Minutes of the meeting of the Natural Resources and Sustainability Stewardship Advisory Committee held Thursday, January
25th, 2024, at 4:00 p.m. in-person at the city offices and via electronic web conferencing in accordance with Utah Code 52-4-
202.

CALL TO ORDER / WELCOME / ROLL CALL
• Dan called the meeting to order. Lorenzo called the roll.
APPROVAL OF MEETING MINUTES
• Stephanie made a motion to approve the December 7th, 2023, meeting minutes. Tara seconded. The motion
passed unanimously.
OGDEN URBAN PARK COOLING ISLAND EFFECT PRESENTATION
• Ian Nuttall, a Weber State University student, gave a presentation about the urban park cooling island effect as
measured at two parks in Ogden City during the summer of 2023. See the meeting recording to listen to the full
presentation.
SUBCOMMITTEE REPORTS
• Energy Wise Subcommittee
o The subcommittee has been working with Sara Meess to organize a business roundtable event about
energy efficiency programs available to Ogden businesses. A space has been reserved at Union
Station for February 26th from 4-5:30 pm for the event. Several speakers have been confirmed for the
event. Dan will not be able to attend, but Lorenzo will be there, and Jonathan may be available as well.
• EV Charging/Parking Subcommittee
o Jonathan presented a document that discussed recommendations for EV charging in Ogden City. The
main recommendation is for Ogden to adopt the IECC 2021 code requirements for EV charging and
parking for new residential construction. This would require at least one EV-ready parking space per
dwelling unit for one and two family dwellings. For 3+ dwellings, you’d have EV-ready parking spaces
for 20% of total parking spaces.

o 23 other communities in the mountain west region have adopted some form of the IECC code for
charging infrastructure.
o Lorenzo said that these recommendations, once finished, could be presented and incorporated into
the conversations with the Unified Development Code update, and the General Plan update. The
General Plan and Unified Development Code update are just now beginning, which is a good time to
present these ideas.
o Jonathan suggested the subcommittee could present multiple options to the planning department
that they could choose from.
o A member of the public asked if there had been any consideration of carbon credits awarded to
charging stations. Tara said that there are many incentives that cities can use to install EV charging
stations. The recommendations may include incentives that Ogden City can leverage.
o Based on a US Department of Energy tool, Ogden would need 155 Level 2 public charging ports to
support the current amount of EV’s. Currently there are more than that in the Ogden-Clearfield area,
but not all are free.
o The subcommittee will try and present to the committee at next month’s meeting.
• Recycling Subcommittee
o The subcommittee is working on scheduling a landfill tour
o The subcommittee is researching cities similar to Ogden to see how they have implemented recycling
into their city code, especially related to multifamily and residential housing.
o They are developing an educational flyer that will demonstrate what can and cannot be recycled in
Ogden.
o Gina Arellano could come and speak to the committee about how the city handles recycling.
o Lorenzo met with Ogden Events staff to discuss reimplementing recycling at larger city events. They
are struggling with waste management in general at their weekend events, and need funding to help
with that.
o On a smaller scale, events staff was open to the idea of the committee tabling at certain events such
as Twilight Concerts, Farmers Markets, etc to help attendees recycle, as well as provide recycling
education. They also discussed reimplementing reusable branded metal cups at Twilight concerts.
o Events staff was interested in developing a waste sustainability plan with the help of Lorenzo and the
recycling subcommittee, that could eventually be included as part of future event applications.
UPCOMING EVENTS
• Lorenzo mentioned the Intermountain Sustainability Summit and the Weber Basin Water Conservancy District
Spring Garden Fair, and invited committee members to indicate their desire to attend.
CREA UPDATE/INFORMATION SHEET
• Lorenzo said that the Mayor had signed the Utility Agreement and it was submitted to the agency.
• Lorenzo explained that the next decision point for the city is after the Public Service Commission approves the
program, at which point the Ogden City Council would have to pass an ordinance adopting the program.
• Dan was given a draft document by an Ogden City resident that outlines information about the Community
Renewable Energy Program, that could serve as a “one-stop shop” for any questions about the program. Dan
asked if the committee was interested in finishing the document. The committee decided that it should be
brought back in a few months once the subcommittees have finished what they are currently busy working on.
PUBLIC COMMENTS
• Chris Harris, Ogden resident, said that he appreciated what the committee is doing. He said he is very
interested in CREA, because he is interested in backyard solar due to its cheap and modular nature. He has a
friend who is working on innovative solar technology, which could be interesting to explore as a city to be a
leader in the renewable energy space.

OPEN DISCUSSION
• Tara said that the Department of Air Quality is having a public meeting to talk about the Beehive Emissions
Reduction Plan, on February 1st from 3-4 pm. She can forward the information to the committee.

• With no further business, Stephanie made a motion to adjourn the meeting, Tara seconded, and the motion
passed unanimously. Dan adjourned the meeting.

be every month.
