Minutes of the meeting of the Natural Resources and Sustainability Stewardship Advisory Committee held Thursday, April 25th, 2024, at 4:00 p.m. in-person at the city offices and via electronic web conferencing in accordance with Utah Code 52-4- 202. Lorenzo called the roll. APPROVAL OF MEETING MINUTES • There was no quorum, so meeting minutes were not voted on. EARTH DAY EVENT DEBRIEF • Lorenzo and Dan discussed the successful tabling at the Ogden Nature Center Earth Day event, which included a free raffle for those who signed the committee’s Earth Day pledge. Those who signed the pledge were entered to win a Stanley tumbler. This resulted in over 65 people signing the pledge. Dan suggested this event should be attended by the committee in future years as well. COMMITTEE REAPPOINTMENTS + NEW MEMBERS • Lorenzo mentioned that Tara, Stephanie, and Jonathan will be reappointed for new terms on the committee. • There will also be two new members appointed to the committee. Lorenzo suggested an orientation meeting with Dan and the new members at some point. COMMITTEE ORDINANCE CHANGES • The committee’s ordinance was officially changed in two ways: o Committee membership requirements now allow for qualified experts who live outside of Ogden City, as long as a majority of committee members still reside in Ogden. o The committee name has been changed to “Sustainability Committee”. 1|Page SUBCOMMITTEE REPORTS • Energy Wise Subcommittee o No update at this time • EV Charging/Parking Subcommittee o The subcommittee met with Lorenzo and Barton Brierley and discussed their draft proposal and how it would be used by the city. The city will be having a public meeting focused on parking, as part of the zoning code rewrite. The subcommittee can prepare materials to be used by the city in that meeting. o Barton was in favor of using IECC requirements as opposed to creating a unique requirement for Ogden. o Barton looks for what other cities are doing, what Ogden is currently doing, and what will Ogden be doing in the future. o Powerpoints work well for Barton, as he can then take the information and put them into his own materials. • Recycling Subcommittee o Lorenzo passed on an update from Stephanie, who had been in touch with Momentum about recycling and food waste at the Twilight Concerts. Momentum can’t do recycling at those events, but could do food waste. It is unclear if Ogden would be able to implement composting/food waste collection at the Twilight Concerts this year. PUBLIC COMMENTS • N/A OPEN DISCUSSION • Lorenzo mentioned that the Mayor would like to attend an upcoming committee meeting. He will figure out when he can attend, and Lorenzo suggested committee members attend that meeting in-person. • The committee discussed the upcoming Weber Basin Water Garden Fair and signing up for actual time slots. • Jonathan asked Lorenzo for next steps with the EV charging/parking report. Lorenzo said to take the current report, put it into a PowerPoint, and add the specific text from the IECC. • Dan mentioned that he put Lorenzo in touch with a grant writing professor from Weber State University to see if there’s a student project that could help apply for sustainability-related funds. • Dan mentioned that he sent the Homegrown National Park video to the committee. • Steve mentioned that he did inquire about making motions. The recorders office said that the Sustainability Committee doesn’t have formal rules about making motions, but Lorenzo said that the committee has its own rules and procedures that it uses.
