it. DELIVERABLES BEFORE THE NEXT MEETING • Determine whether there are existing requirements for EV charging stations in downtown areas – Lorenzo • Determine how many registered EVs there are in Ogden City or Weber County - Lorenzo • Committee to provide ordinance recommendations to Lorenzo ADJOURNMENT • With no further business, Aimee adjourned the meeting.
