Minutes of the special meeting of the Natural Resources and Sustainability Stewardship Advisory Committee held Thursday, June 29th, 2023, at 4:00 p.m. in-person at the city offices and via electronic web conferencing in accordance with Utah Code 52-4-202. Lorenzo called the roll. HB 411 • The committee discussed the letter to Mayor Caldwell that Dan drafted for the committee, affirming the committee’s original position of support for Ogden City’s membership in the Community Renewable Energy Agency (CREA) and Program. • Taylor wondered whether the committee should be sending this letter because the current committee membership wasn’t involved in the original support of the committee. Dan gave some background about the original support of CREA and the potential for Ogden City to withdraw from the agency. He explained that the committee originally voted unanimously in support of Ogden City’s membership in CREA several years ago, and that if the current membership of the committee still felt the same way, it would be important to express that opinion. • Taylor suggested including the benefits of CREA membership in the letter. Dan, Jonathan, and Erika expressed a desire to keep the letter simple and focused on the committee’s position. • Jonathan reminded the committee that it is not an advocacy group, and it is important to stay within what was originally asked of the committee. • Jonathan asked whether the committee had to unanimously approve the letter. Warren explained that it would just be a simple majority of the quorum. Anyone who votes against it is allowed to explain why they voted no. • Dan made a motion to approve the letter as written, with a minor spelling modification, to send to Mayor Caldwell and any other relevant city staff. Taylor seconded the motion. The motion passed unanimously. STRATEGIC ACTION PLAN • Jonathan showed the draft committee strategic action plan. Lorenzo mentioned that he has been collecting the data for the business, municipal, and residential goals. 1|Page  • Lorenzo asked whether the committee wanted to expand the plan to include any goals besides the pursuit of progress toward the business sector goals outlined in the Energy Wise Ogden Strategic Implementation Plan. Erika mentioned that she would like to keep it simple and focused on the Energy Wise plan. Jonathan concurred. • The committee added public outreach as a goal because it is one of its roles and responsibilities. • Jonathan asked Lorenzo to identify city contacts who could help get in touch with businesses. • Lorenzo mentioned that anyone on the committee is welcome to attend the city council meeting in August when Jonathan will be presenting the committee’s strategic action plan. Jonathan may be out of town during the meeting, so he may need someone else to present.
